As Congress failed to pass a bill lacilitatins the -'cootiaucd existence of tha national backing svstem, not from hostility to it, bat because Cvnsres3Qjen could not seo their way clearly to the adoption of a satisfactory plan lor its continuance, tnc public will ooerve with ureal interest the discussion of the matter by ths American Bankers' Association, which meets at Saratoga next week. As many as 7,855 banking institutions will be represented, nearly liaif of those being National and State banks. Should the association express a decided preference for any plan to secure the permanence of the nationa' bank system a great point would be gained. Among the subjects to be con sidered will be the effect of the recent legal tender decisions of the Supreme Court, the prevention of panics, the silver question, and other related finan" cial topics of general concernr ISNFOllCETHE L.A.W. Under ths above head, the Raleigh News and Observer says that the cam paign fund of the Republican party in in this State has heretofore been largely drawn, either directly or indi rectly, from the United States treasury. By that it means that it wts derived from the pay ol the revenue officers who got it troni Uncle Sam's coffers. The government paid it to them and they turned it over lor campaign pur poses. 5Jor did they do this willingly, but olten times under pressure, being constrained by the use of power exerted by their superiors in office. To rectify the flagrant abuses of official poer, often amounting to robbery of the clerks ol their daily bread, Congress passed a law on this subject. It pro vides, That no Senator, or ReDresentative or Territorial delegate of the Congress, or Senator, or Representative, or Dele gate elect or any officer or employee of either of said Houses ; And no executive, judicial, military or naval officer of tbc United States; And no clerk, or employee of any de partment, branch or bureau of the exe cutive, judicial, or miiiiary or naval seovic? of the United States Shall, dirccthj or indirectly, solicit or receive, or be in any manner concerned in soliciting or receiving any .assess-" merit, subscription, or contribution lor any political purpose whatever 'From any officer, or employee ol the United State?, or any department, branch, or bureau thereof, or frjm any person receiving any salary or com pensation from moneys derived from -the treasury of the United States. The effect of this is to prohibit any in. tert.al revenue officer or other govern ment" employee from soliciting or re ceiving any contribution from any other person in the government cm ployment tor any political purpose. This act is very important. It should be strictly enforced in this State. The Democratic local committees should busy themselves in the matter and if they have reasonable cause to believe that this law is being violated, Lh?y should at once have the parties up before a United Stale commissioner or a Federal judge and bound over to court. - A CON Tit AS I. 4 ( rover Cleveland ha3 occupied the Executive offico of the great State o New York, says the New York World1 for something like a year and a half. During that time he has been jcora pel led to pass upon most important legisla tion, lie has siirned and vetoed measures involving millions ot dollars. And yet no man has been found to question his integrity, (irover Cleveland is an honest man. If he were a corruptionist his oppor tunities for making money at Albany would be boundless. The Speaker oi the National House of Representatives can hardly be said to have such a field for illegitimate money-making a.3 the Governor of New York. But Grover Cleveland has not been identified with ' blind pools." There are no letters in existence, bearing his signature, show ing that he has used his great office to advance his private pecuniary interests. Ho is still ia nioderato circumstances, a3 when ho moved from Buffalo to Albany. And speaking of letters of public men indicating thojubjection of a lofty pub lic position to private ends, here is one written by James G. Blaine while Speaker of the National House of Rep resentatives. It is addressed to W. fisher, Jr.," of Boston, a millionaire railroad speculator and jobber: "Augusta. Oct. 4, 1869. "My Dear Mk. I have naturally come to expect the same ot you ow.v Yoa urge me to make as much as I fairly can out of the arrange ment into which we have entered. It is natural that I should do my utmost to this end, I am bothered by.only one thing, and that la the indefinite arrange ment with Mr. Caldwell. I am anxious to acquire the interest he has promised me, but I do not gefc a definite under standing with him as I have with you. I shall be in BosUih in a few days, and shall then have an opportunity to talk matters over fully with you. I am dis posed to think that whatever I do with Mr. Caldwell must really be done through you. Kind regards to Mrs. Fisher. Sincerely, ' - "V. Fisher. Jr. J. G. Blaine."
