J . ' i ; Postal Reform. The change which was recently made in tho method .of rel1 ing postage stamps nas resuitea in a very considerable reform in tho postal service. Under the old system, which was invented by! a Metho dist clergyman, one of Creswell's subor dinates, postmpsters at minor offices were paid their salaries on the basis of the amount of stamps sold at their respective offices . The result was' the development ot a great deal of thrift on, the part of those petty offices. The pdstmasters in duced their friends in the cities to buy their stamps of them, and many large wholesale houses purchased their stamps of country postmasters. The jresult was that little towns near the largq cities' often, sold as, many stamps in a quarter as the offices where the postmasters! had regular salaries and had no inducements to in crease the sales of their stamps. The consequence was that the method jwas channel and a now l system adopted, by which the smaller! class of postmasters were to be paid on t he basis of the stamps canceled at their offices. Stamps are no longer used in the way of 'trade' or sold at a discount, and there ia a ve y great falling off in. tho amount f s'tamcs sold daring the last fiscal year. Tj'hQ sales of Btamps at some of these minor offices under the old system was five times as great as reported for the last fiscal year.
