The Senate of North Carolina yester
day resolved itself into a Ilurupty
Dumpty show. It is needless to say
that tije characters were . all well sus
tained, aud thai the aspect offered the
audience in the grand and -lofty tum
bling scenes would not have shamed a
circus. The niosl surprising displays
of acrobatic power were made when it
was necessary to act, on its third read
in:;, on a bill to make it an! indictable
offence to give or take a free rid on a
railroad. Instead of confining them
i
selves to State officials, over whom it
may be presumed that the Legislature
could assume some control, the august
Senate havo included ministers of the
gospel, editors-of newspapers and others
in the sweeping provisions ot the bill.
Mr. Evans, ot Caswell, characterized
ft as, a legislative tarcej although it
hardly reaches that dignity, as it is .a
mere legislative burlesque, and
nothing e.se in the world.
Jt is unconstitutional and absurd. athe
wieo men knew when they passetfit on
its third reading, and its provisions can
never be enforced. Of course the bill
cannot pass the House this session as
its supporters well knew when they
voted for a measure which might not
otherwise have obtained their support.
But it is painful to see these paid ser
vants of the people frittering away
their time on such demagogical tricks
and schemes. ! '
