The portion of Secretary of made vacant by the death of the lamen ted Maj. Engelhard, has been tendered to Hon. John Manning of Chatham county, who has not as yet signified his acceptance of the samo. Mr. Manning is one cf the most honored citizens of the State and if he should accept the position will fid ii faithfully and acceptably. County Commlisioners. The following additional items of the proceedings of the Board of County Com missioners, at their meeting yesterday af ternoon are from, the tranaetiona of the Boaid after our report was necessarily closed: Wra. Jones was appointed orerseer of the public road in Cape Fear township, beginning at Derget Branch and ruoaing to Stergeon Creek, vice J. E St. George, resigned. Ueury Schriver was appointed to fill the vacaacy occasioned by the death of Edward Schriver, late Constable of Cape Fear township. The following was adapted: Jt8Avd, That it is the opinion of this Board that the Criminal Court of this county is a necessity and ought not to be abolished. Criminal Conrt. '1 his tribunal has been engaged during tha whole day in the trial of the State against Sarah Allen and Virginia A. White, colored, for the alleged murder of a little colored girl named Julia Ann Williams, in this city on the eighth day of this mouth. The court convened at 10 o'clock this morning, aud the jury were not impanelled until half past twelve, the whole of the special venire of ninety men, ordered by the Court, being exhausted, with the exception of two or three, before the jury was completed Captain W. S. Nerment and Mesaxx F. H, Darby andThos, W. Strange have been appoiutei by the Court to conduct the defense. From present indications the trial wilt not be concluded before to-morrow night. The jury is composed of seven white and five colored man. The most of the witnesses in the case, both for and against the prisoners, we believe, are colored persons. More Incendiarism. Between the hours of 12 and 1 o'clock this morning, the residence of Mr John Northrop, on Third, between Nun and Church streets, was discovered by a member oi the family to be on fire. The alarm was immediately given, and by the united efforts of the neighbors, who were promptly on hard, the flames were par tially subdued. The Cape Fear Engine Company came quickly to the scene, and the fire was scon completely extin guished . Subsequent examination showed that a would-be incendiary had crept under the rear piazxa and built the fire directly beneath the weather-boarding of the kitchen which adjoins the main dwelling' But k for the timely discovery, the build, ing would have undoubtedly been con. sumed, as the flames then were extending upwards between the ce Ping, The damage however, is very slight and is fully covered by insurance. The fact that it is only about two months since Mr. Northrop was burnt out may furnish a clue to the perpetrators of the deed. The idea, as we understand it, is to have a central office, connected with the offices of those who shall avail themselves of its bene fits, to be so arranged that when a call is made from any given poUt to any other this, ntrai ofBee is notified and the lines connected so that the desired com munication may be made. The intelligent and appreciative audi ence which assembled at t ho Opera House last rrlght to listen to the" brilliant effu tions, the fine elocution, and the splendid oratorical effort of Got. Duncan K. Mc Bae, in his humorous and at the same time sublime lecture upon the subject cf Uughter, enjoyed a rare intellectual treat, one that ii is not often the privilege of a Wilmington audience to enjoy. We are free to con fees that we have not tsfae ability to write a criticism or even to notice in the way that it deserves this really magnificent effort of the gifted gentleman's discourse last night. We wish that it were in our power to portray to our readers a little of the pleasure ex perienced aud manifested by the eloquent lecturer's delighted audience. To have on joyed and appreciated it one must have heard it and heard it as only Col. McRae can deliver it. His eloquence at times surpassed anything that we have ever read of or beard and he could descend from tha sublime to the ridiculous, from pathos to bathos, as the gifted speaker termed it, with a grace and case that ex celled any speaker that it has ever been our fortune to bear. The beautiful description of a sunset scene from one of the tall peaks of moun. tains that rise heavenward and adorn oar own Western Caro lina, the gathering of a thunder storm, the beautifully reflect ed rays of the setting sun mingling with the mist of the ccming rain, thiowisg out a resplendent rainbow that com. pletely aiched the heavens, was gorgeous and grand, and the finest word paint- tug, vie verily believe, that was ever lis tened to. Then the sudden transition from the grand and beautiful, while the entire audience were listening in eager and almost breathless earnestness to catch every word and syl lable as It dropped from the eloquent speak er's lips down to the practical thoughts and expressions such as, ' but it was get ting too wet for comfort," as the rain storm burst over and enveloped the gor geous scene just pictured, provoked an out burst of mirth from those who a moment before were most grave and serious in listening to the speaker's burning words of eloquence, that it was impossible to suppress. We endeavored yesterday afternoon to obtain a full report, by telegraph, of the funeral obseqtf es of the late Maj. Eagle hard hut could not get them through in time for our paper. The funeral took place at half-past 12o'clock, from the Yar borough House, and the pall bearers were Messrs. V. V. Richardson, A.M. Erwin, P. F. Faiaon. J C. Winder, K. B. Andrews, R. H. Battle, Jr., P. M. Hale, Pulaski Cowper, Thomas C. Mcllhenny, J. G. B. Grimes and S. A. Ashe. Both tho Senate and House of Repre sentatives adjourned at 12 o'clock, and united with the procession as it passed the Capitol, impressive services were held at Christ Episcopal Church, by Rev. Dr. M. M. Marshall, after which the re mains were borne to Oakwocd Cemetery, The members of the Supreme Court State officers, and Raleigh Typographical Union attended in a body, aud Senate Tance, who arrived in the city at a late hourt went to the Cemetery. There was no arrangement for display, but the fu neral pageant was creditable both to the living and the deceased. TUe turnout was large, though snow, and rain fell dur ing the progress of the ceremonies. The International Review. The man who was found dead on the read between this city and tho North East river proves to have been an inmate of the poor house, a man by the name of Isaac J. Pickett. Mr. Pickett was at one time a clerk at tha freight office of the W. C & A. R. R. and afterwards at that of the W. & W. B. R. and wns one of the old mem bers of the Wilmington Light Infantry and during the war a Lieutenant in Co. F., Third North Carolina Infantry. He ha of late years lost his mind and having been unable to gain- admission to the State Asylum, and having also been con sidered as perfectly harmless, has been cared for at the County Poor House. He strayed from that refuge on Sunday last. His body was found in a ditch alongside of the W. & W. R. R. track, between the seventh and eighth mile posts, ami there were evidencees at hand to the efTtc that he had made some attempts to regain the bank. It is supposed that the f co fellow had wandered up the track and fell in the ditch and being too weak to escape from it died there. Special Coro ner A. H. Leslie held an inquest over the body and the jury rendered a. verdict to the effect that deceased came to his death from natural causes. We regret to state that there is no chango for the better in the condition of Dr. W. E. Fretman to day.
