Among the latest regulatious issued from the Postoffice Department, is the following: j Postmasters and their employes are forbidden to address a registered package for the seader. to place contents therein, or to seal 'a letter or affix stamps this must in all cases be done by the sender; but they must not fail to see that the stamps cover the full amount of postage and registry fee, as when registered mat I teris received at a postomee tor delivery not having necessary stamps affixed to cover the postage and fee, it Is not to be rated up for collection from the person addressed, but ust be delivered with out any charge. The postmaster receiving such package will report to the Third As sistant Postmaster Gejeral the additional amount of stamps which should bave been affixed and the same will be "col lected from the postmaster who received the package or letter" for registration and forwarded it without the necessary postage stamps affixed as required by law. ! In other words, under the new regula tions the guilty postmaster and not the innocent addressee will suffer if registered matter is forwarded without the evidence of prepayment required by law. Another Homicide at Rocky Point. A difficulty occurred last evening, near Rocky Point , between a white man by the name of Buck Walker and a colored man named Frank Bell, which resulted in the death of the latter. The two. men were employed on Dr, & Porter's farm, about a mile above Kocky Point, and they were proceeding home together after their day's work when the difficulty occuired. We have not been able to learn the cause of the quarrel, but hot words passed betweon them, and a knife was drawn by Bell whereupon Walker teok up a hoe which was at hand aud struck fell witn it a powerful blow on the side of the head, crushing in the akulL Bell died within a few hours despite the surgieal aid which was at once secured. Walker fled and officers are in pursuit of him. Dr Lucas, the Coroner of the county, has been noti fied, and an inquest was to have been held to-lay. j New Post Oficers. Because the black teapot will absorb the heat plentifully from the fire, and keeps the water hot; i i i whereas a bright metal teapot (set upon the hob) would throw off the heat by re flection'. Then sometimes a black earthen teapot is the best, and sometimes a bright metal one? Yes, but when the teapot is set on the hob to 'draw,' the black earth is the best, because it absorbs heat; but when the teapot is not set on the hob, the bright metal is the best, because it radi ates heat very slowly, and therefore keeps the water hot. ! ' Why does a saucepan which has been used boil in a shorter time than a new one? Because the bottom and back are covered with soot, and thej black soot rapidly absorbs the heat of the glowing coals. ; Why should . the front and lid of a saucepan be clean and bright? As they do not come in contact with the fire they oahnot absorb heat; and, , being bright, they will not suffer the heat to escape by radiation. " Why should not the back and bottom ef a kettle be cleaned or polished? Be cause they come in contact with the fire and (while they are covered with black soot) absorb heat freely from the burn ing coals. , Why should a meat cover be brightly poliahed ? If the Cover be dull Or scratch ed it w ill absorb the heat from the food, and instead of keeping it hot, will make it cold. ; Wby should a silver meat cover be plain and not chased? Because, if the cover be chased, it will absorb the heat from the food, and instead of making it hot will make it cold. Nervousness.
