The Daily Review. J03W. T. JAMES, Ed. and Prop WILMINGTON, y. C. r RID AT, ACGCST 23. 1878. FOR CONGRESS : AimSB EX. WADPX3XjIi OF HEW HANOVER. VIEWS AND REVIEWS. Between 18C9 and 1875 the population of Vienna increased from about 800,000 to 1.000,000. Since CanniosV time there has been no Englijh Foreign Secretary not a member of a noble family. The Chinese bate a saying that an un lucky word dropped from the tongue can not brought back again by a coach and six horses. Aa emTTent German traveller in Af rica speaks in the highest terms of petro leum as a protection for men and animals against mosquitoes. British Columbia contains about five thousand Chinese, most of them engaged in gold mining. It is said that they bare crowded the white laborers out of employment. Among the orders just Usued to the Boston police, to regulate their duties in places of public amusement, is the following.- Tolice officers are not to inter fere, aten on the request of managers or their agents, with iersons who in a rea sonable and decorous msnnrr express their ditscut by hissiug or otherwise a1 what is presented ou the stage." M. Bcrtillon of the Amh.opological So ciety of Pari Cud that in .Frauce there are 105 males born alive to every 100 fe males; while in tillborn children there au 137 males to 100 females. This applies ouly to legitimate children. Statistics shows that first-ln rn children are more frequently masculine than feminine. AtTcignmoutb, an English seaside re sort, one of the ladies' Lathing machines lecently gut deUcbtd from the rope which held it, and floated out to sea with its three occupants. The ladies fortunately succeeded in leaving it just before it top pled ever. One of them could swim, and thus taved herself. The other two were rescued by a'fishing boat. Lieut. Zubowitcb, who two or three years ago rode from Pcsth to Paris in a fortnight, is r.iD5 t0 England with the marc which he rode on that occasion, and is going to attempt to cross from Do ver to Calais upon her bak. He has invented an apparatus which will he fas tened to the mare's chest, and by mean a of which he expects to be able to keep her J afloat. According to Lieut. Conder, in his re cently published "Tent Work in Pales tine," the world is in danger of losing one of its wonders. The six remaining col umns of the Temple of the Sun at Baal bee are nodding to their fall. The Turks have already tapped them in seeking for the metal cores run into the joints; every frost adds something to the progress af destruction, and any winter may bring the destruction of three out of tho six. These cloumns, seventy-five feet high, are among the noblest architectural works' in the world, and the method of their erec tion is still unexplained. Messrs. Eberstein of Dresden, Saxony, hare Invented a walking stick for naturalists and tourists. The handle contains compass, microscope, and whistle. Beneath is a thermometer off i.' one side and sand glass on the other, also a measure. Near the end is a knife blade which, when opened, will serve to clip on plants which are beyond reach by hand. At the extrtmo end is a screw designed to hold a (spade (fur botanists) a hammer (for geologists), or a hatchet (for glacier climbers). A hollow in the stick is for a bottle containing ether for killing curi ous insects. Saratoga life has been studied this sea son by tbe Rev. Dr. Cuyler. lie that to spend a whole vacation is Saratoga is not wise for a clergyman, but a week or ten days there is about the enjoyable limit. "Many come for sheer dissipation." he writes. "A procession of carriages is moving now up yonder on Congress street to the racecourse. Of what goes'on behlad the high board lence which euclosea that track I have never sought any personal knowledge. But it is credibly affirmed that a great many fools oome out of that enclosure with lighter purses, swearing hard at thfcir losses. The most coaspicu out leader of gambling, betting, &c, has gooa to lus grave during the last twelve months. Ills showy gambling house) still facta the whole community, opposite the beautiful park. Its open door's lead, to borrow Brighazn Young'a terse vcrnaca lor, 'straight to hell's cross lots.1 Its exis tence there is a disgrace to Saratoga. And while it still stands, confronting all eyes, and 'rigged with curses,' the Young Men a Christian Association of the town has been allowed to die, from that' pre vailing epidemic of debt!" TIIR FOURTH DISTRICT. Hon. Josenh J. Davis, at present Rep resentative from the Fourth District in Confess, was yesterday renominated on the tenth ballot at the. Convention held in Raleigh. We are "ratified at the selection as from tho view we have taken of affairs in that district we believe, that Jo Davis is the very best man who could have been selected to stand up and fight a square fight with the disorganize in our own ranks who are now seeking to throttle the party. Besides, Mr. Davis has made a splendid Representative, and it is a bad time now to talk of throwing over tried, capable and experienced legislators for those who are new hands at the business. We sincerelv hope that Mr. Davis may achieve a signal and complete triumph over the disorganizes in the party. VOLUNTEER i NURSES. We bear it stated that a number of the devoted order of Sisters of Charity, who are always prompt in response to calls for assistance,1 have left New York for Memphis for attendance on the afflicted fever patients in that unfortunate city. Noble and heroic as Ijhis action may be, however, it seems to us that it is unwise. Not being acclimated, many of them will bo sure to sicken and die of the fever and to need help from those they are most desirous of saving. Acclimated nurse3 is what is wanted in such emergencies, and not those who, however fervent in spirit and earnest and devoted in their minis trations, aro yet just as liable to attack as are all other strangers to1 the climate and soil. It seems simply to bo adding fresh fuel to