eIv. THE DfllLV RU1E JOSH. T. JAMES,. Editor & Prop' WILMINGTON, N. C. SATUKDAY, NOVEMBER 5, 1881. Entered at the I'ost office at Wilmington. N i;.. as eecoiia iauer. The backers of Keel j, of "motor fame, have apparently concluded to de mand from the inventor somethiDg more solid than promises. At a meeting o the stockholders of the Kecly Motor Company a few days-ago it was agreed that no more money be paid Mr. Keely aintil he should have patented some of the inventions or discoveries lie has made He was also served with notice that he wonld be proceeded against in the conrts unless a patent was taken out within ten days. Kecly takes matters serenely, and says ihere is no danger of His secret dy iDg with him, as he has a record of his discoveries prepared to cc placed with a been stopped before, and he has expend ed about, $l.",000 of his own money. He avows that he will be ready to make a public exhibition in May. A Washington dispatch says: "The attorneys for Gaiteau arc deeply absorb cd in studying out the authorities and law upon which the defense of insanity is to rest. Mr. Scoville'smail is increas. ing every day and his correspondence has assumed great proportions. He re ceives letters, phamplets and suggestions from hundreds of persons residing in dif ferent Stafes, and also statements of those who knew (Juiteao and his family years ago. From wliat Mr. Hcoville has been able to gather he believes there -wilt be no difficulty in establishing the in sanity of (juiteau. To-day tJuiteau was very excitable and manifested a good deal of interest in his trial. Lie is dis pleased because his attorneys have put in the plea of insanity, and 'insists tbat all of his correspondence since his incar ceration be giveu to the press. He says that he r?sts his defense upon the inspir ation of the Almighty, who cansed him to kill the 1'rosident, but is unwilling that his counsel make any eflort to prove tbat other members of the family were or are insane. H is ralber a coincidence that counsel for Sergeant Mason, who at tempted Guitcaus lire iu the iail cell, will, in the trial of bif clieut, enter the 'o atlArnnji wvT that, although there has cover been, so far as he knows, any trace of insanity in his client's family, he is sure the Ser geant isin.sane, and will have do trouble in proving this on the trial, which, being before a court martial, has been post poned by direction of General Hancock until after the case of Gniteau shall hate been disposed of." The question of the cost per poind of raising cotton under ordinarily" favorable conditions of weather has been often dis cussed, but generally without arrifing at very delioite results. Attempts hate been made many times to induce growers' of cotton to reckon cloaely all the ex penses of a crop from the time the ground isopeued until the bales are shipped to market, but like farmers everywhere they are either averse to the trouble of figur ing the detailed cost of their operations, or arc' ignorant of what expenditures should or should not be taken into ac count. A correspondent of the New York Times, in a recent letter from At lanta, says: "1 have heard the cost per pound estimated all the way from 2 j to 9 cents. The lower estimate repre sents a possibility already realized by a tew of the best farmers, and open to many; the higher a discouraging fact drawn from the experience of thousands of cotton raisers, who go on year after year pursuing the sanio looso system of cultivation, and producing one bale to three or four acres." He goes on to enumerate a few of the debts and .credits that should be taken into account, an concludes with the assertion: "Nobody has thought it worth while to make' the . effort on a large seal?. The estimates that one hears so frequently of from 6 to 9 cents a pound arc based on limited ex perience, guesses' and impressions rather than on well digested data, bat they are at least near the truth, as I think will be shown with sufficient clearness by a com parison of the results of two widely dif ferent sjslems of farming." m m m m Til UTA RIFF AGITATION. Two tariff conventions will assemble this month, one at New York, the other at Chicago. The New York convention has for its object "the consideration and recommendation of such Congressional action as will best promolo domestic and foreign commerce and afford adequate protection U American industry." The convention will assemble ou-the 20th arad 30th iiiBt. The Chicago gatheriug will meet on the 15th inst. The call takes high ground for protection, aud says the - time has come for manufacturers to make a stand for their rights and insist upon the trnin terrupted guarantees of the Constitution and the laws. i. ' Two views of this manifesto are taken by the low tariff men. - One, thaWtbe protectionists are making a bold stroke to' capture the next Congress ; the other that it is their purpose, by speedy legif. lation. to disarm the Democrats iu the next national contest, by taking the lariffj out of the field of dispute. To the bold declarations of the cali for the Chicago council, it is enough, s tys the barannah " Netcs, to' say Ahat its claim of the constitutionality of protec tion always has been an open question, and, if protection per se is warranteJ,Tt is only permitted and not commanded. TbVaVerager taxpayer is apt to thick, too, that the time has come for him to in awtopotf his rights, which antedate the constitution and which that instrument nowhere permits to. be transgressed. It is not unlikely that the protectionists will be shrewd enough to read the signs of the times and consent to lose some of their vast privileges to retain the rest and agree to a revision ot tne "preatui tariff rather than take the chances of a new one. ' - Whateyfr merit lies in tariff revision belongs of right to the Pemocratic party, which has forced it by its persistent ad vocacy of the rights of the people. The question of Hhff tariff is nc of the few live' isruca upo'n.'which parties are divid ed, and it is time the friends of' revenue reform were moving. The Radical party saddled ; the people with thfi"- Morrill ''tarifTa "'network' l monopolies. What' is needed is a new tat iff framed for purposes of revenue. 1 If the duYiesJt shall impose "afford protect tton, well and; good. But Congress should not legislate for protection per se. Kvcn if it were proper to do sen the ex periencc of the past two decades shows thai it is not expedient. The greatest good to the greatest -number . within the limits ofjustico is the duty ol every leg islator and the right of every people. UiccollancoTifl.
