Tbo Bureau cf Statistics reports an excess of merchandise over imports for the month ended November 30, 1881, cf $13,399,439, against ao excess for the Bime month cf last year of $35,899,226 There has bee n a falling off also in the import ot cold and silver, a compared with last year, of nearly seven millions- frora 9 374.865 to S2.42G.7G3. The ex cess of total exports of merchandise, silver arid gold, for November, 188 L, wag 610,972,676, against $26,524,361 for the same period iu 1880. The falling off in our exports of merchandise is best ob- eerved, however, in the figures for the five 'months ended with November. In the five months ended November 30, 1881, the excess of exported over im ported merchandise was but 45,608,7171 while for the like period iu 1880 it was $110,198,223! The early months of 1881 were months of lanjo export, so that when we include in our retrospect the eleven months ended November &0 the export for IS8L i3 found to exceed that for 1380 by over twd millions and a quarter. 1 '.' BIS kAECK'S HAND. A recent letter, written by a shrewd and observing citizen of New York, in speaking of the recent German Imperial Rescript, says: "Thonghtful and - in telligent Germans here, in almost every walk o' life, are deeply moved by the news Irora the Fatherland. They say the haughty rescript; from the Emperor substantially declaring that he is 'the State," and that personal government is to be maintained, as against ministers and people alike, is morally certain to precipitate a coufliet with Parliament, but if it comes to that, tbe latter, they are confident, will be backed by the people, especially in the sreat cities. There are some highly intelligent Ger mans now in this city who were not long since banished from Berlin for the prom ulgation of Liberal principles, and who, on landing here, predicted that some och crisis as that which is now pending was inevitable, but they sy it is coming a little sooner than they anticipated. Several of these exiles were members of Parliament, others were editors of nowa papers and magazine writers. These people see the hand of Bismarck behind the rescript, and assert that the . Chan cellor is .but pushing the E.nperor to his j ruin. German merchants and bankers, I find are iu sympathy with these views of the situation, and they seem to be prepared for almost anything that may happen. The recent letters from their business agents and correspondents at the principal trade centres at home peak with much feeling against Bis marck's recent denunciation of the t.ham bers of Gomraerce for exhibiting the dis astrous effects of hi economic policy on certain prominent industries, and his in. sisting that, in future, all such reports shall be eubmited to the Government before they are laid before Parliament. The substance of their commentaries is, that this is more than Germany will stand, and that the Prince Chancellor is running up a serious account, which will one day have to be settled. These are cautions phrases, but they are full- of meaning. Towards the close of the week it is probable there will be a public meeting of the German-American popu lation fo an expression of opinion as to the rescript. There is a strong feel ing in the whole German quarter to-day wkich is impatient of utterance." THE 1 UK OF KM1G RATION. It is reported that tbe agents of s the different steamship lines have already booked emigrants from Europe to this country to the number of five hundred thousand. There is not a doubt that the immi gration daring the, ensuing year will be far in escess of any previous year. There is every reason why snch should belbecas;. The unsettled 2nd unfor tunate condition of Ireland will have a tendency to greatly increase the exodus from that country; the troubles which are neoaeing Germany, together with the fact that all able-bodied males in that Empire are compelled to serve a certain period in the German army, will draw many more than usual from that coun try, while the influx from the Scandi navian nations will equal, if it does not xcecd, that of previous yearj. Oar rapid increase in population has been in former years mainly attributable to im migration frota Ireland and Germany, and of the immense number that we nave stated as already booked, we have no doubt that a large majority will come from those two countries. Well, let them come,' say we ! There is room and verge enough in our broad domain for them all, and a generous soil to reward their patient industry.
