THE ROANOKE NE"'S. ..THUflBDAY, FEBRUARY, 20 1879. OrCMItt THE CAVA I.. : Tat canal caul J be made a soureo of gft wealth to the citizen of Weldon; aad why our people do nut take mine action in the premises ii bejobd our coaiprcheasioa. The canal is out) abnt 8 miles Ion; and would require dredging before it wouU be available far Irenpertatlor, but this can be dune at a very little expense compared to the i-ned results which would follow its com aietiw. The money which would be ex pended in fitting the canal for use would ill be taken up here by our merchants. " O.r eve people would ' get employment at least for a lime, aad that tea la the dull tsason af the year whea a good many f the people would be glad ta fi .d work, and this being the case of course, as w said just wow, all the money Beaded ia repairing the canal would be aid to aur owe per pie aho would again expend it among (he merchants and a balance being struck wo would find that tho business men will Uve received their nancy back, the work aaea, will have received the value of the tame money, and abivo all the eaaat will have been opened, boats put oa, Urge qumties of produce brought here to sell or to be shipped north, and ' employment to many who would be glad to get it at small pay, It would give an impetus to tha prosperity of Weldon, which is only needed t make it a city. Tbe lateral canals which could be constructed, would supply power for nay number of factories aad the rents which these would pay, would be more than suffljicnt to kce, the canal in good order. We hope some body will take the initiative and tint let thii chance go by, of bringing divi dends aad basiness to tbe people of this town and section. BENFItE NOT THE DAY OF RHAI.LTIIIXG't. Tbis is aa off year in politics an toaanqaently it seems as if it were use In kep up party ergurization or tit do any thing in the way of politics at all, n atry thing works quietly and ansoothlv. This is tme to n certain ex tent; butevnry thing ought to be done U forward the interests of the party, and ant it on a strong footing, in prep aration for tbe acxt 'election. It will bates late to begin when the cam paign opens and tbe Republicans have very thing cut and dried. Organization It absolutely necessary ea t the sooner it is perfected the better it will be for the Democratic party. If we had twice as many votes in this dis trict and county as tho Republicans havr, wa could not succeed unless we proceeded with our plant well matured and carried out. And the time ta do this it when there is to enemy in our front tu disconcert us ; when the differ nt aliments in onr own party are slum bering; when no ene has private ends H promote, or personal anibitiunt to gratify. Orgaaixtlien can not be e (Toe ted in a day or a moots, r.eitlier can it be ef fected at tana as it could be hid the party beea thoroughly urgauixed djring the last two campaigns. Tha deplora ble fact that there is a waot of party spirit, aad hat beea for oine years past in this district, owing to the seeming bopelestaesi of a contest, makes it a bard task ta unite the party into one atrorg baad for the destruction of Rad icalises, and if we continue in this luke auras condition we will never succeed. will have to bjcin at sometime if are aver hope for success; and nhy ot begla bow ? Tbe people bare ta work and have et tint, even if they have the inclina lion to help the party at a hat or tune t i themselves; sa let ns begin in lime ta acq taint tbem with the importance of nbstrviog party lies; of abiding by the ill of the party at expressed in its con vention! and af carrying aul the plans which their constituted heads m.iy thi.k .i r . . i . . . tan saiesi aaa surest to succeed, it is a U tlmo kefnre thrr !! ir.r voting aad tome may say, there is no use ia hurrying, that something may tnra op. Thst It what the hare in the fable laid aad the hare lost the race. Party machinery like every other kind of machinery needs ns much nib bing and oiling and altoolioe wheu it is at at wark at whea it it in use. if we de wot desire it to rust out and be unfit to perform its functions. Wa hope the people will think af this end begin is time ta work, to that we may at least know that it is not our lault if e are defeated. It'B bear that Gov. Juvis hat ap pointed Hon. Jno. Manning Secretary 1 Plate. Mr. Manning Lai nut jet sign fijd hit acceptance. lit it too veil known to need any praie. Sines writing tha nbova we have beea informed by Oot. Senate. Hon. Jos. A. Ks'cit.Riiar.D died in Raleigh Saturday night last. He had been suffering for some weeks past, and until a short while before his death was thought to be improving. S. Di king the debate in the House of Representative! last Friday, Oenl. IJit'tr of Mass. said he "saw no more reasoa why a Confederate soldier, maimed and crippled in the honest discharge of abut he believed to be his duty, should not be pensioned, thaa why a Confederate general who honestly believed he was doing bis duty should be put into a lie publicaa Cabinet." This brought forth much npalause from the Democratic side af tbe house. This looks as if Duller might be a good Democrat by tbe next Presidential elec tion. TIIK I'KTEKSBl'KU RAILROAD. The C immi'sioner of Railroads for the State of Virginia after enmioatinn aud inspection, speaks highly of the Petersburg road, and shows it to bs in fino condition. Ia his t'flicial report, he says: I'ew roads in the State show greater improvement in the same time than the Petersburg rood. Its ditches hsve been widened and well cleaned out. Fourteen and a half miles of steel rail have been laid on this road during the year. Total number of miles of steel rail, about eighteen; fi.hbnr jsiat on forty-five miles ; cbuir-j int on seventeen ; thirty nine miles of track ballasted. During the past year eleven miles have been ballasted ; thirty-nine thousand, eight hundred and ninety-seven cross-ties put in ; entire rolling stock overhauled and n large portion renewed. A postal-car, to be built during the ensuing year, will complete the passcugcr equipment. 