This is the title of a very handsome 2S column weekly, published at Tittsboro, Chatham county, by Mr. II. A. London, Jr., Editor and Proprietor. The Moccasin. A lamprey ecl and a water moccasin hid a CgU in the river near Wilmington the other da-. The result is not given by the JUciac, which supposes, however, that the moccasin had injected his deadily poison into the eel, &c. We thoupht water snakes were not venomous. How U t hat ? Petersburg Index-Appeal. The moccasin (more properly mocca- soij) is one of the most deadily snakes ted be found iu the Southern swamps ana rivers. It is nearly allied to the rattle Miake. At the Greenback caucus held on Wed- ncsday evening in the Court House wo understand that Capt. F. M. Wooten was elected President vice jT. M. Gardner, Esq. There is much significance in this fact, if read aright, audj cur reading is that the Democrats among the Green backers hereabouts willj themselves con trol the destinies cf that party here after, which is'nt a very bad s:gn, after all. Wc hope that they will see that it is their true iutercst to sustain Col. Wad dell as they will not find among them selves ono who is a tetter exponent of the most material parts of their own phtform than is that gentleman. Third Class Matter. As mentioned by uu few days since, on and after October 1st the registry system will be extended to mailable mat ter of tho third class. Mailable matter of the third class em braces all pamphlets, occasional publica tions, transient newspapers, magazines, handbills, posters, unsealed circulars, prospectuses, books, book manuscripts, proof-sheets, corrected proof-sheets, maps, prints, engravings, blankets, flexible pat terns, . articles of merchandise, sample cards, phonographic paper, letter envel opes, postal envelopes and wrappers, card3, plain and ornamental paper, pho tographic ' representations of different types, seeds, cuttings, bulbs, roots, scions, and all other matter which may be de clared mailable by law, and all other ar ticles not above tho weight prescribed by law, which are not from their own form or nature liable to destroy, deface, or otherwise injure the contents of the mail bag or the person ot any one engaged in thepostal service. Weight of packages not to exceed four pounds. Dy act of July 12, 1S7G, third-class matter is divided as follows One cent for two ounces. Almanacs, books, (printed), calendars, catalogues, correctod-proofs, bill-heads, magazines, when not sent to regular subscribers, maps lithographed or engraved music (print ed sheet), newspapers, when not sent to regular subscribeis, occasional publications pampluets, posters, prospectuses, and regu lar publications, designed primarily for adverting purposes, or for free circula tion, or for circulation at nominal rates. One cent for each ounce. Blank books, blank cards, book manuscripts passing between authors and publish ers, card boards, and other flexible ma terial, chromo lithograph circulars, engravings, envelopes, flexible patterns, Kefiotypes, letter envelopes, letter paper, lithographs, merchandise, .models, ornamented paper, postal cards, when sent in bulk and not addressed, photo graphic views, photographic paper, printed blanks, printed cards, sample cards, samples of ores, metals and min erals, and merchandise, j seeds, cuttings, bulbs, roots, and scions, stereoscopic" views. The registry fes i ten cents on each package. The postage remains the some. Until now only first-class matter could be registered. Many packages of third class matter are lost ia transmission. The payment of this feo insures safety. The packages must still ba left so- that thej can be readily examined. The new plan will prove a great benefit to merchants and others. j The most excellent attributes to the success of a first-class hotel are courteous, treatment a well-appointed cuisine, and well-furnished rooms. You can find all these at the Colonnade Ilote in Philadelphia. FRIDAY, SEPT. 20, Col. Wadaell's Address (Last N ight. A largo audience assembled at the Opeia House last n ght to hear what Hon. A. M. Waddell might havj to say relative to the Commercial and Maritime interests of the country at large and Wilmington in par ticular. The address was delivered in re sponse to a cordial invitation extended to him by the Chamber of Commerce, Pro duce fexchacge and Board cf Trade of this city. A. II. Wad dell to the audience. j 1 The address was an able, though not an exhaustive, review cf the commercial and maritime interests of the country and taken simply as a literary effort it was excellent,-but taken as an historical and sta tistical exposition of the conditignjast and present, of our Commerce and marine, it is invaluable.; The, accomplished and graceful oratory; of Col. Waddell gave force and interest to the address. The discussion was mainly devoted to our foreign commerce, and the condition of our merchant marine, . with only a brief notice of commercial relations as ex isting between the several States. He very justly deprecated the policy of de pending so largely upon a foreign mer chant marine to do oiir immense carrying business, by which our shipbuilding in terest had become stagnated and large amouuts of money which should goto add to the support and prosperity of our own people had been diverted into foreign channels, lie attributed the decadence of the interests of American shipbuilders to thn substitution of j iron steamers for sailing vessels. He also devoted a con siderable portion of h s time to the pro posed steamship lincsi to Brazil, concern ing which he gave some very interesting facts and figures, and which he declared was an attempt to give government aid to build up the commerce of tho country to open new avenues for it to get back again our proportion of the carrying trade of the world, and to erect again our prostrate industries, and added that he had reason to believe that the establish ment of these lines would largely add to the prosperity ot this city and State. Col. Waddell concluded by assuring i I the audience -especially the business por tion of it that ho wouid at all times gladly receive' any suggestions which might conduce to tho prosperity of the city in matters pertaining to the commer cial welfare of the country, upon which it might be his duty to vote. We understand that the address will be printed in pamphlet form, and wc hope every ono will secure a copy and give it a thorough and carelul perusal. Col. Waddell has evidently bestowed much study and research upon the subject he so ably discussed last night, and, for those who were prevented from hearing him, a perusal of the address will ,1c- both in teresting and beneficial. John Adams, charged with forcible trespass, was urgently requested to leave the city to-day by 12 o'clock which, under circumstances, he agreed to do. ! Hanson Hayc3, colored, drunk, disor derly and resisting the police, was fined $20 and costs or in default of payment thereof, ordered confined for CO days in the city prison. Charles Harper, colored, found sleeping on the street in a dry goods box, was or dered discharged. What Came or It. He ban excellent gentleman and so clever that everybody likes him. He was passing this office when we (the Editor) mistaking him for some else, ran out and collared him . and gave him one straight out from the shoulder. He raised his hand, first on the defensive and afterwards on the offensive, and struck a powerful blow and woke his little boy who was sleeping with him and on whose head the blow felL IIedrared it all, we are happy to say, and be told us about it this morning.
