The Chair laid before IS Senate a message from ihe President, transmitting a sapplementry report of the (Jun Foun dry Board. Referred to the committee on Military Affairs. Several petitions, numerously signed, were presented, remonstrrating against the ratification' of the Spanish treaty. There was o little Monday business to be transacted that by quarter-past 12 o'clock the Senats had disposed of all that was offered, and proceeded to its calaudar of cases not objtcted to, which are subjected to the fiveminute limita tion in debate. Private pension bills that had already passed the House were taken up and a nu-mber of them passed. Mr. Blair called up the bill providing for a commissioner, to examine into the liquor traffic. He said it was a bill al ready passed four times by the Senate but not acted on by the House. The motion was opposed, but the bill was ordered lo be taken upand was passed yeas24, nays 16. Betore Toting, Mr, Vest (who opposed the bill) remarked that he did not propose to be placed by his vote inlau atitude of hostility to temperance; but he regarded the sub ject matter of the bill as one belonging exclusively to the States, and there was no evidence that States Governments were not entirely competent to deal with it.
