S HER MAN ANOJEFFEKSON OA VIS. .'There ii do lesson, says the New York Sun, why our Democratic friends in the Senate should have opposed the resolution calling lor documents in ihe archives of the War Department that may throw light upon the issue raised by the epislolatory controversy between Gen. Sheraan and Jefferson Davis. No matter what may have been Gen Hawley's motive in demanding them, the production of all relevant papers can harm nobody. It the purpose was to rake the dead embers of sectional animosity and tear open wounds that timers, healing touch had closed, it is sure to tail. It was wise, therefore, to let the Senator from Connecticut have the information which, in his role as a historical student, he professes to de sire so ardently, tor the question moot ed with regard to the relations of the defunct Southern Conle'deracy to its constituent members ia one, undoubt edly, ot much historical interest. The question whether Mr. Davis was a leading spirit in an elaborate con spiracy started long before the actual outbreak of the secession movement, was not raised in the original charge made by Gen. Sherman, and was inap propriately dragged into the Sanatoria1 debate by Gen. liawley. The Senate chamber is no place for the bandying of vituperative epithet3 like "conspir acy" and "treason" about events which iong ago passed into history, and which, as fair-minded men everywhere now acklowledge, were but the logical outcome of riyal theories of constitu tional interpretation, both plausible, both commended by famous namts, aud both dating from the very birth of the Union. For the germ of tha Southern Confederacy we must go back to the Kentucky resolutions of 1798; aud thenceforward the disruptive ten dencies, though dormant at intervals, on the whole went on gaining cohesion, energy, and definite direction. It is obvious that if the plans of those who organized secession bad no miscarried, they would not now be de scribed as conspirators, any mora than treason, when it prospers, keeps the name of treason, it is a small busicess. therefore, for Senators to wrangle over words which borrow their whole sig nificance from the fortuitous results o the war, and which merely affirm in an offensive way the notorious failure of the attempt to break up the Union. We should add, in simple justice to Jefferson Davis, that, from all the evi dence thus lar before the world, he 3eems to have been reluctant rather than eager to precipitate the rupture, and to have held aloof for some time from the active measures taken to give effect to Southern discontent by organ izing a separate Government. As to the famous discovery which Gen. Sherman believes himself to have made in a private letter, this may be coarsely designated as a mare's nest. He alleges that in the dying throes of tfie rebellion, President Davis threaten ed to coerce one of the Confederate States (said to havetbeeui recalcitrant) into forwarding the i help imperatively needed to save Richmond, which, as the event proved, had como to be the sole bulwark of the Confederate cause. But suppose this to be true of Jefferson Davis, will any Southern, or, indeed, any Northern man, think worse of him for that? Amid the harrowing anxie ties and paramount demands of war. Mr. Lincoln himself did some things which ho afterward regretted and for which the most inflexible opponents o executive usurpation have cheerfully forgiven him. Although the expedient is sanctioned neither by our Constitu tion nor by that ot the Confederacy' there are times when the instincts of mankind justify resort to the old Ro man practice by which in supreme exi gencies an officer was legally commis sioned to violate all laws. Aad had Davis in his desperate struggle to break through the circle of fire and iron that was tightening aronnd Richmond co erced the State of Georgia into enforcing a conscription and supplying him with reinforcements, he would have done no more than Lincoln would have been praised for doing under like appalling pressure in New York or Indiana. There are few men now living in this country who desire to slay the slain, or who cap derive any satisfaction from assailing Jefferson Day is. The differ ences of opinion which, under the sharp stress of invasion and exhaustion, are said to have arisen between the ceutral administration of the Confederacy and the Governors ot Georgia and North Corolina, will not, as we have said, be held by generous and candid men in any section of the Union to cast dis credit upon any of the parties. Gov. Brown and Got. Vance did their sworn doty in the posts with which their f!ir.w fitizfins intrns'ed them, and on bia part President Davis obeyed a law j Written in the heart, and which over rides allatatntes the law that bids a cause save itself from annihilation. In the House last week Hon. Wharton J. Green made hu eloquent and some what lengthy address on the bid relat. ing to duties on tobacco. In the course of his remarks he said : Taxation without representation ia tyranny." The limes, Mr. Speaker, cail lor a paraphrase oi that now uni versally admitted truism, and here it is: "Taxation without occasion or meessitv is no less tyranny, and the party which imposes it no less a tyrant rant than a robber. The tax-considered in the bill is most undoubtedly one of the class named. In behalf of thousands of honest men and good citizens who are endangered by its continuance, I implore its abro gation. In the name of outraged per sonal iioerty we ask relief; in the name of justice we demand its repeal. Con vinced of the truth ot allegations ut tered will any man turn a deaf car to t.hA p.rv of distress of an outraged neo- Dle covered by a common flag and en titled to the benefits of a community of laws? I cannot believe, Mr. Speaker, that any here present will withhold redress, because there is not community of suffering. I scorn to think that, be cause exempt themselves, they can look with callous and indifferent eye on the wrongs endured by less fortunate coun trymen. Gentlemen of the North, full well I know you feel it not this out rage and oppression to which others are subjected. With you the tax-gatherer is the servant ot the lav and keeps within the pale of the law, or rather his lordly will and pleasure is a law unto himself. The loss to the Government of the few millions of revenue is a gain to the people of my own and sister States in calculable in dollars and cents. It is a resumption to that extent of endan gered liberties and suspended franchis es. It is a new birth to waning loyalty. It is an assurance to the sufferers and a rebuke to their would-be masters. Tell me not, Mr. Speaker, that a paltry peck or so of yellow dust outweighs these priceless b ons. Blessings so weighed will ere long ease to be blessings to those exacting as well as those furnish ing. The fear exists with some that a re duction ol the excise tax begotten ol war of necessity implies the tucessary and indefinite continuance ot the one -ous war tariff. Could anything be more fallacious? Estimate from the budget the hundred million or so de rived Irom the entire excise tax, and which io effect constitutes our present surplus, and ihn reduce the lar iff by the horizontal scale to the average 15 or 20 per cent, contemplated by the Morrison bill, or even to 40 or 50 on some articles by a discriminating tariff schedule, aud I have read the teachings ot finance to little purpose if instead of reducing you do uot increase the reve nue derivable from customj duties. Take, for exam pie, the items of woolen and cotton goods, steel rails, and sheet iron, now yielding virtually no revenue, owing to our prohibitory tariff on such articles, and reduce the tariff rate to that point where foreign Competition could enter, and a fool, though blind, is bound to see that instead of diminution there must be an accretion of revenue from those several sources.
