Whativeb estimate the public ma; pliM upon Mr. Lawaon'a contributions to the Bum total of human knowledge, it cannot be said that Tom overstated the ease in respect to the "big insurance companies." "I am not in faror of tariff revision it this time," aaji Representative John Dalieil. We do not believe Mr. Dal nil's position would be misrepresented by iddioj to his statement the words, "or at an; other tine." 8inator W'arnib, of Missouri, has written a letter asking that the move ment booming him for the Republican nomination, be abandoned. He proba bly realiies the hopeloeioese of his boom as he is himself a pour man and does not know any life insurance presidents. Tnf War Department has issued an order against the enlistment of any more negroes in (be army, and the Washington Post thus comments on the order, "This is just another step toward putting the army 00 a peace basis." Beat the long tole for the Crumpackcrs. Tin Daily Industrial News has made its bow to the putlio. Its Gist issue was sent out Sunday and a ereditable begin ning it made, aod in appearance, style and matter it was the equal of any paper that comes to this office. W hile Republican in politics, it promises to be fair and to devote its best efforts to the upbuilding of the State. As to its being established to force up on the people of the State the payment of the unjust special tax bonds, it says "we eould not if we would, and we would not if we oould." It begins well and we trust that it may be a power for good and not a power for ill. Wt do not believe that the "Clans m in" cm do aoy good in the South. Tj has a tendency to stir the old fires ot hatred and prejudice. The Ku Klui Kltn was, perhaps, a necessity forty years ago, but not in these days of peace, wheo we are a united people, when the North and the South have clasped band over the bloody chasm, and have cement ed the compact by a baptism of fire and blood on the Winslow at Cardenas, at Santiago and San Juan heights, and in thousands of other ways in which men who formerly wore the gray aod those who wore the blue have shown to the world that they are, indeed, brothers We oppose anything and everything that oan in any way have a tendency to excite Motional hatred and race prejudioe and it is oar candid opinion that the "Clans Ban" will stir tne old slumbering fires of both and start anew the old time memo lies that should be forever buried out of light. The Superintendent and teachers of the Graded school have thought that it would be a good plan to establish in our schools a Roll of Honor. Infixing tho requirements for this roll, wo have put them high too high, noaie perhaps will say for a d finite purpose. We are trying to get a roll which will be made up of the best pupils in the school. To make it easy to get 00 the Honor Roll would soon take away all desire to get 00 it. We want it to be an honor indeed to be on this Rill. There will be nofavor tto.4 in this list. It is to be built nn but one thing merit. We do not expect ti put anybody's ehi d on tho Roll just t) plcare the parents, this Roll is to be a reward for the child for faithfulness, Tho Hull hi each grade will be published monthly in Till! New.'. Another point about this Roll: You aut your hoy, your girl, to be promoted it 1110 eu I ol the acrsiou. that goes nithiiul naylog, if you have gives tin 'natter me unnu.ut's thought and w are mre you have. This being true, help your girl tjget on the Houor Itol aod help the child get thero. If jour child ia on the llo.ior Kill every month you need not woiry about the promotiot' Nothing can keep him from being pro moted. We dj not mean to say that (lie pupil cannot be promoted without being on the Honor Rolleveiy month, but we Jo meau to say that your child's name on the Honor Roll every month makes promotion sure. This being the case, is it worth the effort? Do you waot your children to do well at school? There csu be but one soswer to that questioo, else you would not send them. .Now, the teacher is trying to help your child and your co-operation is essential. Two things at least contribute to the progress of pupils. 1. Punctuality is the most important. Each pupil, as he completes the wotk laid out, is advanced from one grade to the one next above, The work is planned for each month. It lakes a month's work. Therefore the pupil who is absent two or three days in a month cannot do a month's work. And if each month finds the pupil behind, the end of the school year will most certainly find him in the not promoted class. And yet there are parents who wonder why their chil dren are not promoted along with those of Mrs. Smith or Mrs. Jones, who have seen to it that their children went every day and got to school on time, unless siekDese or some other equally valid rea son prevented. I venturo a prediction right hero and now, that ninety per cent, of all those pupils who fail of promotion at the end of the yar will be those who aro rot punctual. And the oth er ten per cent, will be made up largely of those who ere nut prompt. And lamnls, don't think you have noth ing to to do with this mattor. A boy came in tardy one morning last week and when asked the cause, he Slid that his mother did not get up soon enough to let him get to school in time. That tar dy mark would keep him off the Honor Roll. Who is responsible? tlave the parents anything to do to help their chil dren succeed? Areyoutotake the re sponsibility? Id this connection, let me call atten tion to one or two of the Rules aod Reg ulations of our school. These Rules and Regulations are being printed in pam phlet form and a copy will be sent to every home that you may see just what are our duties aod what are your duties toward your children. "Any pupil who has been absent or tardy shall bring to the teacher a written exeuse sinned by the parent or guardian; aod the teacher and the Superintendent shall be the judge's as to whether the excuse is satisfactory." "The only excuses for absence i.r tardi ness which may be regarded as satisfactory are: Sickness of the pupil; sickness in the family requiriog the presence of the pupil at home; or other causes equally urgent reodcrieg the attendance of the pupil impossible. Visiting or excursions will oot be coDsidered." "Pupils who have been absent three days or tardy five limes in any one school month, shall be suspended unless suffi sient excuses have been rendered and ac cepted by the teacher and Superinten dent." "No pupil shall be allowed to leave school before the regular time except 00 the written request of the parents or guardian for a sufficient reason, or for some urgent reason of which the teacher aod the Superintendent shall be the judge." We want to call especial attention to this last regulation. An example will serve our purpose: A circus came to town Isst week. We have no fault to find with circuses, they are good things for old and young, and much can be learned, but our "kick"just now ia with those parents who without any Intention of doing so caused more discord and con fusion in the school by one or two notes thsn the children Ihouiuitee have oaused since the school began two weeks ago. Let us be plain about this. We much prefer that yon keep the child at home all day than to send him to school with a note asking that we let him off in the midst of the school work to get ready to go to a circus or some other public affair. You who have never taught cannot im agine the effect of one note like that in school. Not only does your child lose the class work, bnt every other child who knows anything about the note loses in terest in the work and at once wants an excuse also. Of course, in cases of sick ness and such like causes where tho ab sence of one child cannot have aoy effect on any other child, all well and good. We are reasonable and we want to do what is light and we want your help aod oo.opi ration. But please do not ask to have your boy or your girl excused five or leu minutes beforo the regular time unless it it absolutely neeestary. If you do, you will put us in the very painful position of having to refuse. Wo are trying to ruu this school, not for our own health and pleasure, though it is certainly a pleasure, but to make the best men and the best women possible out ol your boys and girls. We are trying to fulfill Horace Mann's ideal: "The object of the oorumon schiol Bystcm is to give every child a free, Blraight, so'id path way by which he can walk directly up from the ignorance of an infant to a knowledge of primary duties of man, and can acquire a power and an invinci ble will to discharge them." A second thing that will contribute to the progress of your boy and your gill is application to the work usMgncd. But this article is already too long aod I shall postpone 1 his point to another time. "The requirements fur the Roll of Honor shall bo no absences, no tardy marks, lilt) en di'p'irliiii ul, and an aver age of not Km than 11.) on all studies. The Roll of Honor for each month shall be furni-hed lo The News for publica tion." Wry respectfully, R. II.
