The Ways and Means ConK mittee, of which Fermando Wood, of New York is Chairman, have agreed to place the following artichsnpon the free list: Salt in bags, barrels, packages or balk; woollen rags, shoddy, mungo waste, and flAckf,books,periodical8,all printed matter engravings, bound or unbound; illustrated books and papers, maps, charts, music, aad music books, sumac, cod liver oil, crude or refined, and crude petroleum. We are glad that even this much has been accomplished, for we are tree to confess that we have had but little hopes from any good which that Committee would be willing to accomplish. Mr Wood, the Chairman, has sat his face, heretofore, very strongly against any modification of tbe tariff which would benefit the people. To refer a bill to his committee has been, as a general thing, to sound its dea'b. . knell. The Ways and Moans Committee and the Calendar are the two burial places from which there is hardly a hope that a bill may ever be resurrected. ' In speaking of these two methods of putting a bill to Its everlasting rest, Mr. McKenzie, of Kentucky, ia a speech de livered in the Home of Representatives a tew days since, said : It were perhaps invidious to discriminate for or against either ol the tombs of legis lature to which I have referred.
