The plan of the Oouvention ia to perfect eoh artiole of the Con atitution by itself, after wbioh it will be reterred to the Committee on Re vision, whose duty it shall be to report upon the Constitution aa a whole, so that there shall be no ooufliot between the provisiona of the different Arti cles, but. accord and harmony. One of the chief evils of the Constitution as it now stands, is the want of harmo ny and agreement between its parte. Aa waa to have been expeetrd, the Committee on Revision Is a very able one indeed. - We venture to say that it ia without a auperior iu the annala of legialation in North Carolina. When, therefore, the report of this Committee shall have been mads and noted upon, the work of the Commit tee will have been done. So muoh for the way in which the Convention is do ing iu work. And now a Word aa to what haa been done, and as to what will probably be done, " Am. t Preamble and Bill of RighU In the first Artiole, or that contain ing the Preamble and Bill of Bights, no change has as yet been actually ordered. There ia little doubt however, tnat amost important one will be made by striking out the 87th 8eotion of the Bill of Righto as it now stands. Under this Hection the Legislature is a body of limited powers, suoh only aa are ex pressly granted to it in the Gonatitu tion, and when it shall be stricken out the Legislature will be restored to the sovereignity it possessed in former Urn.' The committee have n ported unanimously In favor of the rotation of the judges in riding the several circuits, and it will doubtleaa became a part of the Con atitution Sections 15, 16 and IT of this Artiole willbeitrioken out, and instead thereof, a ssction will be inserted con ferring authority upon the Legislature to allot and distribute jurisdioti n among the courts below the Bupreme oourt. The Supreme oourt Judgee will be elected by the people for four years, and the judges of the Superior oourtswill be eleoted by the Legisla ture for the same term. Aet. t. Revenue and Taxation The principal change that will be made in thia Artiole ia on repudiating the Special Tax Bouda. AM. vl Suffrage and Eligibility to ofuos No ordiuauoe has been reported upon thia Artiole, but it ia understood thai the length of residence iu a oouu ty required as a qualification foi suf frage will be inoreased to six months, and that there will be disfranchise ment for infamoua Crimea. It. ia not probable that the payment of any lax will be n quired bo fore voting. Abt 4Vit .Municipal Corporation The duty ol providing government for cities and towns will doubtleaa be con fided to the Legislature in plain terms. In relation to county governments there are three propositions. One is to place them in the band or magis trates, eleotsd by the Legislature. Another la to direct the Lesiehtdre to elect a number of magistrate for each county equal to that elected by the people.-doubling thereby, the number of msgistratee. Am. xit Militia The report of the Committee ou thie artiole recommends that the Constitution shall not admit that th tight to bear arms includes the right t9 carry aonoaaled weapons. Am. - xni. - Amendment It is thought the" mod of -amending the Constitution will be changed material ly. The Legislature will probably be authorised to aubmit any amendment to th people, and upon its ratification it will become m part of th Constitu tion. w Ant. xiv. Meoellaneous Provisions A section wiU be added to thia arti ole, prohibiting marriage between , white and blacka. All th Amendment will b sub mitted together to the people for rati fication at the next regular election, that ia to say in November 1876. It will be seen from the above that th work of the Convention I nearly com pleted. That th change proposed to be made ought to be made no one ci doubt Nor can any one doabt tbeir sucoees before the people when the vote on ratification ah alt be taken.
