Wilmington, N. C:
Dear Sir: If it I were reasonably
within my power I would be very glad
to comply With your desire! that I
should deliver a lecture before thc Li
brary Association in your city, but I
am. so surrounded by duties and en
gagements that it is impossible for me
to comply with your request. Wish
ing every success to your Association,
I am, very truly and resp'ly yours,
T. F. Bayard.
Washington, D. C, April 25, 1882.
Mr. F. W. Kerchner:
My Dear Sir: My engagements are
such! that it is impossible for me to
promise to lecture for the benefit of yonr
Library. I have been betrayed into
some engagements that have given me
much trouble and I could no more ac
commodate my friends who ask me to
address this, that and the other associa
tion then I could, move tho w irld. My
strength is not enough. If I had the
strength often men I couldn't do it. So
you see now how I am compelled to de
cline going even to my own -towns and
among those! care most for. '
As soon as Congress adjourns I will ,
have that committee of investigation
on my ! hands, and ,then the canvass
work is to be done ; so that I see but '
little rest before iwv You will see that
my reasons arc many ind strong for
not doing what wohIq accommodate
thc people of Wilmington. Everv mail
brings some such request, and so X have
to say no to my best friends. -" t

Our Facilities and . Insurance

There are now in this city seventy
five fire hydrants, 1 of which sixty are
double and fifteen single.j In addition
to these there are several private hy
drants and the city has recently made
an appropriation for thirty additional

at the earliest possible moment. The
authorities have had made- about twen-

tions of the city, and our fire department
teas well organized and equipped as that
of any city in the South. A fire hy
drant is almost of as much use in an
emergency as an engine, but notwith
standing all of these increased facilities
for extinguishing the fire fiend there has
been as yet no deduction on fire insur
ance rates which are looked upon by the
property-owners of the city as burden
some and out of all reason. It is awell-
