LATEST NEWS, V Tli Investment of Plevna. J&Wn. Oct. 26 The defeat of the TurkfT and the establishment of a strong BoMianforcowestof Plevna, looks' like thVWdnmng of a serious attempt to shut Ghazl Osman iolhis'line aud submit PlernTtoa regular siege. Gen. Gonrkps moTeroexft seems to have been parr of a concerted plan. A portion of the infantry of the Imperial Guard crossed the A id between Nikopolis and Plevna, -passing around OBman'f left. Gen. Gounco s CATallX crossed the Upper -Yid. west of U ipW Orchaine road, got in conmunication with the force coming from 1 thhriQrth.WL made a combined attache on. the Turks who were commanded by Hifzi Pasha iha same who took the first convoy Into Plevna. Simultaneously1111 this at tacV a heavy cannonade was opened along tno" entire' line on the east of Plevna, and deacsitrations were made to give the im pressto of an intended assault to pre vent QbJLri Osman sending succor to Uifzi Pisha,?who is reported to have been cap tured with a largo part of his' command. The impression prevails that since the recent vrains the Russians, convinced of thft impossibility of wintering in Bulgaria, wnffiafce a desparate effort to eftect the "reduction of Plevna and defeat Suleiman PashVs army before retiement into , Lou minKecemes necssary. 'Russia would thus stand in the better position should diplomacy intervene during the cessation ofoperations. ; , . , ' "ffeuter's Constantinople telegram says tnaU prWato despatch has been received anaonnciog that Ismail Pasha has el ected ft junction with Mukhtar Pasha. ' The investment by infantry thus ex tends from the Roumanian positrons northeast of Plevna to the Sofia roan on the west. On tho west the .circlets com pleted, by Gen. The correspondent thinks there is every reason to believe thatPlevna is notvictua Ued sufficiently to stand siege until spring. and ihat the appearances arc that Osman Pas)'will attempt, probably unsucccss ffllyf to fight his way out, Speaker Randall.