0 ie and a half miles of this road wero de stroyed by a freshet in Rjanoke river, and the bridge over it washed away. The company is now using a part of the Seaboard lloannke track and their bridge over the K lanoke, Bridges have been built during the yea. over Stony and llowanta creeks. LETTER FItO.U RALEIUII. R.t.rcio:r, February lO.h, 1879. My Pkaii Nkws: I feel strongly tempted to believe that it is not in order for your letter from the State capital to appear this week. As you know your correspondent U never remarkable for scf tness of temper and fuch weather as the biiperiotendent of that article has dished nut to us ts day, is enough to ex haust the occuvuU'ei piety of n thous and evangelists and to tend Patience howling from tbe top of the highest moouinc .t from the tp of which she ever smiled at grief, and si I think it not unlikely that somebody may hear anmething drop before the end of this epistle is reached, I very truth, however it U not the wenthrr that dist iibs your correspond cnl's mind so much as tho carryings on of the retrenchment and reform L'g's laturc. The fact is that I am inclined to believe tint in fixing the limit of the Legislative session at 00 days, the late Constitutional convention gavo them just CO d.iys too much of time, and that if any oian will get n bill through the Legislature abolishing the body he will deserve well of hit country. In sober earnestness the Legislature bat taken entirely too rank n hold, and, but for the fact that a large part of its work will be found obnoxious to the constitu ti in, its performances would utterly crip ple the State Government. I support of the view that the Supreme Court w II place its bulk, or, in tbe vulgstes.it d.iwn ufinn many of the acts of tbis session, I will mention the fact that Col. Scales, the Senator from Guilford introduced to dav n bill to abolish the Insane Asylum of North Carolina and to rstaUish the North Camlet Insane Aylil'0, The avowed ntiject of this bill is to get rid of Dr. Grissom. Now Senator Scales is ce t.iinly lawyer enough to know that no court has evrr been created which would allow itself to be imposed upon by to flimsy a pretex. and to it follows that the time of the Legislature will be wasted in the discussion of a bill ani the public money be squandered in the pr inting of a bill, which, at itt warmest a Ivocatcs do not deny, seeks to do by indirectness what the Legislature bat no power 1 1 do diiectly, and which on its face therefore bears evidence of its own nullity. Nur een if Dr. Grisso.ti conld be gotten rid of in this way, is the case altered. As is well known to every one the study of the treatment and cure nl insinity is a distinct and separate branch of medical science, an. I requires n pecu liar conrse of study. J his course- Dr. GiUsom has been through and what. ever may have been the circumatanci t under which be became Superintendent of the Intann Asylum, bn hat now be come better fitted than any other per soa in the Stats for the duties of this position and justice to the helpless pen pis under hit charge makes it proper to keep him there, l or when God hat lain his hand upon a man and deprived him of his reason, evea retrenchment trd reform must respect the unmeasur able magnitude of hit calamity. Rat the re-arrangement of the In- tane Asylum is not what most raises my gorge, i he meanest ph of retrench ment aad reform is found in the salary bill which comes up in the Senate neit Tuesday. Tint' bill proposes amsi g other reauctioat to reduce the psy nt tha Keeper of the C.ipitol. Two hund red and fllty dwllort a year and nf the Librarian a like turn, and caa have ef fect only on tbe salaries of these ullice t before January 1A81. Now at to the a . . i . .. . l.iDranan I ami I Cars to much, a I though even hers the saving is a most picayune affair, because the Librarian is ' a yimg iris. iT energy and ta'eot ard cares little whether he retains the f fi:e r not. 15ut the Keeper of tho Cipitol is Jito. MiLetd Turner, and it is enough to bring tlie blush of shame te the cheek f every Nnrth Carolinian to think that a Senat ir of that State can be found to propose to take away part of the miserable pittance now given him him for hi services. You know Cil. Tjrtitr RT is he unknown to the peo ple uf the ,r;tnte aud no one who knout him does not admiie even to reverence the simple grandeur of Lis character. Stricken down an the field ef Gettys burg he came out of the war, oot only broken in fortune but helplessly paral yzed as t the whitla right side of his body. Rut he had within him n proud independence of spirit which forbade bim to become indebted for his liveli hood to any one but himself, and so by various means he worked out his living always cheerful, hopeful and pleasant even when suffering tortures in cenapar isiin with which our wildest dreams ef Hc!l would seem raumeti matched from Paradise. It has been my privi' ego to have known this man long nr.d intimately, and haig seen tho sublimit; of patient heroism with which he bear such suffering, I bolievo as fi nly as I do iu mi) thing that his suff.-rings were sent upon him by an all-wise Gud that men might see how nearly His creatures were capable nf reaching perfectly. And yet this bill this Infamous bill pro poses to take from this man a large proportion of the meagre Hilary now nl lowed him, and this ton when as I have certain knowledge he has saved the State much more than he hat been paid. It will be digraceful to the State It will be disgraceful to htinasity if such a proposition is adopted by the Legis lature. If this be retrenchment and re form I would God those wnrdt were blotted from the vocabulary of all E gUsh speaking people. D.
