In the Senate on Tuesday the bill to authorize the levying of a special tax to enable Wilmington township, New Han over county, to pay its debt was passed. Also the bill to incorporate the North Carolina Coast Oanal Company, and the House bill to incorporate the Wilming ton, Wrightsvilie & Onslow Kailroad Company, after amendment so as not te affect the nnmber of convicts allowed for the Western North Carolina Railroad. In the House the bill prohibiting the running of railroad trains on Sunday was amended so s s to provide that trains which started on through trips on Satur day may run on Sunday until 9 A. M., to reach their shops, and then passed its several readings. The bill to allow the Mayer and Board of Aldsrmen of Wil mington to issue $200,000 six per sent, boads to take up the floating debt, was also passed. A resolution unseating A. C. Meares, Democrat, and seating J. H. Brooks, Re publican, as member from Brunswick ccunty, reported by the Judiciary Com mittee, was adopted. The Beard of Health Bill. From a private letter we learn that the Board of Health bill has passed the Sen ate with a good prospect of passing the House also. This bill provides for a board composed of nine members, six elected by the State Medical Soeiety and three to be appointed by the Governor. It also provides for a Board of Health in every county in the State, with a Super intendent of Health in each county , whese pay is to be equal to the amount paid for medical services to jail, poor house, and work house, and mediae-legal examina tions for Coroner's inquest in 1878. In land quarantine is to be under the control ef the Board of Health. Abatement of nuisances on premises is to be performed by the Superintendent, and he is empow ered te apply the remedy at the expense of the parties in possession of the premises; but in cases where the Joccupant swears belere a magistrate that he is unable to pay, it is done at at the public expense, the amount not to exceed $1. Vaccination and vaccine supply is v.n der the control of the Secretary of the State Board of Health. Bulletins of the outbreak of a disease dangerous te the public health are te be issued whenever necessary, and the remedy for its arrest clearly set forth. Chemical investigation: for medicolegal examinations are to be performed by .the chemist of the Agricul tural station. The items of the bill now pending are slightly modified from the original bill. but in what respect we are not able to say. We hope to present the fall text of the bill when itgbecomes a law. REVIEW. Murder of aXerth Carolinian- From a private letter received from Hazlehurst, Ga , we learn that Mr. C. C. Bri, formerly of Robesoa county, in this Stale, h& rnofe recently a residsnt of Georgia, was found dead near his houso, last Sunday morning (the 9th inst.,) with a bullet hole in his right breast. At t he time of his death Mr. Britt was in the employ of Messs. Stansel, Grady & Co , turpentine distillers, who are in business near Hazlehurst. As yet there is no information as towhat cause led to the murder or who was the assassin. The Star of the Eveniug. L ,vers of astronomy Lave noticed that for some time past Venus Las been pre eminently the evening star, for no other planet disputes her sway, nor will till near the end of the month, when Mercury eomes in for his share of admiration. Ve nus is becoming more brilliant ' and 'con spicuous every night as she approaches the earth and remains longer above the hori zon . Every observer will admire the su perb beauty of this radiant star, as sudden ly appearing from the depth of space soon after sunset she puts on her starry crown and reigns supreme, the brightest and fair est of the stars. She holds her court with out a rival until the 24' h, when the most interesting planetary exhibition of the month takes place. Venus, Mercury, and the new moon of the 22d, are then in con junction , and the celestial trio will form a charming group in the twilight glow of the evening sky. Venus sets now at half-past 7 ; and at the end ot the month at a quar ter before 9. The New Market House. There was another meeting of the special committee of the Board of Alder men, on the question of a new market house, held in the City Court Room last night. Quite a large number of citizens were present, and the discHSsion of the subject was very animated Some little diversion and excitement was given by a proposition from Alderman Fester to establish a new market within GOO yards of the City Hall and to pay the city $1, 500 per annum for the same privilege as is claimed by the shareholders ef the pro posed new market. By a vote on the original proposition th committee failed to agree, Aldermen Bowden asd Foster voting against and Aldermen Vollers and Hill voting for the measure. Alderman King did not vote, and consequently the vote stood two for, two against and one blank. So far as action is concerned this ends the matterfor the present, but a good deal ef feeling exists on either side. City Court. Yesterday it was in the' locality of the Greenback Club Last night it was in Thompson's alley that things broke loose again, and 'twas Fanny Gore and Charles Dabbett, two descendants from tha Garden of Eden, who appear now to be- employed altogether in his Satanic Majesty's service who caused the row, and were taken to the leek up. Upon arraignment this merniog Fanny Gere was descharged by the Mayor pro temp after hearing the evidence and put upon the witness stand in the case of Charles Dabbett, arraigned for disorderly conduct. The witness testified that the defendant was in her house breaking up her crockery and furniture and that she called the police and had him arrested. In addition to the charges against the defendant it was proven that he was a boarding house runner who enticed seamen from their vessels. NO. 31 Memorial Association. The Board of Managers of the Ladies' Memorial Association had a meeting this afternoon at 4 o'clock at the residence of Mr. J. S. James, corner of Third and Mul berry streets, preparatory to making ar ragnements for the memorial celebration on the 10th of May, such as the selection of an Orator, the appointment of Chief Marshal, Chaplain fcc. A Worthy Compliment Major Henry G. Flanner, of this city has been tendered the position of Chie Marshal of the Roanoke Agricultural As sociatios, at its next annual fair, which will prebably take place sometime in Oc tober or November next. The tender o the position to Major Flanner was made through the courtesy of Mr. L. M. Long the Secretary of the Association. This is a very worthy compliment worthily be stowed, and wg hope that Major Fianntr may be induced to accept the profit m position The Fire Anniversary. We are sorry to learn that by a lette received here this morning the member of the Steam Fire Engine Co., No 1. may not receive their new uniform hat and belts in time for the approaching an niversary celebration. Still the work is being pushed on as rapidly as possible in hopes that it may be completed in time. The members of the company, as wel as its many friends and well-wishers are looking forward to a thoroughly enjoyab! occasion en this anniversaty. The Litil Giant, their steamer, is being overhauled and repainted and will look its best on the occasion. We are very glad to learn that Mr. J M. Henderson, who has been critically sick for some days, is to-day Eonaewhat better, and strong hopes are now enter tained that he will soon be well again.
