THIS WAK IN THE SOUDAN.
Tbe fighting in the Soudan, says the
News and Courier, began so long aeo
that, in tbe exciting march of events
the causes of it are apt to be forgotten
Nor hat the general reader any dear
idea of tbe extent of the field of opera"
tions, and of the difficulties which beset
those who campaign there.
The present war in the Sou Jf.n is tbe
consequence of tbe attempt of Egypt to
reconquer Equatorial Africa. The
Soudan ia a vast tract of Africa, stretch
ing frr.m Egypt on tbe north to the
Nvanza lakes on the south, and from
j the Red Sea on the east to tbe western
! boundary of Parturonthe west. Khar
toum is about equally distant, that is
to say between 1,100 and 1,200 miles.
as the crow flies, from the northern
boundary of Egypt, the Mediterranean,
and from Lake Victoria Nyanza, the
southern boundary. The sovereignty
of the Soudan was seized by Egypt in
1819. and ii 1856 Said Pasha, tbe
Khedive, oniy desisted from abandon
ing the country in deference to the re
presentations of the Sheikh.3 and
notables, who declared that anarchy
would tollow. There was a rebellion
in 18C5, which was suppressed. In
1874 Chinese Gordon was appointed
GoyernorGeneral ot tbe Equatorial
provinces. Becoming absolute ruler o
the Soudan, he established a system of
just and equitable government which
led. alter his depar ure. to the revolt
against it e ruisgovernment pi the Egyp
tian officials. A whole horde of Turks,
Circassians and Basbi-Bazouks were
let loose to harry the unfortunate Sou
danese. There was intense di-content.
The revoltof the Mahdi.or lalse prophet,
took shape in 1881. tbe 3 ear that Arabi
itna made himselt dictator in Egypt.
1 The fortunes of El Mahdi varied, but
j he gathered recruits as he went along,
j and in 1882. ho surrounded and mas
sacred 6.C0O Egyptian soldiers. When
Arabi Pasha had been smashed up by
the English, the Khedive undertook to
reassert Egyptian authority in the Sou
dan. Abd-el-Kader was in charge of
the Egyptiftn forces and occasionally
repulsed the Soudanese. Hicks Pasha,
an English officer in the Egyptian ser
vice, took command in March, 1883.
and, after some successes, fougbt Ei
Mahdi's forces at Kashgate. where, af
ter three days' righting, Hicks was kill
ed and his army cut to pieces. There
were few survivors of the ill-fated 11,-
000. All thought of suppressing the
Mahdi was abandoned. Thenceforth,
the only discussion was how to save
Khartoum and the Eastern Socdan,
which in turn gave place to consid
eration of the best means of abandon
ing them.
Tt was determined to evacuate the
Soudan, in which there were ten forti
fied places occupied by Egyptian troops
who numbered altogether 44,000 men.
The difficulties in the way of the evac
uation became daily tnre evident. Up
to this time, be it remembered, England
had had nothing to do with the Soudan,
and had declined to be in any way re
sponsiole for its occupation or evacua
tion. There were piteous appeals fr
help, and the English Government
was urged to push forward a column
from Suakim on the Red Sea, to Ber
ber, so as to keep open the line of com
munnication with Khartoum. Chin
ese Gordon, meanwhile, bad given his
Views very freely, and in January, 1884,
he was requested by the English Gov
ernmraent to proceed at once to
Egypt and report to them on the mill
tary situation in the Soudan, and on
the measures which it might be advisa
ble to take for tbe security of tbe Egyp
tian garrisons still holding positions in
that country, and for the safety of the
European population in Khartoum
Tnis was the extentj of the duty which
Gen. Gordon cheerfully asumtd In
February he arrived at Khartoum, ac
companied by a small escort, and long
afterward assured the Government that
Khartoum was in no danger A Brit
ish expeditionary force under Graham
defeated the Mahdi's lieutenant, Os
man Oigca, at Tokar and Tamanieb,
but went no farther.
As late as March last, Gen. Gordon
said that with 500 determined men he
could put down the trumpery revolt, as
he called it. and a month later he tele
graphed that he considered himselt free
to act according to circumstances, and,
if he could noi suppress the rebellion,
would retire to tho Equator. It must
be remembered that it was never part
of the original conception ot Gen.
Gordon's mission that he should be
supported or rescued by an English
army. When he was sent to Khartoum,
the idea was that he should have a free
hand and nothing else. As, however,
it was seen that he was absurdly mis
taken in his estimate of the character
of tbe rebellion, and was really in
imminent peril, the feeling that he
should be rescued, at any hazard, grew
stronger and stronger. His was a
j Quixotic undertaking, but he had en-
deared himself to tbe people by the very
extravagances of hia conduct and his
marvellous self confidence and coarag',
and Ihe Government dfeided to fend an
expeditionary force under Gen. Wol-e-ley
to raise the siege of Khartoum.
The plan of operations has been severe
ly criticised, bat it has not been shown
that any of the newspaper plans of
campaign were preferable to that which
was adopted.
This general review of the situation
in the Soudan, will show, if it shows
an j thing, that England is not engaged
in any war of conquest or suppessi n,
but was merely endeavoring to rescue
Gen Gordon and bU troops from the
posiiion which they had defended so
gallantly. It was the fixed intention of
the Government to withdraw the troops
from tbe Soudan as soon as Khartoum
and the other military posts had been
safely evacuated retaining only a foot
bold on tbe Red Sea. for tho security of
navigation. There is, moreover, a good
deal of false sentiment in tbe talk aboit
the Soudan. The Pall Mall Gazette
blames the government without stint
on every occasion, but it admits that
"the Soudan for the Soudanese," is but
a fine way of saying "the Soudan for
tbe slave traders." Thi, however, is
an outside question at present. Eng
land's present object is to save the re
maining garrisons in ihe Soudan, or to
avenge them. To this end li e whole ot
the vast resources of the British empire
will be employ edif necessary.
