Arbor Day iu Nebraska occurs this y. ar on the second Wednesday in April and the Legislature will be pe titioned to make it a legal holiday. The importance of tree-plauting is keenly appreciated in Nebraska, and it would be well if the people of other States felt it as deeply. Experience seems to show that i good bnBiuess location may be msdt almost anywhere if the requisite vitul ity, energy and business talent be di - rected to it. Buffalo or Pittsburg might have dune whst has been achieved by Chicago and St. Louis, bud the same amount of vim been ex erted ia those' pi noes. And do one can feel any doubt that the oouoeutra tion at New York is artificial who sees no people pas. ' A few evenings ago a prominent Congressman oalled briefly upon Grsnt. He had happened to be ao- oompanied by Dt. ; Brwii-8l'ird there was subsequent engagement the two were to fill together. "As a favor," said the emiuent lawmaker, "taake a'quiet optical diagnosis of the President aud tell me what yon thiuk when we toms out." The interview whs soon oonolnded, and the visitors wete presently out, , 'WeU,' aaid the Cotigretaman, turning to the physi cian, ?what do you say ?M "I say," answered Dr. Browa-btquard, "that man muBt change bis way of living or die within six months." :. A Russian naval officer has invented means, of quickly stopping holes mode in ships by collision or other wise. His contrivance consist of a "plastar," as he calls it, made of two rectangular sheets of canvas sewed to gether, bordered with rope, and con taining 'a water-proof material. A sonnding-line ; mast be passed under the keel and brought up on the other side; then the plaster can be lowered to the bole and; made fast. A large number of ships ia the Russian navy ere,, furnished with this, apparatus, soma of which, have already availed themselves of it with highly satisfac tory results. It is now proposed to put a certain number of the men em , ployed on each abip through course of special training, so thet they may be ready, in an emergency, to apply the apparatus with skill and rapidity. IhwUonHt allium lias conferred upon the Geuernl A senility the whole power of determining when the ueoessities of the people demand a revisiou of the Onttitutioii by means of a Conven tion. By a two-thirds vote of all the uieuibeia iu each House, it is within thu legislative authority to call a Con ventiou whenever the Jj gislature shall chiKise to do so. That body cU call a Convention at every ss-wn. - Vvd this abu e of a power clearly grwuted tho only popular rtdreia would be euher through the Ctmyotiou, itself or at the ballot-box, br rejecting Uie piopositiona submitted (ur Uieir rat ill catou. The whole Mwer of determin ing, is, therefore, lodged in the Gee. rar Assembly. "Ihey having the whole power, can ssy how far the Constitution needs alteration. ; If oar tial amendments are, in their wiHdoru, ouly needed, their' ia a provision for their adoption. If a general revision is demsuded, there ia the Constitu tional mode, and to what extent this nail be used is purely within the leg islative discretion. The Legislature might think it Highly inexpedient foi a Convention to remodel the Constitu tion entirely, bnt equally erixdienl for it to revise a number of ita clause, sections and aruoiea, Uaviug the whole power in thoir hands to be used according to their discretion, tlie manner ot ita use cu only be called in question by the people themsolves when they sit in Judgment upon the acta ot Uieir representatives. , The character of the Convention, ita pow era and authorities are only der.v.d from the legislative bill, aa that tdiall be embodied in the sot nnder the pro vision of which the Convention As sembles. If, thorefore, the Legisla ture calls a limited Convention one of any other kind can't come together. The act must be construed as a whole. One part cautiot be accepted and the other rejected, aud it the Convention should choose to do so it would be act ing ultra vire, a d ita ordinanoes would only have vitality by a popular verdict in their behalf, aud then ouly by the force of revolutionary power. I have no fears of the Convention disregarding the Legislative will, as expressed in the Act, My opinion of the character of a majority of those Who I think will be e ected to this important body, forbids any such su -sioion. If, however, unfirtnnate counsel should prevail, md the lines of limitation be passed, we trust that the people will set their seal of con demnation npon the breach of faith, and rt ject all propositions made npan urrnl AM uiUiV .....tit... n ....t t. ...
