His pub. lished works, forming several volumes, bate attracted great attention. Gen Lewal was chief of staff of the army called the Rhine army in the French German war, and had endeavored in vain to persuade Marshal Bazaine to march from Metz to the relief of Mar shal MacMahon before the battle ot Se dn. His name was in every one's month at the time of Marshal Bazaine's trial, as his testimony threw much new light on the affair and was most dam aging to ,he cause of that stubborn old imperialist. Gen. Iewal bad also much to do with the reorganization of the ar my under Marshal Niel after the close of the war of 1871, but the measures advocated by him were of too sweeping a character to find immediate accept ance Prince Henry Battenbere has begun his rehearsals as 9on-in-law to the Queen. Ou Sunday he accompanied Her Majesty to church and in the even ing dined with her. Yesterday he did duty as escort to Sandringham, .en the occasion of the heir presumptive to the throne attaining his majority, in honor of which celebration preparations are being made all over the kingdom. A cable special to the New York JJerakl says: "If the mutterings among the middle and lower class Radicals and the onslaught within the past week in their newspapers against another German princeling for the taxpiyers to snj port are to multiply in connection with persistently extending the suffrage, there may noi be a throne, twenty-one yearR hence, for Albert Victor lo as cend. This has beeu openly and wide ly heard said lately. Even the mild sedition laws of President John Adams would, if in force with John Bull, suc ceed in imprisoning many an English publican and editor ot the present Eng lish day." The Washington Correspondent of tho New York Times says that the ef fect of the paralytic stroke which Chief Justice Waite had last Summer is now deemed to have been more severe than was supposed, and his most intimate friends are hopeless of his final recov ery. The utmost they expect is that be may linger for a few months. Should he die before the 4ih of March Freder ick T. Frelihghuysen. Secretary of State, .will undoubtdetily be nomi nated for Chief Justice. If Chief Justico Waite should have a iucid in terval sufficiently long to enable him to comprehend his real situation he would probably resign in order to ena ble his successor .to be appointed by President Arthur. If be should not re sign or die before the 4th of March it is understood that Mr. Justice Bradley, who has reached the age at which he can retire and continue to draw full pay. will resign to make way for Mr, Frelinghuy sen, who was. ou August 4. 1883, 67 years old. If Chief Justice Waite should not resign and lives until after the 4th of March, bis successor, tn al human probability, would be nomina ted by President Cleveland. In that event Mr. Justice Field would perhaps be made Chief Justice. He was 68 on the 4th of November, 1884, and would be eligible for retirement November 4, 1886. Should Justice Field be promot ed to the Chief Justiceship the vacancy thus created on the bench would proba bly be Oiled by the nomination of Mr, James W. Carter, of New York City, or Augustus II Garland, Senator from Arkansas. , The New York Herald is evidently an advocate of the Monroe doctrine Commenting upon the proposed Nicar agua Canal Ttreaty it says : It is reported from Washington that some Senators object to the Nicaragua Canal Treaty on the ground that to ratify it might be offensive to England and cali forth from the British govern ment protests about the Ciayton-Bul-wer Treaty. Realty? So, before the United States venture to build a ship canal on this continent, most we respectly ask ieave of Great Britain? Mr. Blaine is said to be inciting opposition to the ca nal and Spanish Treaty, and this sounds to us like one of Mr. Blaine's happy thoughts. It is the same kind of statesmanship as that which led him, when Secretary of State, to have a secret understanding with the British Minister not to be troublesome to Great Britain in the matter of Ameri can citizens lying in Irish jails; the same kind of statesmanship which led Mr.Blaine to raise a question about the Ciayton-Bulwer Treaty a question which England had not thought of rais ing. Mr. Blaine, when Secretary of State, asked England to release us from the obligations ol the Ciayton-Bulwer Treaty. Mr. Frelingbuyseo, his suc cessor, took the correct ground that the treaty has long ago, by the acts of Great Britain, become inoperative. Now. probably under Mr, Blaine's in spiration, turns up this objection again, which he was the first and only one to and it seems we are to ask Eng - raise. lish permission before we vesture ratify a treaty concern ins a canal. to Would it not be as well, and mor (Kjmififtd. to wait at least until Gre Rrimin Lnllv nhieets?
