the city physician, made application this
morning and received transportation from
this county to' his home in Richmond,
where he will go on the train to-morrow
morning. . "
More Excursionists.
A party of jexfeUrsionisU, about lilty in
number, from Timmonsville. S. 0., will
arrive on Tthis afternoon's train, j They
are to take a trip to Smithville tomor
row on the stmr. Undcrhill and start on
their return trip on the regular mail train
in the afternoon. We would" like to see
many of these excursions parties visiting
our seashore and we know Col. "Pope
would take pleasure in making suitable
arrangements for them .
Vagrancy.
The following article from the Colum
bus Enquirer, of Georgia, will apply to
other citieo as well, and we think Wil
mington might well be included in the
list of other cities. Our observation has
been that there are too many idlers, both
white and black that congregate in the
towns andjeities generally, and especially
along the sea coast, "looking or pretend
ing to look for work and Wilkins Micaw

Now the best way for these gentry:-to do
is to seize hold of the handle of a plow
and turn up the soil, and by that means
they m'ght have something to grow ur,
which would help in a measure to render
times a little easier. The Enquirer says :
There ought to be laws made more
stringent on vagrancy than those j which
now exist. , The number of worthless
idlers about Southern cities, especially
among the colored population, is fabulous.
They arc destructive leeches upon the
country's system.. There arc fully three
hundred persons about this city that have
"no visible means of support," yet they
live, and it is at the expense ot those who
labor. Our attention is called to this
matter daily by some who complain of it,
as wen as oy our seeing mese miuaauun
ing about. There are large families of
colored people here, and the earnings of
a parent, granting that parent always
works, cannot support them. Now -if
larger

producers instead of consumers, the coun
try would 'be much easier. If any one
will just observe this matter in our com
munity, they will sec that it Ms really a
very serious matter. It is necessarily a
heavy damage to any people, to have so
many non-producers. This evil also ex
ists among the whites to some extent, but
it is not so prevalent as with the colored.
Cane Fibre Works.
The work of rebuilding the f above
named works was commenced some three
months since under the direction of Mr.
D. S. Perkins, the enterprising agent of
the Natfoual Fibre Co. The buildings
have been put up in a very substantial
manner and the machinery for the suc
cessful prosecution of the enterprise is
being placed in position. We were shown
through the works this morning by Jttr.
Perkins and as but very few of our citi
zens have any concepfior. of the magni
tude of the enterprise, we will give a
hasty sketch of the buildings and modus
operandi of the preparation of the pulp
through the different departments.
The main building is 120 feet jby i.
In the third story of the building is the
cutting room where the cane is crushed
and cut at the same time; immediately be
low are placed what are termed the cook
ing tanks eight in number and wnicn
hold 33 tons each. Un the same , iioor
the pulping room, C5 by 45 feet, and will
contain 10 pulping engines; from this
room" the pulp is taken in conducts
to the bleaching room in the basement of

pumped to the drying room. This build
ing is 100 feet long and contains only one
machine that for drying the pulp, and is
75 feet long and weighs 25 tons. Here
the pulp is dried and conveyed to a pack
ing room where it is baled for shipment.
The works and machinery have been put
up at a heavy expense and the Company
are determined to make their enterprise
a decided success if capital, brains and
close application can avail anything.
The manager is in hopes of being able to
commence operations at an early day and
when once at work will employ a great
many hands. Mr. Perkins has cast his
lot with us, for weal or woe, and again we
say welcome. "

The contract for removing night soil
was given to Duncan Holmes, he being
required to file a bond for $300 for the
faithful performance of his. duty. ; -
A report of the Clerk and Treasurer in
regard to Detectives was read.
- On motion it was resolved , that the
Board of Audit and Finance be requested
not to andit any bill against the city until
first approved by the Mayor.
The Mavor having asked instruction in
regard to approving a bill of S. VanAm
ridge, J. P., for taking affidavits of Tax
Listers, was, on motion, instructed to ap

The Committee on Finance made a re
port and asked for authority to make, seve
ral alterations, as requested in the report,
which, on motion, wa3 received; and the
request granted.

