The committee, rose and reported tne bill to the House? Mot innf to recommit the bill and to nv the amounts aDDronriated by it in silver coin orcertincates were lost, and the bill passed yeas 157, nays 104. COI1I2IEECIAL NEWS. STATE NEWS. ilr. VanWyck moved as an amend ment the bill some time 6incc reported from tho Pensions comnulteo by Mr. Ciillom. to Drovide pensions for invalid soldiers and sailors who have been dis charged from tho army or, navy after beins three months in the war of the rebellion, and for the widows and de pendent parents of deceased pensioners. Mr. Inzalls moved as an amendment Senate bill No. I, beins a bill intro duced by him cn the ilm day of the Dreicnt session, amending tne arrears ot pensions act o as to provide that all pensions now or Lereiier gran;eu oy reason of deaths occurrios lrom causes ... a m originating in service since aiarcn 4, 1601. or inconsequence oi wounds or injuries received or dUcaso contracted sintc mat uaie. soau ciiciuieucu nuiu the date of death or discharge; and in consideration of all claims lor pensions the soldier on whose account tho claim is made shall be conclusively presumed to have been sound and free trom diswaso oa entering the service. Mr. Iniralis read from the plank ot the pla form cf the tcceat Republican Con vention. pledgmiTihat party to tne re peal of tho limitation contaiqed in the arrears ol pensions act. lie was very glad, he said, that the Republican party had arrived at this conclusion, and at last in unmistakable terms declared itself in favor of this principal. Mr. Iogalls now ca.led on his party asso ciates to carry out the expressed de claration of thnr partv. He had up to this time favond ihe passage of the Mexican bill as it stood, a Mimcieni tim havmir elapsed to aMw application to Mexican veterans that bad been applied to ih'So c l the Hevoluiionary war, and the war o 181 2. lie regretted that the iuexicau om shou'd ba made a piek-borse for every pension prorii!in. but the measure had now asumrd relations which com pelled him to abandon the proposition h bad held, lie read a leiier irom a soldier of tho late 'war. setting lorth that there were still I.400.0C0 Union soldiers; that tley were voters, and would not watt as the soldiers cl the revolution and of other wars hd wait ed, until they were weak before as serting their c'ainis on the country, and that if Congress and the President would not recognize their claims, they would elect a Congress and President that would do so. As this question was to become, Mr. Iugalls faid, a lest as to which political party was the Iricnd of the Uuioncterans, ho pro posed that the next thing to be cosider- cd in connection with this bill was whether ihe declaration ot tho Repub lican party was to be carried out in good laith. . mm . . Mr. hherman said that witn his news of the demands made on the Treasury he wruld not. if pressed, vote for Mr. Injrall proposition. 1 he rice larations of a political platforpi would not chango his views. IIo did not think tho principle was right. A pen sion should commence when the appli cation for it was filed, and for tho prop osilion lo put all survivors of tho Union army on tho pension roll at this time, that would so wt-jgh down our finances as to make it almostimpossible to bear. lie did not think such a proposition would receive the sanction of Congress. Ho wanted t rtlievo those laboring under the charge nl desertion, and to relieve from io much technicality those who could lurnisli resonab!c proof ol lilies to pensions. Mr. Sherman sug- ecsdid a special committer of nine Sen ators to take up and consider the wlxHc ubiect. Messrs HartH.
