It will be re membered that he claimed in his letter to Phelp3 that vdieu he was lirgt mar-' ried in Kentucky, be did not know that it was necessary to procure license from the clerk of tbe county court. The following contains conclusive proof that he did know. I his marriage gets worse ana worse! In respect of the previous alleged marriage in" Kentucky, which is said to have; occurred in June, 1850, Air. Blaino says in hi3 letter to Mr. Phelps tuat he oiu not learn lilt 'the ensuing winter" that a license "certified to by the clerk of the county court was an in dispensable requisite 01 legal mar riage." Yet only three months aftc the alleged Kentucky marriage in June, to-witr Oct. 3, 1850, long before "the ensuing winter," a court record of the County ot Bourbon gives the following: Know all men by these presents, that' we, William A. McKim and James G. Blaine, are held and firmly bound to the Commonwealth of Kentucky fn the sum of $50 current money, for the payment of which to be made, to the said Commonwealth we bind'ourselves, our heirs, Our executors and administrators jointly and severally by these presents sealed and dstea. this 3d day of October, A. D, 1850. The condition ot the above obligation is such that if there is no lawlul cause to obstruct a marriage between William a. McKim and Miss Sarah E. Stan- wood, of Bourboq county, for which a license is now obtained, then this obli gation be void, or else in full force. Wm. A. McKim r;'rs James G. Blaine. Sarah E. Stanwood was the sister of Harriet (Mrs. Blaine), and Blaine be came bondsman with McKim to enable him to procure a marriage license some months before he discovered that such a license was necessary to -make valid his own marriage in the same State, as he says, in the previous Jun.; The Sentinel charges that alter the second secret marriage in Pennsylvania, in March, lbol, .Blaine returned to Ken tucky and passed himself off as a single man. as the following personal letter from a Kentuckian of high standing. who Knows I5iaine well and has no ill will against himt shows: LopisviLLK-, Ky., September 20. Dear Sir: I have read Blaine's let ter's to Phelps. I do not believe his statement )f a secret marrisge. He left Dicnnan Springs in December. lbol. After the session closed for va cation in Juno of that year he remained at Drennan Springs through the water mg season and passed himself off as s single man ; at least no one knew he was married. I understood at the time, and have heard it reliably stated often since, that during the summer of 1851 he courted at least one and possi bly two ladies. Thi3 conduct of his can be easily proven. In March of 1851 he was absent at Pittsburg, but returned and stayed through the watering season -and alter that taught until December Did Not Forget Him. Mr .Puckridge, a person of very good position, living at Sandwich. England, went into exile in 1880 rather than pay the penalty of an electioneering joke. It appeared that during ihe general election in that year, Puckridire's en tbusiasm for the party to which he was allied was so great that he did not stop at bedecking his own person, from head to toot, with the "party" colors, but si&ineu uis iaiiniui aog wun the same yellow hue. The effects of the dve udou the animal was so serious that it bad to be destroyed. Then the Society for the Prevention of Cruelty to-Animals pros ecuted. He was sentenced to six weeks' hard labor without the option of a tine, but on giving notice ot appeal, was ad mitted to bail. In the interval he ab sconded to trance, but supposing it safe to return home after the lapse of four years, he made the attempt. To his disgust and great surprise he was at ance clapped into Canterbury lailtoful fil his sentence. The memories of the Henry Berghs of Great Britain r.re very giod. We again congratulate the people ot North Carolina on the career of peace prosperity and gowt government on which she entered alter' the i nan ora tion ot a Democratic State administra tion, and which has been unbroken lor so many years since; upon the iust and impartial enforcement of the laws; up on the efficiency of our common school system, and the great progress made in popular education : and upon the gen eral improvement aud enteronso man- i re s ted in every part ot the State. And i we again challenge a comparison he ' tween this state of things and the crimes, outrages and scandals which attended Republican ascendancy in our borders; and we pledge ourselves to exert, in the future, as we have done in the past, our best efforts to promote the material interests oi all sections of the State. . Affirming our adherence to Demo cratic principles as heretofore enuncia ted in the platforms of the party, it is hereoy Iicsolvedt That we regard a free and fair expression of the public will at the ballot-box as the only sure means of pre serving our tree American institutions. arid that the corrupt and corrupting use of federal patron aze. in influencing and controlling elections is dangerous) to the libertieL of ihe State and the Unfon. liesolveu. 1 bat we are in favor of the unconditional and immediate abolition of the whole internal revenue system. as an intolerable burden, a standing menace to the freedom ot elections, and a source of great annoyance and cor ruption in its practical operation. JiCjolved, That no government has a right to burden its people with taxes beyond the amount required to pay its necessary expenses and gradually ex tinguish its public debt.- And that whenever the revenues, however de our Senators and Representatives in Congress to exert themselves in favor of such legislation as will secure this end. riyed. exceed this amount, they should be reduced so as to avoid a surplus in ihe treasury. We therefore urge upon Resolved. That with respect to the tariff we reaffirm the life-long and fund amental principles of the party declar ed io the National Democratic plat forms and that the details of the method by which tbe constitutional revenue tariff shall be gradually reached, are subjects which the party's representa tives at the Federal capitol must be trusted to adjust; but in our opinion the duties on foreign importation should be lavied for the production of public revenue, and the discriminations in its adjustment should be such as would place the highest rates on luxuries and the lowest on the necessaries of life, distribute as equally a3 possible the burdens of taxation and confer the greatest good to the greatest number of the American people. Resolved, That the course ot the Democratic partv in furtherance of popular education, by efficient public schools in all sections, and the establish ment ot craded and normal schools in the larger towns and accessible centers is a sufficient guarantee that we favor the education of all classes of our people and we will promote and improve the present educational advantages so far as it can be done without burdening the people by excessive taxation. And wuekeas. There is now more than a hundred millions of dollars in the -treasury of the United States wrung from the pockets of the people bv uniust taxation on the part of tbe Republican party, therefore, Resolved. That we will accept such distribution of said surplus revenues o the government tor educational pur poses as may be made by the Congress of the united btates; vrovueed always has the same shall be disbursed by State agents and not accompanied by objectionable features and embarrass ins conditions. Resolved, That it is due to the white Dfionle of our eastern counties, who have so cheerfully borne their share o our common burdens, that the pres ent. or some other equally effective svstem of countv government, shal be maintained. Stesolved, That in view ol the exist ing and increasing harmony and kind ly feeling between the two races in th's State and a similar condition of things which we belieye to exist generally in other Southern States, we deprecate the attempt of the Republican party in its recent platform at Chicago to force civil rigbtH as a living issue, and we denounce it as a fire-brand and a hypo critical expression of interest in the black race, a wanton insult to the whites of the South, and tending to stir up strife between the now friendly races.
