President Roosevelt's mess.ie, read in both houses of Congress last week on the assemblage of that body of law makers, is in Ins us-, ual vigorous style. and co ers anew most of the points already made familiar to the public by Mr. Roose velt's speeches and writings. In the message the army and navy are praised and corporation contributions for campaign pur poses are protested against. . Mr. Koosevelt thinks that the government should have right of appeal in criminal eases. Cam-' tends that in certain cases writs of injunction should be granted. I le calls attention of the country to the prevalence of lynching and sug gests a remedy. Advocates eight hour law and arbitration of labor disputes. Currency reform and American shipping receives his ap proval. Thinks Japanese were wrongly treated by being refused entrance to schools with white children. Insular atlms lunched upon and the cause oi intervention of this country explained. Reme dies suggested for many evils tii.u exist or are supposed to eist. The following are some ot the most striking paragraphs m the messags: "I believe it would he rt nig al together to prohibit the use of m luiictious. Itiscrimin.il lo permn sympathy lor criminals lo weaken our hands in upholding the law ; and if men seek to destroy I he or property by mob violence, there should be no impairment ot the pow er of the courts to deal with litem in the most summary and effective way possible. livery colored man should real ize lhat the worst eueim ol Ins race is the negio criminal, and above all the negro criminal who commits the dreadful crime of rape, and it should be felt as in the highest degree an offense .ig-nnst the whole country, and ag.mwt the colored race in pm'tiadar. lor a colored man to fail ! help the ofti cers of the law in 1.. lining down with all possible earnestness and .eal every such inlamoiis oitender As to an inheritance tax he i; "I am well aware that such a subicct as tins needs long and care ful study, in order that the people may become familiar with what is proposed to be done, may clearly see the necessity of proceeding with w isdom and self-restraint, and may make up their minds iust how far they are w illing to go in the mat ter, while only trained legislators can work out the project in necessary detail. But 1 feel that in the near future our national legislators should enact a law providing lor a graduated inheritance tax, by which a steadily increasing rate of duty should be put upon all moneys or other valuables coining by gift, bequest or devise to any individual or corporation.
