The hucksters who coutrol the city in this re spect go upon the principle of "if you do not see what vou want ask for it.' French Cream Cake. One cup ot sugar, three eggs, three tables-poons cold water,, one and a half cups of flour, one teaspoon Do'oley's Yeast Powdkb Bake in a quick oven twenty minutes. For the Cbeam. Scald nearly a pint of milk, dissolve two heaping tablespoons corn-starch in a little mik, beat this with two eggs, au'tasmail teacup of sugar, stir this into, the milk, and when it is boildd add a heaping tablespoon of bat ter; stir smooth, and flavor with vanilla or lemon. Split the cake while warm, and spread with the cream. This is sufficient or two cakes. A card. The beef market was very poorly sup plied this morning. We are informed there is a scarcity of good beef in market, and now would oe a good time for stock raisers to bring in their cat tie. - Personal. Capt E. P. Geerge, a former resident of Wilmington, but now a resident of Colorado, is in this city on a visit to his friends. He is now a fine picture of health, and the Review wishes bim long life and prosperity. Meeting of Wilmington Presbytery. The next regular meeting of the Pres bytery of Wilmington will take place at th3 Second Presbyterian Chureh in this city on Wednesday, the 2d day of April next, at 7 p. m., Rev. J. R. Wilson, D. D , of the first Presbyterian Church wil1 preach the opening sermon. Birthday Item. In response to our inquiry "any news," we were stopped by the response ' 'w-e-1-1 yes, to day is my birthday." We hardly think the matter worth attention, but we will state that about the only way for that man to get his name in the Review is to be hauled up before the Police Court; then let him see how quick he can get a fair portion of notoriety free of charge. Captured. Peter Coleman, colored, one of the two who conspired to "strike down the guard," at the House of- Correction on Sunday morniug, was yesterday captured about five miles South ef Magnolia. Cole" man in making good his escape swam the river. He was sentenced to three years imprisonment during the last term of the Crimnal Court on the charge of false pretences. At the City Treasurer's Office. A baker's dczen of delinquents called at the Treasurer's office this morning and took a receipt from that official after pay ing over the requisite amount against them on th e books. Warrants have been is sued alphabetically npto noon as far down as the letter H. .This afternoon those whose initials commence with this letter, if they are on the delinquent list, may ex pect to be waited on by a gentlemau clad in gray. The receipts at the City Treasurer's of lice this week, thus far, foot up about $2,500; of this amount $1,500 have been received from the license tax. The custom House Reduction. Orders having been received at the Custom House in this city some week or ten days ago to reduce the force on duty here, the Collector of Customs, W. P. Canaday, Esq., submitted the matter to the six officials who are acting as Inspec tors, and from whom the reduction would be made and permitted them to decide for themselves as to who should walk the plank. But as the order was only to be em forced for six months the parties inter ested conclude 1 to divide the matter p into two months each. The first two months, Kennedy and Mabson have gone into retirement; aftr that time they are to be reinstated and two more will step oat and so on until the six months shall have expired. Quito a shrewd idea th-it. Reception of Mrs. Gregory's Re mains. The remains of Mrs. Dorah Gregory, deceased wife ol W. H. H. Gregory Esq , arrived here by a special train from Charlotte this morning at 11:25 o'clock and were met at the , depot by a large number of the friends of the family to gether with the Wilmington Light In fantry Company, ot which the deceased, though a lady, was yet a recognized mem ber, having acted as vivandiere, wearing a dress of the shade and trimmings of the uniform cf the Company on several occa sions in tbe days long ago when she was yet Miss Dorah Brown, and quite a wee little miss at that. The cortege formed and preceded bf the military, the remains were escorted to the residence of Mr. John E. Lippitt, brother-in-law of the deceased laay, where they will remain antil the hour announced for the funeral to-morrow afternoon. We ueticed in the procession, acting as Color Guard, Col. Edward Cant well and Captain Heary Savage; the former tbe first Captain and the latter the last Cap tain the Company ever had, prior to its reorganisation tince tbe war. Officers on the Track The Accused Forger's Route and His Excuse for Leaving; Town. It is te'dom that a Southern newspaper is called upon to chronicle a fotgery, abscending cashier, or larceny of any kind among the white residents, but it is oar duty to day as a journalist to "write ap" a forgery committed by a young man who is a resident of this city. While we exceedingly deplore the cir cumstance and would abstain from giv -ing publicity to the matter, oar duty is plain ai.d we cannot shrink from the performance of it. PRESENTATION. On Saturday last John H. Craig, who was employed by Mr. Geo D Pars'ey, at the lldlou Uice Mills, forged Mr.Parsley's name to a check fur$27. 