Saunders, after referring' to the crowded condition of his oilico and the necessity which cxist3 for more room, ay8, in effect: Within the two Jast fiscal years I.1R9 srants have been issued, covering 122, yl5 acres of vacant public land, lyinr chiefly in the extrenie eastern and western counties. There are now x llle 3.205 decd3 to the State for lands sold for delinquent taxes, coveringsorae 284,838 acres of land and representing S20.2G1.48 in delinquent taxed. The cost on these deeds amounts to $10,000, which the Siate has already paid in tho settlements witkthe sheriffs. .It "is pointed out, however, that tho number of acres given above is not accurate, r.s the piece of property has more than once, iu somecasc3, been eold for .de linquent taxes. The Secretary specially requesU the1 General Assembly to provide addition al legislation by which offenders against the insurance law may be punished, the proscnt law having been found in snflicient by the courts. Since tho last report three numbers of the Supremo Court Report have' been issued, to wit: The S4th, the 85th and tho 66th. Of theso numbers 272 volumns of the 84th, 3CI of the 85th i and 4G1 of the -8Cth are on hand. Thero arc also on hand 208 vol umes of the 7Gth Report; 198 of the 77th 114 of the 78th; 51 of the 70th ; 9 of the 81st; 13 of tho 82d and 10 of theSCd. He suggests the inexpediency of print ing small editions of such books and Jhmks they ought to be stereotyped. He suggests also that the Secretary bo allowed to direct the printer to print for salo not over fifty volumns of each journal aud public document. The Secretary is required to copy in to an election book all the abstracts or returns of the State canvassing board. The canvassingjboard mako out and sign their abstracts in duplicate. Utie of these is bound with tho county re turns, of which it is an abstract, and filed away. The total amount of collections from all sources, made by the department and paid into the treasurer during the two lisaal ears ending the-GOth of Sep tember, 1882, is $51,657.49. . Dr. Worth's I report is also very ic teresting. It covers fully the opera tions of tho Treasury department dur ing the past two years. We quote: The authority to compromise tho State debt under the act of 1873. ex pired on January' 1, 1S82. and since then nothing has been done in that mat ter. The amount of old debt recog nized by the Legislature was $12,C27, 045. There have been compromised of this $8,820,745, leaving $3,806,300 of the old debt outstanding, which if compro mised would amount to 988.870. For it must be borne in mind, that the several acts of the Legislature authorizing the city to issue bonds, provided for the creation and maintenance ojfa Sinking Fund lor their gradual payment. But it Wa3 not until the creation of the Board of Audit and Finance whose chairman was made ex officio Commissioner ot thrj Sinking Funking that any. attention was ever given to the subject. Hence, in 1877, when the Board of Andit and Finance was organized, its chairman found no such fund in existence.
