Wc have now before n a petitio from a large number of the aubstantial citizens of Black River and the lower part of Sam, son county, from Still Bluff to Lisbon, praying for the. establishment of a Bemi weekly portal route, via steamer to Still Bluff and Point Caswell, and thence over land to Beatty's Bridge, Black River Chapel, Harrell'a Store, Hemngsville nd Lisbon. The petition is accompanied by a carefully drawn map of the proposed new route , the present route from Rocky , roint, and the country through which tbev both pass, .which i the wort: oi Henry A. Colvin, Esq. We hope and believe that the prayer ol the petitioners will be granted, as the ne cessity is au urgent one. As it is now, tne route. from Rocky Point, which must pass Long Creek and Moor' Creek to get to Point Caswell, is beset with difficulties. Both of the above streams am easily af fected by heavy rains and are sometimes utterly impassable, and as a consequence th4 people at the offices above Moore's Creek are sometimes without their mail matter for two and three weeks at a time. The proposed new route is always passa ble, there being always, even in the dry est seasons, water enough for the steamboat" to iuu to roint Caswell, and above that point, on the land route, there are no water courses sufficiently ! large to obstiuct travel, even in very wet seasons. The Black River section seems to be peculiarly destitute of mail facilities. In one neighborhood, that lying south of the Bladen county lint and between tho Cape Fear and Black Rivers, a section of coun try 7 mile3 wide and 13 miles long, thero ii no postofficc, although the lands thero am rich and the ueonle prosperous. Jf the department would open this proposed new route and. would establ:h p'ostofhce.i at Still Bluff and Beatty's Bridge, 'they would meet the requirements of the cisc very nicely. In granting thU etitio i :md in opeii- rng the new route there would be no in terference with the postal rights or facili ties of the good people of Lilliugton or Moore's Creek. Tho former 'could be aup plied, s now, from Rpcky Point, and the latter from roint Caswell on the new route. K Wiight, the Board of Aldermen passed an ordinance, in May last, with a view of collecting such information. The ceriificates required by said ordinance were priuted and distribut ed by Dr. Wright among the city physi cians. Still, , seven put of every ten who come for a 'permit" have to be seut back for the required certificate, when, if the bereaved parties could only be informed that a certificate must accompany the ap plication for the piiruif, the trouble to them, which is often very annoying, would cease. , K - j I call attention to this subject now, with the hope that the ntic. governing this mat ter may become more fully understood, and to save annoyance of all parties when a permit has to be issued.