91. About 10 o'clock on the night referred to young Craig pre sented the foiged chock to Capt. James M. McGowau, Superintendent) of the Mezart Saloon, and asked that it b cashed, stating that it was given him by Mr. Parsley in part payment of his wages. THE CHECK WAS CA8HED And young Craig after treating several of his frien Is and acquaintances left the bar and soon became involved in an alterca tion with a porter of t e' Empire House, who rolled him around on the floor. ON SUNDAY The alleged forger was noticed riling around the town in a, livery buggy and near evening he hauled up at the house of a demi monde where ne treatkl and spent much more money than was his custom. Later iu the day he ROBBED THE TILL At the rice mills of the change that was in it. Monday morning Capt. McGowan presented the check at both banks where payment was refused, the officers pro nouncing it r 1 ' A BOGUS CHECK Mr. Parsley wan notified and denied any knowledge of it and pronounced the signature a forgery. MONDAY EVENISG Young Craig was seen by the bridge keeper at Hilton to be making rapid strides in the direction of the Bluff. Tues day while the passenger train of the Carolina Central Railway was standing at Marlville,twenty-s:x miles from this city, the ACCUaED FORGER Boarded the train and remarked to Capt Everett that he had gotten into trouble at Wilm'ngton with a negro at the Empire House and as a warrant had been served on him at Parsley's mill ho thought it best TO LEAVE. Upon the arrival of tha tiain at Laurin burg, young Craig got off and went direct to a boarding house. Capt. McGowan, hearing of his whereabouts, this morning telegraphed to LAUBINBUkG to have him arrested, and that Special Deputy Sheriff i Strode, would be up to morrow morning for the man. A report was in circulation on yesterday among some of the officers of the law that CRAIG "WA8 IN TOWN, 1 ' but the above shows that he was not, and that the lim )s of tVe law were off of his track . 1 he Contested Election C ase. We publish the following decision of the Supreme Court in relation! to the Bruuswick couuty contested election case as of interest to cur many readers on the other side of the Capo Fear. The decision involves vital interests and may be of much benefit as a guide in future j action : Swain vs McRae, from Brunswick, judgement affirmed. Held, Theoffice of the writ of manda mus is simply to impose upon an official the execution of a neglected duty affecting tbe interest or righto of the person apply ing fur it. It cannot be extended to reach conflicting claims to an office and thus usurp the place of that special, aud ample remedy quo warranto) which the law prescribes lor adjusting and determin ing them. The court thinks it unnecessary to de- rid s the other point, as it is not material to the decision of this action. j, 27, 1879. NO. 43 Legislative Enactments Kelatin to , the Citj of Wilmington We give below the act recently parsed by the General Assembly authorizing the issue by the city cf Wilmington of bond. to the amouit of 200,000 to enable the city to pay its present bonded indebted ness, and also the act by. which the present Ma or and Board of Aldermen are continued in office for a term of two years longer: AN ACT RELATING TO THE CITY C F WIL MINGTON. The General Assembly of Roilh Caro lina do enact: Section 1. That tLe persons who mav be in office as Mayor and 'Aldermen of the city ot Wilmington on the 26th day of March, A. D, 1879, shall continue ic office until the regular election to be held in pursuance of an act of the General As sembly entitled, "An act to organize h government for the city of Wilmingtuu,' ratified the Gth day of March, A. 1., 1877 on the fjurth Thursday of a arch' A. D., 1881, and until their successor then to be elected shall be duly qualiOed. Sec 2. All laws coming in conffict with the provision of this act are hereby repealed. Sec. 3. This Act shill be in force from and after its ratification. Batified the 27th day of February, A. u. to i y. "an act, To enable the citv of Wilmington fa nav its present bonded indebtenness, and to provide for its bonds maturiug in the years 1879 and 1880." The General Assembly of North Car olina do enact: Sec. 1. That for the purpose of paying such bonds and coupons of the city ol Wilmington as are now due, and also such as shall mature and become duo during the years 1879 and 1880, the Mayor and Board of Aldermen of the said city, by and with the sanction and appro val of ''the Board of Audit and Finance of the city of- Wilmington," are hereby authorized aud empowered toissue coupon bonds bearing interest, payable semi-annually at a rate not exceeding six per cent, per annum, to the amount of two hundred thousand dollars, in denomina tions of not leas than one hundred dollars or more than one thousand dollars, to be made payable as (ollowe, to wit: Fifty thousand dollars on the 1st of January 1897; fifty thousand dollars on the lot of January 1899; fifty thousand dollars on the 1st of January 1901; and fifty thou sand dollars on the 1st of January 1904, with a provision that the same may be called in and paid at any time after the expiration of ten years from the date of issue. Said bond shall be trade pay able at such places as the said Board may determine, and shall not be valid unless signed by tbe Mayor and countersigned by tbe Chairman of 3aid Board of ' Audit and Finaace of the city of Wilmington. sec. z. j. ne said Donds shall be sold and exchanged at par, and at no less a rat : they snail not be taxable by the said city ior any purpose wnatsoever, and the cou pons shall be receivable from and after ma turity in payment of any aud all taxes or oiner inueoieuness, due the said city. Sec. 3. The said bonds shall h tered at the option of their holders, by the treasurer oi said city, and after such registration-shall be transferred onlv bv hh. doisament. Sec. 4. All Executors, Administrators, Guardians, Trustees and other persona acting in a fiduciary 'capacity, who now hold, or may hereatter hold, or become possessed of any of the bonds or coupons of said city which are now due or may be come due durigu the years lb7L and 1880 a: e hereby authorized and empowered to exchange the same lor bonds issued under this"ct. Sec. 5. Any officer or employe of the said city, who shall apply the proceeds ol any bond or bonds issued under this act, or exchage any such, in any other man ner or for any other purpose, than is hereby provided shall be deemud guilty of a misdemeanor, and upon conviction shall be fined not less than one huodred dollars or more than five hundred dollars, or be imprisoned not less than one month or more than six months, or both at the discretion of the court.
