The proponed telegraph conference at St. Petersburg will probably meet in Mwch orJJune,-The principal i ro- poaal designated for diRcuiion ia the suggestion that in future the tariff .hall be framed not aa at preHent, ac - cording to tho number of worda, but of single letters contained in a mea age, aa continental oompaniea fiiid the scope given to the use ofoompouud worda largely abused. The Railroad Qazotto, whiohtakes note of all tho accidenta to paenengri, trains resulting in injury reported in American papertf, figures up 204 killed and 978 injured in 1871; agajnat 276 and 1,863 in 1873. This is a decrease of about one-fourth, and is due to in creasing care, a decreae in train mil eage, and in the speed on account o the dulluesa, and more favorable , weather in the winter mouths. The will of an oli man, who died reoently in Bruxsels, tolls Low he ouoe found a valuable diamond in Asia, which he oonoealod in a out in the calf of his leg, where he had made an intentional wound. The appateut Smfortune procured his reh ase from e mine, and he was made immensely rich' by the sale of the gem, which is now one of Russia's orown diamonds. Parker, lately made on the condition of our fighting veuse a, is to be believed, they are better adapted to the days of onr grandfathers than to the age of Mea in. lis oondemus the immense masts,. spsrs and rigging ' of many of our ships as liable to be hot away in action and necessarily foal their screws, in which, case, with out power to turni they would be quickly sent to the .bottom by an ordi nary ram., ' The fleet of the future, he ays, must consist of steam rams with powerful engines and. little or no top hamper for attacking veseels afloat; armor-plated ,?veasels, carrying heavy artillery for attacking forts ; and " low torpedo boat lop , creeping stealthily upon large vessels atniglit in thick weather or amid the smoke of battle. All should ; have low masts, made 'elesoopio, and be able to turn abort round with celerity, so as con tinually to keep1 bead to the enemy So much for fighting vessels. For cutting up an enemy's commerce, he thinks Captain Semmes showed very ' good judgment m the soleotion of his famous cruiser, and recommends the Alabama as the type of vessels need' d, having! long range pivot gun for ward, two steam torpedo cutters and a Catling battery. He furthermore says that every Admiral, ia time of war, should be supplied with a number of extraordinarily fast steamers to carry dicpntcbes and act as lookouts. Uar mend. n. Ui.iam A. omnn. Freidt ut of the North Carolina K 1- road. Las attempted to reply in (tie Iwaleigh yam, to our article in rrgrd to the pomp'ttion t tie Vetru .N'otth Carolina Kailmad, and while be does not aner our fcta and argu ment, he is at 1 sst eititkd to a re sp. ctf ul rrp'y on amount of the cour Wy with wliich bis article ia written. lie denira that the Weitero North Carolina Railroad ia to be acid, and that the axolina CentraLRail ay Company coutrola th Ueerre under which the sale is to tke place. TLe fucts, aa we understand them, are aa follow: Gnuefal Hiram Sibley became pome aedof a large majority of the First Mortgage Bond of thia railroad, and in November, 1874, sold hia inter est thermic to Mr. Wilooo for f 270,001), to be paid in tuojeurs Mr, Vilwn subxtqiiently transferred his purchnse to the Southern S'-cur.ty Coil paiiy, and that Company jb turn traiit-ferrtd it to the Nutt ii Carolina Railroad Com pany. In the ineautioie Mr. Edwsrd MaUhews purchahrd General 8;bl'n mortgne and in ereftiu thia Railroad, therby beoi-mii.g the owmrofhe Firt Mortgage B,ndalr the Wemern North CiiMlma lUiiioad. On the 7 h of November, 1871, the two yearsn pired, aud the Mortk Ct roliua Rail rjid CompMny failed to pay the pur e'lase Diouoy and redeem the bonds. What the creditors of the Western North C'arolma lUilroad will do, or what the Federal Court will decide, we of course ounuot tell. Bit suppose the former decree of the Court is set aiide, Who ia bent fitted? Not the 3; a to. She ia in uo condition to buy. The completion of the road will be de layed, which will work to the detri ment of the people of the whok State, except such as are now paid large sal ant-s to ruj it. Or auppote the Court holds that the First Mortgage is not valid, whioh is not probable, as some of the moat dia tiuguished lawyers of the State who have carefully exumini'd iulu the mat ter, have pronounced it valid, the State could reap no beueilt, for the railroad and its entire frauohiae have been sold under execution iu each bounty through - which it-parses, aud have been purchased by a oitissen of the State. If, therefore, the niort gage ia Dot valid, the title to the roafj is vested by this purchase aud would be lost to the State. Mr. Mathews did not invest hia money in pur railroads in any secret or suspioioua manner. He purchased the ,lm ington, Cbnrlottend-Ru U4ln erford Railroad at an open sale, afti due advertisement, nnder a decree ( onr Superior Court, to whioh the whole world was invited to bo present and to bid upon the property. Since its purchase he' has completed it to Charlotte at a coat of nearly cue and half-niillioiiH of dollars, at a time of an Unprecedented monetary oriaia, nn der which every other uncompleted railroad in the United States suo- OJmbod. And now what does he propose? A mm of immense wealth aud resources, he is desirous of making his lurge in vestments in the Carolina Central Railway more profitable by connecting it with the roads leading to the Ohio aud Mississippi valleys. He owns a huge interest in tho 'Memphis and Churlestou Railroad, and a controlling interest in the. Memphis and Little Rock Railroad. So we see with the exceptiou of o short liuk iu Western rNoTibCarolina, he is very largely in terested iu Railroads from Wilming- tu to Little Rock, Arkansas, a dis tance ot at least seven hundred miles, 4u the direct lin ot the Southern Pa cillc Railroad. Mr Mathess is there fore vit ally in te rented in the comple tion of the Western North Caroliua Railroad, and he does not profess to foi m any exception to the general rule or working for ,ouo a own interest, ,just as om'frieud, Major Smith, being the Receiver of the Western North Carolina Railroad, is not personally injured by matters remaining just aa they fere, Wb do not complain of l.iiu, but the interest of the whole people ofi the State, aud especially of those of that part of the State, are as much bound tip in the early completion of that road as Mr. Mathews' is. ' Indeed that gentleman has written a letter to Senator QrUhum, Chairman of the Railroad Investigating Com mittee, offering to sell his entire claim aud decree against the Western North CarolinajDompau'y, to the State or any one else for what they coat him, pro vided the; parties will bind themsehes to complete the road, and will co-operate with the purchaser to do so, and when' fluished to Paiut Rook will gladly assist the State. or individuals n building the. load to Ducktown. And if any one will take the pains' to con sult the map, it can be seen how much it would be to the advantage of Mr. MaUhevjs, ud to Wilmington, for this connection to be made, shortening the route to Memphis, to say nothing of the vast' wealth of the mines at Ducktown. But it is said that "the North Caro Una Railroad owes less debt, aud baa better credit than any railroad com pany in the State, and .is therefore more able to do this great work than aay other corporation." We have, in reply to thia statement, only to quote the following facts and figures from a recent message of Governor Brogden to the President of the Senate : The whole number of fltate Bonds Hued for construction ot.tbe North Cn!ir-a ri!rn,1, tiruW get of 'i , ('Lap", r fc, sn i t!, avi of ls"4 VW rr :u?
