A -white man, whose name we did not learn, but who is evidently from the country, and who was very drunk, was arrested this afternoon by Officer Latham, of tho police force, who at tempted to lead him off to the guard house. The two succeeded in forcing the man along until they were half up the block to Second street when he refused to go any further and threw himself upon the pavement - Thereupon the officer drew a pair oi - nippers ironi nis pocKer, slipped them upon the man wrist and began by main force to drag him along the pavement, the man at tho time yelling most pitifully.
