It eery truly says that the theory oi the law Is that subscribers pay the nosfaaja. which is not true ia practice. About 1000 publishers pay the postage on the reading matter for 50.000,000 people. It is s disgraceful truth, as the Herald says, that in order to maintain a few ship baiMing yards on the Delaware, and at two or three ether points, we have chased the salional colors from the high seas, sad isflioted more damage on our com merce than was inflicted by all the Con federate cruisers pat together. The work Of the tariff commission dees net stand a dose inspection. Take cotton lies, lor instance. The commis sion recommend that the tax oa iron ties be increased from 35 per cent, ad valorem, which is the duty now paid, to 1 4-10 cents per pound. At the first fiance it was supposed that there was to be only an inconsiderable change; out examination shows that what is proposed is more than double the duty now imposed. This can be illustrated sy actual experience in Charleston, as narrated by the News and Courier. A largo dealer ia cotton ties removed a sort time ago 9.500 bundles ot foreign attest ties upon which he paid a duty of 43.000. being exactly 35 per cent en their value ia Europe, or at the rate of 3? cents a bundle. The Northern papers say that immi gration can not be expected in any State where murder prevails to an alarming extent. This is not a fact. Texas has more murders and gets more settlers from abroad than all other Southern States put together No State m the Republic grows more rapidly in population. It is a strange fact. s The House Pension Committee have agreed upon a bill granting pensions to all survivors of the Mexican war- It excludes from its provisions ex-President Davis, who was one of the most gallant spirits of the war, which is about as dirty a piece of business as ever emanated from any Congressional committee. The December number of the Boston Musical Herald has been received and is, as nsual, replete with matter of great interest to every mnsician, being lull of important instruction to those who are learning the science, and valuable suggestions to those who are more ad vanced. It never publishes anything ot the "wishy-washy" sort, but every piece of music is of a high order, and its musical literature is from those well qualified by long experience and train ing for the business. 'One must be poor to the luxury of giving." That may be so, but we think anybody can enjoy the luxury of fiving his fellow-sufferer a bottle of )r. Bull's Cough Syrup to cure his cough. . Personal. Mr. Gaston M. Hobbs, of Clinton, Sampson oounty, is in the city and gave us the pleasure of a call this morning. He will be remembered by our music- loving people as the violin soloist who so ably assisted at the last concert given by Prof. Van Lear at the Opera House. He tells us that ho brought his violin with him, and we hope that we may be able to hear it sometime during the holidays in another concert. He plays exquisitely, and now would be a good time to get up a grand musical enter, tainment, as his services might be easi ly obtained. Hazel Kirke and Esmeralda. The Madison Square Company play here to-morrow afternoon and to-morrow night. They will produce Hazel Kirke in the afternoon and Esmeralda at night. Pridgen, of Black River, called to see us this morning. He gives us some distressing accounts of the rav ages of the hog cholera in his section. He himself lost 106 head, near all he had, without being at all able to stay the progress of the disease. At length he tried Morris' Compound, having been induced to do so by the advertise ment ot that remedy which appears in tne keview and Journal. He had but one hog left afflicted with the chol era and this he dosed with the com pound and with remarkable success. He now believes in the medicine and regrets that he did not try it sooner.
