also, all vessels which have had any kind ot
sickness on board during the passage, or on

ton have been taker and are now be
in distributed throughout Maine and
the New England Stales. The object
is to show how the hizh toned mem"
bers ot Congress can accumulate money
and build fur themselves palatial man
sions on a salary of $5.000 a year. Mr.
Blaine has rented his house, which is
saiil to be one of the most elaborately
furnished in the country, to Mr. Leiter,
of Chicago, for the triaing sura of $13,
000 per annum. One of the most effec
tive arguments . whether true or false,
which operated to the defeat of Senator
Windom two years ago wa3 a similar
distribution ot photographic copies or
his imposing mansion just east of the
Scott circle.
When Mr. Blaine was nominated it
was conGdently asserted by bis friends
and freely conceded by his opponen's
that the Western States would give
him theic electoral votes in an alto
gether enthusiastic and unanimous
manner. Ohio, Michigan. Illinois,
Wisconsin, Minnesota, Iowa, Nebraska
and Kansas were placed without ques
tion in the column of euro Blaine
States. Indiana alone was admitted
to b in the least doubtful. In the first
two months of the campaign all this
I has been most surprisingly changed. A
Cincinnati dispatch to the New lork
Times, giving an impartial account ot
the political situation in Ohio, shows
that while Kepublicau success is prob
able, yet the Democrats are very hope
ful and the R publicans considerably
alarmed, and with good reason. In
Michigan Butler's fusion plan has
diminished the Blaine total by thirteen
votes, and Iowa 13 also made a doubt
lut State by the Butler fusion, added to
a very considerable Republican defec
tion, while Wisconsin Democrats speak
confidently of their ability to carry the
State for Cleveland. Thi3 i3 a very bad
showing of progress in the wrong
direction for a candidate whose per
fervid Americanism was supposed to
make him irresistible to the warm
hearted and patriotic men ot the West.
The existing condition of monetary
affairs, says the World, i3 altogether
phenomenal for the season of the year,
and the weekly statements of the asso
ciated city banks are now watched with
more than ordinary interest. The
exhibit published on Saturday last
showed a continued-falling off in the
specie and legal-tender averages, and
moreover the aggregate loss of cash for
the week was nearly three umea as
much as was reported for the previous
week. This decrease is partly due to
the absorption of money by the
Treasury, and partly to the efflux of
currency to the interior. The banks,
however, hold oyer $30,000,000 surplus
reserve, which is amply sufficient to
meet all probable demands upon them
dueing tho fall and winter month?, even
it as now supposed the drain of enrrency
to the interior consequent upon the
movement of the crops should continue
for some time.
Wheat and other small grains have
this year yielded finely, and if the esti
mates ol the corn crop prove correct
the crop will be unprecedented. The
fact that the country promises to be
blessed in these respects should im
press itself upon the minds of the far
mers," who will, if they are wise,
market their products as rapid
ly as they can. at least just so long as a
reasonable compensation lor their labor
is obtainable. It is useless to look for
a ' boom" in grain, in view of the sta
tistical position of the world's supply,
and there ought to bo cheap bread un
der the circumstances for a long time
to come. The old saying. ;either a
feast or a famine." is recalled by the
crops of this country this year, as we
shall ha've a larger surplus lor export
than for many years. It will, indeed,
be surprising it the success attending
the agricultural interests should fail to
stimulate business in other channels in
the near future.
After many years have been devoted,
with successive failuies, to the discov
ery of some method whereby a balloon
could be navigated in any direction at
the will ol the aeronaut, two French
officers attached to the military balloon
workshops at Meudon have succeeded
in solving tho difficult problem. By
permission of the French minister of
war, M. Ilcrvo Mangon has been al
lowed to lay before the French Acade
my of Science an account of the re
markable experiments that were made
at Meudon, on the 9th of August last.
At four o'clock in the afternoon of that
day a balloon containing: Captains R
nard and Krebs rose slowly from the
park at Choisy, near Meudon, and took
at first a noitterly direction over the
plateau, through .which runs the road
Irom Choisy to Versailles. To avoid
ascending above the trees, the direction!
of the balloon way clanged towards
Versailles. The air was calm, and at
first the movement of the balloon was
circely perceptible, but as soon as its
motive power was brought into action
its pace was accelerated. When it was
was above Villaconb'ay, some two
mile3 from Meudon. the spectators saw
it suddenly tack about, make a half
circle of three hundred yards radius,
return J to its point of departure, and
slowly descend, with a dipping motion,
until it alighted on the lawn from
which it had started. The dis
tance covered on going and re
turning was abou; four miles and
three-quarters, and the time occupied
in the trip twenty-seven minutes. Dur
ing the entire trip the balloon is said to
have obeyed faithfully the least move
ment of its helm. The total weight of
the balloon, with all its appliances
including tbe two officers who controll
ed and directed its movements, was 4,
250 pounds, or two tons and an eighth.
The motive power was supplied by an
electrict accumulator operating a mo
tor. Thi3 motor was . of four-horse
power, and the duration of the force
employed in working the screw pro
peller was estimated at four hours
when the power of tho battery was ap
plied. Only a little more than the pow
er of three horses was used on the oc
casion referred to. So far, then, as re
lates to the ability to guide a balloon to
any given point, to reverse its course
and return to the point of departure on
a calm day, the Meudon experiment is
said to be conclusive. It is. said that
by using the full power of the motor
the balloon can be directed at the will
of its navigator in the face of strong
winds, and even in great storms, if the
motive power were increased to that
often horses. However this may be,
there can be no doubt that this discov
ery ot the means of navigating balloons
is a very important one, and in . all
probability it will tend to further ini
provements in the same direction.

Messrs. P. W. McCants, Frank Glover
and Ben Williams, of Colleton, South
