He has conducted the Stte adruinis tration on strictly business principlrs. He has fooght Tammany with a quiet persistence which the 'Wigwam1 has never before encountered from any Democratic quarter. It is certain that had it not been for his influence the reform bills, of which the Christian Union has given account from time to time, and which Nat admirably repre cnled a3 cutting the claws of the tiger, never could have been passed. It is no derogation to Mr. Roosevelt to say that he, the reformer in the Republican camp, could iot have accomplished these reforms without the effective, thorough, quiet aid of Governor Cleve land in the Democratic camp." The first a3cent of Mont Iilanc for this summer has just been accomplish ed by an Englishman named Seiler.and his example will be followed by many more, for English tourists on the Con tinent hive a tendency to get high. 'The Alpen mania is a comparatively modern madness, in which the perils and pleasures are so nearly balanced as to exercise a singular fascination for num bers of women as well as men. It has become a profitable business, not only to the local guides and porter3, but to Alpine outfitters, a prosperous class of tradesmen in London and injraany Con tinental cities which also have Alpine clubs composed ot the nomadic noodles, who consider a Continental tour incom plete without at least attempting an as.c3nt of the; Alps, and who pay good prices for all the paraphernalia of an outfit, including guide-books, maps, suitable clothing and innumerable bot tles of British beer. Most sensible travellers are content with a partial as cent, which will show them the sun rise from Righi and the surrounding snowt clad peaks from a comparatively low but safe elevation. We are evidently oa the verge of another agitation in favor of the purchase of Cuba. It is now, if we may judge from a Madrid letter in the New York Times, likely to assume the shape of a plan lor taking the isiand for & bad debt. This is the way the scheme is to be worked: There is to be-a ''claims treaty," 'that is. a treaty pro viding for tke adjudication of claims of American citizens against the Spanish Government. These claims, we need hardly ay, are to be very large mil lions on millions, and mostly good. Then Spain, being poor, is to be un able to pay them, and after much hesita tion she 13 to avoid war by offering Cuba in lull satisfaction. Our Government is to accept the offer, and to assume re sponsibility for the payment of the claims, and the Iransactian will be lor the purposes of the promoters complete. It would not be really complete by any means, however. Congress would never vote money' to pay theclaims, and there would be a powerful lobby constantly in existence to push them. Moreover, as the island could not be governed as a State, it would have to be treated as a military post until ready for American institutions, and the band of political educators who would go down there to get the negroes and Spaniards ready to vote, and discuss and run conventions, would make Clayton and Dorse"y and Scott and Niles pale with envy. It is only in very recent times that the cigarette has attained popularity here. Prior to 1876, the Centennial year, it was very little affected by the American smoker, though since then its consumption has increased wonder fully. In 1876 the number of eigarettee manufactured in the United States was 8,000,000 an increase of 300 per cent, over the amount manufactured in any previous year. Last year the number manufactured exceeded '750.000.000. Of this number 40,000.000 were exported, and the remainder consumed in this country. . The revenue derived by the Government from this source was $1, 250.000. Last year the twenty three cigarette factories ot Germany turned out 187.000,000 cigarettes, and the out put of the French Government cigarette factories was 600,000,000. A New York letter says: 4 The trouble among the wholesale dry goods trade, it is believed by those who are or ought to be well informed, is about over. There would have been no trouble at all probably, if there had been less single name paper, seeking a market. It is difficult to reason people ontdfthe conviction that single-name paper means kiting, or facilities for kiting, and. as is already known, none of the banks are in a mood just now to encourage business on that plan. The leading note broker who used to do the largest trade in single-name paper went down in the panic about six weeks ago, owing to outside specula tions, and left all that class of needy merchants high and dry; and there is a widespread impression that, if the history of the suspensions in the dry good3 district that .have taken place within the. past fort'night or so was permitted to come to the surface, it would be seen that these have been the nevitable. if not foreseen, consequences of that catastrophe. The banks adhere to their policy of letting all such houses work out of their difficulties in their own way, but it is denied that they are withholdine accommodation from any merchant, or any class ot merghants, who can provide reasonably good security." A New York letter says: "The Sab bath Obseryance Association are re newing their petitions to the Park com" missioner to stop the free concerts in he Park on Sundays, and are likewise addressing tresh appeals to the clergy of all denominations to employ their influence in the sume direction. The commissioners are not disposed to fall in with the views of the committee. and point to the vast number of work ing people who atteneded the perform ance given yesterday, for instance, as a satisfactorjr evidence that the change from Saturday to Sunday has met with public approval. As to the clergy they appear to divide on the question. Some oppose the proceeding on the assuaap" tion that it is but another step towards the total secularzation of the day, and that the final result of it all will be that there will be no day of rest for any" body during the week, and that when we reach that point the workingman himself will be the severest .sufferer. The advocates ot temperance on the other hand hold that if 500,000 or 50, 000 people can be drawn to the park to listen te a brass band on Sunday it will be just so much subtracted from the patronage of the dram shops and the beer gardens. There are others still who take the exclusive taxpayers' view, and contend that the best way to stop all this bickering is to abolish the whole thing, and let the people pro vide themselves with their own enter tainment in their own way and at their own expense. Out of this quadrangu lar conflict of opinion, so to speak, we are likely to have an animated discus sion during the remainder ot the Sum mer, which will at least servo the de sirable purpose of relieving the mono tony of the political contention about Blaine and Cleveland."