Death of Mrs. Got. Bragg-.
We regret to learn of tho death of this
estimable lady, which occurred at her
residence in Raleigh' yesterday afternoon
at 3 o'clock. The Raleigh Observer, in
speaking of the occurrence, says: -j
We are pained to announce the death
of Mrs. Thomas. Bragg, widow, pf , the late
Governor Thomas Bragg, . which took
place at her residence in this city on yes
terday evening at half past 3 o'clock,
Mrs. Bragg had been in bad health for
several years, but there was no appre
hension of her immediate death. u,She
had an attack of sickness a few: weeks
since, but had so far recovered as to be
enabled to determine upon a trip to the
mountains of this. State,; which she ex
pected to have made a few days since.
Her death at this time was unexpected.
She leaves two sons and four daughters,'
and two brothers and two sisters to mourn
her lamented death. . Mrs. Bragg was in
the 57th year of her age, and' was a j na
tive of Petersburg, Ya., where one sister
and her two brothers now reside. For
many years she has been afflicted with
disease and suffering which she bore with
commendable patience and christian for
titude. Her life was marked by christian
character and a faithful discharge of the
duties required alike of a wife and mother.
The death of her husband ' a 'few years
since, and more recently that of a most
cherished and exemplary son, served to
crush her spirit, already weakened in her
declining years. The tomb will ' soon be
closed upon one who will be . rctoembered

Delegates to the Postal Convention.
At a meeting of the Produce Exchange
held this noon, the following named gen
tlemen were recommended to His Honor,
the Mayor for appointment as delegates to
attend the Postal. Convention, which
meets at Old. Point Comfort on the 25th

' " Arrested.
We learn that a man by the name of
Henry Hausman was arrested this after
noon about 4 o'clock, on Water street, by
one of the cty police, at the instigationof
rostmasier lirinK. nausman, it seems,
obtained a letter from the Postofiice by
giving the name of a person to whom he
knew a letter containing a raoncv order,
to the amount of ten dollars, was di
rected. The case will be tried this, afternoon at
5 o'clock, before U. S. Commissioner Yah
Amringe.

Quarantine Physician, explains itself :
Mr. Editor The following is correct
news from quarantine:
Barquentine Mary Frost, from St.
Thomas, arrived at quarantine July 10th,
having lost one seaman on tho passage
with (probably) congestive chill. Several
of the crew arc sick with intermittent
fever. The vessel will be detained for ob
servation and" treatment, until all danger
or suspense has passed away.

Last Sunday was a "field day1' in police
circles,Paddy's Hollow furnishing the scene
and actors. Whether their had been iu
vi tat ions issued for a gathering of the clans
did not transpire, but many of the demi
monde from different sections of the city
had assembled; there, and seemed to vie
with' each other in pure down deviltry
and cussedncss1. , John Barley corn was
on the rampage, and the incentive thereby
furnished,' to the partakers, already steep
ed in wickedness and crime, was sufficient
to render demands for the "preservers of
the peace" frequent, and thicr services to
be often called in to requisition. So great
and promissing to be of so frequent an oc
currence were the violations of the city or
dinance, that the police force in that lo
cality was strengtheied and the officers
gave more than usual attention by fre
quent visits to that vicinity. Scc'ng as
the denizens of that section of the city did,
that the officers meant "business? by their
presence, anil the prompt arrest of three
of their number, they subsided most ef
fectually, and peace "reigned supreme" for
the greater part of what should have been
to all a day of rest. 1
y. Singular but True.
A few days ago a gentleman who lives
near this city wa3 walking through his
farm and when quite a distance from his
dwelling, heard the chirp of a chicken!.
Thinking that some hen had "stolen her
nest' he followed up4he chirp, and found
a; young chicken loiiowing a partridge.
Ho carried the chicken to his house, and
there related the circumstance to the
lady members 9 of his family. The
ladies, prompted by curiosity,
repaired to- the place where the
chicken was found and during their search
they discovered a partridge nest with six
teen partridge eggs and the shell of a hen's
fg, which accounted for the waif. The
partridge eggs were i carried home apd.
placed under a sitting hen and much to
the surprise of the household, there were
soon sixteen little partridges running
around the yard. A few days subsequent
ly 4he ona liltle chicken could not be
found anywhere about the premises, but
was afterwards discovered with the part
ridge in the woods some two miles from
the dwelling. Query, which is the moth
er of the chicken, the partridge or the hen?
