to expect anything approaching a perfect
National system of sanitation in the short
time the National Board of Health has
been in existence, and to substitute a new

merit with it, would be to retard the
work of sanitary progress if it did not
imperil the very existence of the law.

Editor Review:
Will you please inform a number of
the Second Ward voters why it is that
our worthy President of the Second
Ward Democratic Club does not call a
meeting of the Club at once, to rectal
mend a suitable person to fill the vacancy
on the Board of Aldermen. What is the
necessity for further delay? Let us have
the Ward meeting at once .before the
Board take the matter isto their own
hands and leave us in the lurch.
t Faib Play.
Candor compels us to say that we are
totally unable to answer the question.
We know that the President of the Sec
ond Ward Club has been approached up
on thd subject, aud our readers" all know
that the Review has urged this matter
upon the attention of the Democratic
voters of the Serond Ward, on more than
one occasion so that, if there is any blame
or responsibility to be attached to any one
for a failure to call a meeting, the fault
cannot ba laid to our door. We, at least
claim to haye done our duty in the pfem

Severe storm of Wind, Rain and
IialL
This city was visited yesterday af
ternoon, about 4 o'clock, with a pretty
severe shower of rain. The clouds came
from the northwest, and looked black and
lowering. About the same time, we
leara, there was a severe storm of rain
and wind accompanied by hail at Meares'
Bluff, only three to five miles above the
city. The wind atone time wa3 bo strong
that tho engineer of a freight train on tho
Carolina Central Railway who had just
stopped his train at the bridge there, felt
apprehensive that some of the loaded cars
would be blown from the track, and his
thirty-one ton engine be thought woald
have the cab taken off. The hail stones
were about the size of a partridge egg.

From a party of gentlemen who have

there was a large aod enthusiastic meeting
f the Democracy of old Oaalow ia the
Court House at Jacksonville on Monday
last, for the purpose of appointing dele

on Wednesday, the 21 day of June.
Mr J W Shackelford was the- Chairman
of the meeting aod Mr A C. Huggins
the Secretary. 'Twentytwo delegates
were appointed and sent without ii
structions. But the sentiment, we hear,
both of the delegates and the meeting at
arge, was in favor of Scott, of Onslow,
on the first ballot for the Congressional
nomina'iori. After that, our informant
states that the majjrity of (he delegates
expressed themselves aa being in favor, of
