That all incomes of the city from taxes and all other sources in excess of 48.000 per annum, shall be conrerted into a sinking fund for the payment of the oonded debt of the city as it becomes due. the bond to be a lien upon all moneys re c eived by the city orer and above $48, 000, reserved for payment of annual cur rent expenses of the city. 2d. Bonds to bear five per cent, interest, payable semi-annually, and exempt from State, county and city taxes; if not exempt rom taxation by an act of tne legislature, bonds to bear six per cent, interest, subject to the payment of the city's annual taxa. tion, and so to b expressed on the face of the bonds. A prolonged dobate then ensued on the reports, participated in by Messrs. Henry Xutt, C. M. Stedman, J. W. Galloway, M. Cronly, DuDrutz Cutlar, Don. McRae and E. G. Uarnitz. Mr. Xult moved that the recommenda tion in the report, that the bonds "be ex empt from taxation," be striikenout.which was carried. The question was then put on the pas sage of the msjority report, and it was adopted. Messrs. M. Cronly, D. McRae and J. H. Chadbourn were appointed as the commit tee provided for In the third resolution of the msjority report, as published above. The meeting then adjourned. Communion Wine. The grape crop of A. Tho Charlotte Observer of yest3rday's date contains the following particulars relative to thodistardly attack male on Mr. W. G. Fowler, Jr., at MoresvilIe, Iredell county, relcrf Lto io v.-hieh was made by us yesterday : Tuesday evening about 7 o'clock" Mr. W. G. Fowler, a merchant of Moores ville, Iredell county, oa the Charlotte and Statesvi le Railroad, shut, up hU store, having tiken out .of the cash drcwer and put in bis poskct the money accruing from the sales of the dav. and startadfor his residence about two hunured yards distant. It is reported by a col ored by of thfr village, who it appears was somewhere about the store- at the time, that after Mr. Fowler had left he was called back by a negro man who said that he wanted to buy some goods. Mr. Fowler returned and he and the cgro entered the stora together. -After they had been in there for a certain length ot time the two came out and Mr. Fowler, locking the store for the second time again started howeward, the customer going after him in the same direction . Fifteen minutes after the occurrence a colored man passing along the street be tween the store and the residence of Mr. Fowler, found this gentleman lying upon the sidewalk in an insensible condition. The alarm was given and he was carried to the house. It was discovered 'that a gash had been cut on the side and back of bis head (with a billet; of wood which was subsequently found) and tha h pockets had been rifled of all their con tents, coasisting of $20 or $25 ia money, tha amount not certainly known. Mr. Fowler remained in a speeohless and un conscious state all night, and so continued up to the time the Charlotte bound train passed Moooresville yesterday afternoon. The physicians, Drs. McCorkle, Steven son and McLelland. have not been ab e to determine the exact extent of the inju ry inflicted, but it is feared that a frac ture of the skull has been sustained, eucK as will ultimately result fatally. Mr. Fowlar has been a c;th-n of Mooresrille only since last spring, having mored thither from Wilminghton. Dur ing his short residence at his new borne he kaa won the confidence and esteem of the people with whom he has come in contact, and there is not only much sympathy felt for him ana his famlity, in this misfortune, but great indignation to wards the unknown highwayman.. A negro man named Joe Gillespie, who had been seen around the store just prerious to the occurrence, has been ar rested and held for trial, though there is really no clue to the identity of 'the assassin, since the man who followed Mr. Fowler homeward was unknown to the boy who narrates tha circumstance about that gentleman haring been called back te his store after he had one cloeed up. Mr. Roddick had a string of Chinese lanterns suspended x last evening across Front street from the top of Brown & Roddick's Xma store to Beatwright McKoy'st just opposite.
