Dear Sir I respectfully call your at
tention to the act of General Assembly
which provides for the organization of
Boards of Health in each county in North
Carolina. It will! be seen that it is nec
essary first to organise a County Medical
Association in accordance with the Con
stitution of the State Medical Society, and
having fulfilled this requirement your As
sociation can be constituted a County
Board of Health,
These auxiliary organizations are abso
lutely necessary to carry out the work
outlined by Act of Assembly, and the
State poard relies with confidence upon
their aid in this the beginning of State
Medicine in North Carolina. r
Ltlanks will be furnished in due course,
with ah alphabetical list of diseases, by
months, to secure through the Secretary
of your County Board, of Health a tran
scriptof hia record of the deaths occurring
in your County. . ;
Special circulars, from time to time will
be sent out, asking for detailed statements
of such questions about epidemics, ende
mics, and the sanitary conation of your
County, as will enable the IJoard to make
their report to the Governor.
In additiou to tliis, the Board will be
pleased to receive reports upbnjiny mat-
ter regarding the public conditions of
health, the invasion of epidemics, the
source of .drinking water, and any
other matters which may seem to them
worthy of riote, and for which due ac
knowledgment will be made to the au
thors, . J
The work whichdevolves uyon the
State Board, because of insufficient means
a'nd limited powers granted by the Gen
eral Assembly, can be greatly lessened by
the aid which cap so easily be given, by
each physician in the State devoting the
few hours work necessary to procure the
information desired. With this aid State
Medicine will establish itself as a part Of
the' necessary machinery of our State
government, and command the respect
and gratitude of the public : without this
aid, failure is sure toucome upon us. Let
no physician think his information too
common-place ; the Board is not in search
of wonders and abnormalities, but only for
that information which will enable them
