It was agreed that tbe arms of these oompapiee should be deposited in the depots in the neighborhood in whioh tbe companies were raised, and be guarded by United States troops, to be removed only by the order of the Governor, and that the arms would oot be disbursed to the militia only in case of riot or insurrection whioh oould not be suppressed by tbe civil authorities.
