address, declared that "the loyal people
oftha Uoited Stales" would never pei"
ruit, the inauguration of a President
with a "doubtful uile," and he alleged
that the Democrats could never get a
gord title in the Southern States.
Senator Hoar, in his Boston speech,
eleaborated this idea aud afforded a
iurlber in&ight into the Blaine policy.
He said :
There are three Slates, Mississippi.
Louisiana and South Carolina, to say
nothing of others, in whith. beyond all
question, the electoral vote recorded at
the coming election wilt have nn relation
whatever to the will of their people.

honestly belong to the Democratic can
didates, and on which they are to strive
to buiid up a fraud similar to that
erected cn the li) electoral Voles of Flor
ida, Louisiana aud South Carolina in
1870. In other words, Blaine, beate.
by the pnople. is to seek a false title t
the Presidency by forgtiy and 4raud.
Such a crime conld not be twice suc
cessfully committed. The men en
gaged in it would be brought
to sudden and swift punishment.
Do the people of the United Stales de
sire that the country should undergo
such an experience? Are men of pro
perty, of business, of family, willing to
so strain and endanger the public
peace? The question no at to be decid
ed, according lo the challenge offered
by Mr. Blaine's party, is not whether
the people can elect but whether they
can inaugurate the President of their
choice. No one can doubt the answer.
It will be in the affirmative at any and
every cost'. It is tor the conservative,
honest people of the United States to
decide whether it shall be a peaceable
answer. (Jrover Cleveland's vote
ought to be made Urge enough to sweep
out of sight all the plots of the Blaine
conspirators and to save the country
from a serious threat.
There is nothing equivocal in the
position ol Harper's Weekly. It has
gone-into the campaign in earnest, with
th8 name ot Grover Cleveland for Pres
ident at the head of its columns and at
the head of its advertisements. As the
fiiend and advocate "of all measures
that tend to the purification of politics,"
it says, it has sympathized with and
supported the Republican party as the
organized political exponent of the
principles in which it believed ; but it
"has never surrendered into party
keeping the right ot private judgment
Believing that the nomination ot Blaine
was a grave political mistake and that
his election would endanger the influ
ence of Republican principles, while
Ihe election ot Grover Cleveland, who
has evinced '.'the executive qualities o
a sagacious,, unpartisan statesman,"
would prcmoto the objects tor which
earnest and unselfish Republicans have
contended, it pledges an earnest and
cordial support to the Demomcraticcan
didate. Harper's Weekly has been al
ways an earnest and vigorous political
paper, but is is many years since it went
into a campaign with the same degree
of aggressive determination that it dis
plays at this time.
Attention was called at the time of
the veto of the Fitz-John Porter bill to
the numerous cases in which Congress
had authorized and the President had
ordered the restoration of officers in
precisely the. same manner as proposed
in the Pcrter case. These facts made
the constitutional objections of the
President absurd and showed ' that the
real objection applied to Porter alone
Honest folk will therefore learn with
some satisfaction tbat this. alleged con
stitutional obstacle has turned up to
vex Gen. Porter's two principal oppo
nents, Geo. Logan and Secretary
Lincoln. Ixgan who was against
Porter on purely partisan grounds and
never pretended otherwise had al
ready procured the passage of a bill toJ
restore Capt. Kirby, a protege of his
own. The President bad signed the
bill, but now refuses to make the ap
pointment. Mr. Lincoln was interested
in a similar bill for tbo relief of
Surgeon Pope, which was passed at the
close ot the session, but this bill the
President has been obliged to veto for
consisteDCSL's ?ako . If he had onlj.becn
frank about the forter case and told
the truth-r-that lie was opposed to Por
ter for political rea3ons--all this trouble
might have been avoided, .

writes: All classes are beginning to
feel the depression which exists in
shipbuilding. Govan aud Patrick,
two great Suburbs of Glasgow," on the
Clyde, have some 7,000 workmen idle,
and mo3t of those who are employ
ed are working short time; at Green
ock about 4.000 are out of employment.
These 11,000 are married men who are
unable or unwilling to leave the dis
tricts referred to. A month or so' ago
there were nearly double that number
in a similar predicament, but the
younger and unmarried" have gone
South and elsewhere in search of em
ployment. Within the past two months there
has been an enormous influx of AmerN
cans into London ; the city , indeed, is
said to swarm with them. The traffic
officials there and in Paris aver tbat in
all their experience they have never
known anything like it, the tidal train
leaving the French metropolis about 9
A. M. having been 'crowded by Amer
icans during the whole peri d. The
Americans pervades every place of en
tertainment in London, but '3 especial
ly to the fore at the first-class restau
rants. He spends money in the lavi-h
style which has spoiled so many Con
tinental haunts for people who wish to
see the world in a moreecnomical fashs
ion, or who cannot aflord to squander
in a style which only traveling Russians
parallel.

QUARANTINE FOR THE PORT OF Wil
mington will be enforced from May 1st to
Novomber 1st, as follows :

of Cape Fear to " the Qnarantlne anchorage
also,, all vetscls which have had any itad of
sickness on board during the passage, or on
arrival, and will cause a signal to le fet in tbe

sible after crossing the Bar. ,