thej flames. THE CONGRESSIONAL. CAM lAIGpT. As, has already been announced by us, tho Congressional campaign , in this dis trict will opeu here op Tuesday evening next, ou which occasion Hon. A. M. Wad- del!, our candidate, will address his fel low-citizens at the iutersectiou of Front and Market streets. Col. Waddell will lake the field early in September, and will flil appointments in various sections of the dutriit as fast as they are made. Notwithstanding tho talk to the con trary, we do not believe that there will bo any organized opposition to CoL Wad- dell's election. The Republicans, as a party, are too weak, and the only chance for them is an alliance with tho Green backers, which we do not think can be effected. The pretext is too thin for the object not to bo apparent at the first glance. Col. Waddell , has too many friends among those Democrats who have been induced to enter into the new party. and his views on finances are too well known to allow of dissatisfaction with them. Still, to be forewarned is to be i forearmed, and we must not forget the wily foe with whom wo hate so often dealt, and 'whom we have so often con quered, aud who is ever alert and watch ful, ready to take advantage of any op portunity which may offer. THE BANKRUPT LAW. As tb.9 repeal of the bankrupt ao- takea effect on the first of next month, now little more than a week distant, those who have not yet taken tho benefit of this act and who may pro pose to do eo, should bo in a hurry abont it. The following facts hearing upon bankruptcy will be of interest: "A bankrupt is ' not required to pay any proportion of his 'debts con tracted before January 1, 1869, nor any of those in which he is liable as security for othersi The law requires that bis assets shall be equal to thirty per centum of the claims which his creditors shall go to the cost and trouble of proving in legal form against his estate, and upon which he shall be liable as principal debtor, and which were contracted since the 1st day of January,1 1869. ; Bankrupts without assets can, however, be dis charged by obtaining the assent of one-fourth in: number and one-third in value of their creditors who have thus proved their debta. Iq such cases it is very rare that any debts are proved; in which event the bankrupt . i - ii. i . . . can oDiain ms aiBcnarge at any time after sixty days from the! filing of the case. The records of the bankrupt court show that there is not one bank rupt in a hundred who is! not entitled to his discharge. The bankrupt is entitled to a homestead exemption of $2,000 as against debts contracted since the 6th day of July, 1869, al though they may havo been prosecu ted to a judgment, as well as the con gressional exemption of $000 and the articles exempt under the poor-debtor's law." ! i ... ' i ! We learn on the authority of the Lon don Medical Exam incr9 that it is pro posed to form a "School , of .Beauty" in England, in which the members, male and female, pledge themselves to do all they can to make themselves comely by nat ural means. Prizes will j be given to those ladies who can move with case and grace, and so afford evidence of the free use of their limbs, while it will be a leading rule of the school that, though stays may be used as a means of support, they shall not be deemed essential as an accessory to beauty. In . other words, a natural waist and a well-curved back, with a perfectly posed head,: will be at a premium. , , . In 1820 the Duke of Wellington was sent to St. Petersburg by Canning on a special mission, relative to Turkey and Greece, and out of these negotiations came a protocol containing the agreement for mediation between the Greeks and Turks. This protocol was surreptitiously commu nicated to the Times, just as was that the other day to the Globe. It certainly doesn't speak well for the way they man age matters in the Foreign Office. Some civil service reform is needed there, ap parently. A new warlike appliance is about to be introduced into the British "service, and will probably be known as the "hand tor pedo." Like the grenades of half a cen tury agoi they are intended to be thrown by hand into the enemy's boats, or over parapets and stockades, but instead of being a shell exploded by a fuse, as the grenades were, they will consist entirely of gun cotton, pulled or compressed Into a cake or ball of three or four pounds weight A long cord is attached to each charge, the other end of which', is connected with a pistol held by the operator. The torpe do is pitched into (the required j position, when a touch on the trigger detonates the gun cotton, and an explosion follows such as experiment has shown to be sufficient to shatter in atoms a five-ton Mock of granite. One such charge, skilfully applied would annihilate a boat's crew, and, in the j hands of daring men, might work great destruction by being thrown into large ships. ; A Healthy Body and a Clear Head. If Indigestion, constipation and bilious ness torment the body, the head cannot be clear. These disorders react upon the brain most hurtfully.and produce a cloudiness in the organ of thought not experienced by a healthy man. Happily these brain-oppressing maladies may be entirely dispelled by that peerless alterative, Hostetler's Stomach mtters. which cheers, refreshes and in vigorates the brain and nerves, while it regulates the organs of digestion, assimila tion and bilious secretion. It expels the morbid humors which poison the system through the bowels and urinary passages, and exerts a powerfully invigorating in fluence as well. Its cathartic action is never irritating, violent or painful, but even. natural and progressive. As an appetizer and sleep promoter the Bitters is unrivalled; It mitigates the infirmities of age, relieves tho ailments peculiar to the gentler sex, ar- rpt nrpmatnrA ilecnv. and thus builds UD an enfeebled physique. , First National Bank. rpHE DAWSON" BANK IS NOW CON SOLIDATED with this Bank.
