Another installment as to the cost ol naval repairs lias been sent to Congress. There is in the navy sn unarmed screw steamer called ,thc Tennessee. Since 1865, the sum' of $1,446,318 has been expended upon her for repairs ; and the sum of $476,221 for equipment. Re pairs upon the steamer Kearsarge have cost $892,769, and equipments $186,000. These are but two. sample vessels. Our good friend Wade Harris, of the Concord Sun, has become local editor of the Charlotte Obicrvcr, and. the Sun is hereafter to bo published by the Sun Publishing Company. The Observer, by the way, comes to us of late in a new dress, enlarged and improved. It is now, as ifhas been for so many years pastr one of tho best newspapers in the country. Tho-Rocky Mount Reporter is a new claimant for popular favor. It is pub lished every Friday by Mr. W. J. Fitz gerald, at $2 a year. It will be Demo cratic in politics, and w welcome it with pleasure. The Republicans havCj control of eve ry branch of the government executive legislative and judicial and they Will beheld responsible by the . people for every law that miscarries, and for every enactment of plunder rand jobbery. They have everything their own way, and are carrying out a programme of corruption which must surely prove disastrous in the end to its,, authors; They have constructed thn committees to on,a man with an exceedingly unsavo ry record, has boldly declared that the lolicy of his party in this Congress is to antagonize the econoriiic policy of the Democrats for the last three Congr The Xew York Sun administers a scathing rebuke. In a double-leaded editorial it says : The legislative, executive, and. judi cial bill lor the next fiscal year exceeds in the aggregate the present law by $2, (150,308: and the Committee of Appro priations pretend to excuse this large and unjustifiable increase by saying that it is less by -$1,484,855 than the esti mates, which were purposely excessive, and made so by tho different depart ments and bureaus for this very use. The Tost Office bill, the Indian bill, the Army bill, the Agricultural bill, the Deuciency duis, anu ptners taus lar ro- ported or passed, are, without excep tion, loaded down with additions to tho usual grants that will foot up millions. Multitudes of new offices have been created, and yet ' tho public C service swarms with old sinecures and idlers. In the House of Representatives the Committee on Appropriations consists of fifteen members nine Republicans and six Democrats. Frank Hiscock is Chairman, and Secor Robeson is second in.order, but first in consequence and in management. Of the wnole nunibef there are but three Democratic mem bers wno in any proper sense can be called economists. - This important committee , was pack ed by Robeson to do the very work it has been doing and yet will do." Ran dall, Holman, Blount, and other Dem ocrats, who had proved themselves the efficient friends of economyand whose experience is of great value in legisla tion, were excluded intentionally from this committee because they would be stumbling blocks in the way of jobs.
