Frori Commissioner Montgomery we
learn that pea vines were in bloom at his
farm, on Myrtle Grove Sound a week ago.
This puts Wilmington ahead of Newbern
on the pea bloom question. We understand
that at the Excelsior Farm, near Rocky
Point, they not only have pea blooms,
bnt small pea pods on the vines.

We regret to learn that Capt. Frank
Barr has been detached from the Revenue
Cutter Colfax, and has beeo plated on
waiting order. Until Capt. Barfs snc
censor arrives the ship will be under com
mand of First Lieutenant Mtmger. We

ity in saying we regret his departure, and
know that he will carry with him the
best wishes of the good people of this city.
No officer stationed here since the war has
so completely won the hearts of the peo
ple of this city as Capt. Barr has done,

The Extia Session asid the Governor's
Proclamation.
Review and the Baleigh iZhptk;A
The
were the first papers in the State to pub
lish the fact than an extra session of the
Legislature would be convened on the
16th of March next. This information
was given in Saturday's Review by a
special telegram from Raleigh. The pro
prietor of Halt's Weekly with commend
able enterprise, sent out an extra on Sat
urday containing the Governor's proclam
ation, 'calling the Legislature together.
The Governor's fiat is as follows:

power conferred upon me by the Consti
tution, do issue this my Proclamation,
convening the General Assembly in extra
session on Monday, the fifteenth day of

thousand eight hundred and eighty, on
which day at twelve o'clock, meridian,
the I Senators and Member of
the House of Representatives of the
General Assembly of North Carolina, are
hereby notified and requested to meet in
their respective Halls in the Capitol, in the
City of Raleigh, for the purpose of cons Id
ering a proposition for the purchase of the
State's- interest in, and the completion of
the Western North Carolina R illroad made,
by W. J. Best, J. N. Tappan, W. R, Grace
and James D. Fish, of the City of New
York, of whose financial responsibility and
personal integrity I have satisfactory as
surances, and for considering such other
propositions as may be made fo the same
purpose.

It was thought when Maj r G. B
Chamberlinr Special Agent "Postoffice
Department, put in an appearance in this
city three weeks ago that there was some
crookedness here or hereabout in that
department. Everything however was
kept dark until Saturday when Special
Deputy Marshal Kline, arrived in this
cityhaving one S4mt9l Grice in custody,
chsrged with forgery. The particulars
in connection with the matter are as (&
lows. ; A fchort time since Mr. H
McL. Green of this city, sent through the
mail a draft on First National Ba-Jk of
this city payable to Mr.G. Grice of Clin
ton in j settlement of an account. The
account was fent to Mr. Grwn about two

weeks j afterwards with a request that

and it was ascertained that the letter had

reached the Postoffice in Cliutcu and

Parade of the Colored Draymen-
The colored drayman of this city, in
commemoration of the anniversary of
Washington's birthday, generally sue
pended labor to day and this i fternoon
they, to the number of about fifty, paraded
the streets preceded by a band of music
and mounted on horseback. We here
make our acknowledgements for the salute
courteously paid by them to the Review
office. We learn from one of . their nam-
bar, that they will meet at the City Hail
to-night, where appropriate addresses will
be made by some of the most prominent
colored men of the city.
a Theft, an Escape, a Foot Race
and a Barrel of Rosin Smashed.
This forenoon a colored man stopped
on North Water street to buy an orange
ot one of the fruit dealers on the street,
and while examining them the dealer
saw him put one in his pocket. He
anally bought one and when he paid for
it the dealer told him there were two to
pay for as he had seep the theft. The
colored man, however, protested that the
other orange had been bought at another
place, and left. The circumstance wbf
related to Mr. W. P. Oldham, who- ar-
rested the thief at the store of Messrs.
Patterson & Hicks. He, however, escaped
and started toward Chestnut street at the
top of his speed. The alarm was given
and Mr. Stroud, who is in the employ of
Mr. Oldham, ran out to intercept the
fugitive, but in his haste he tripped and
fell, striking bis bead violently against a
barrel of rosin. Notwithstanding the
fact that he received a severe contusion
In his fall, he immediately arose and gave
chase again, giving the alarm as he went
along. The thief was captured some
where in the vicinity of Second street
and brought back, when the matter was
compromised by the payment of one cent
The damage to the barrel of rosin hss not
yet been adjudicated.

The Court convened this' morning at 10
o'clock. The prisoners who n ere con
victed during this term were brought into
court and sentenced as follows:
Geo. West, larceny, 7 years in the State
Penitentiary.
Joseph Pajay, larceny, 5 years in the
State Penitentiary.
Maria Hall, manslaughter, 20 years in
the State Penitentiary.
Emma Johnson, larceny, 3 years in the
State Penitentiary.
Jane Outlaw, nuisance. 6 months in
the County Jail,
John Murrill, larceny, 12 months in
the State Penitentiary.
Eli Miller alias McKoy, Jaroeny, 5
years in the State Penitentiary.
Link Pickett, larceny, 5 years in the
State Penitentiary.
Samuel Sacey, larceny, C years in the
State Penitentiary. .
Dock D;bexry, larceny, 12 months in
the State Penitentiary.
Jack Smith, larceny, 5 years in the

fence moved for a new trial, not on the
the charge of murder, but manslaughter.

The grounds for asking for a new trul

Hodots chajf-; they also aver that the
jury hid no right to bring in any
other verdict than that of guilty or not
guilty of murder, the charge on which
the defendant waa tried. At the stem of
closing our report the counsel for the
defence aqd Mr Solicitor Moore were
arguing thj points of law involved In
he motion made by Col UacRae before
the Court.
