Foul Chimney. The burning of the chimney of a house on Fourth, between Church and Castle streets, this afternoon caused the fire alarm to be sounded. She had been an intense sufferer from the fearful burns she received, which, although every remedy known to science was used to heaUhe wounds and restore her to health, were of such a character that death came as a relief to her agony. tsnrglary. About 4 o'clock this morning a young lady living in the house with her brother-in-law, in the Southern portion of the city, awoke and saw a colored man peer'ng into her room. There was a lamp burning in the room at the time, and when the intruder saw tha1 ho was discovered he ran down stairs and out of the back door, which had been opened when he entered so as to permit a hasty egress should occasion require it. He had entered by opening a window in the passage. The young lady made no outcry until after the scamp had gone, so that when her brother-in-law and the remainder of the family were aroused the scamp had made good his escape. Nothing was taken from the house. Personal. Miss. E. Karrer has gone North for the purchase of new Spring and Sum mer millinery goods. Mr. Roger Kingsbury, of this city, has been appointed book keeper at the Penitentiary. , Messrs O. G. Parsley and B. L. Perry, ot this city, were registered In Raleigh on Wednesday. Dr. M. Moore, of Duplin county, was in the city to-day. He states that the snowstorm of Wednesday was tbe heaviest that had been in that county in 15 years. We were pleased to recoive. a call this morning from Mr. Elmer S.Smith, agent lor the World's Dispensary Med ical Association, ot Buffalo, N. Y. He will leave tu-night on the Southern train. . ! Todd ; a second paper on the New Orleans Expostion, by Edward C. Bruce; ur.d a history of "The Confed erate Flag," gathered from hitherto un published documents, by Frank G. Carpenter. There aro several short storie?, among which "Rosa Herk heim," by W. W. Crane, merits parti cuiar notice as an original and realistic picture of life and manners among the Pennsylvania Germans. The two serials, On this Side" and "Aarora," maintain their interest. In the present instalment of the former, Washington society and the impression which it makes upon the English visitors an graphically and amusingly depicted. Primary Meeting; Democratic meetings were held in the various Wards last night for the I much enthusiasm, w I much enthusiasm, with general good I nature, prevailed: first ward. There was a lsrge attendance of true blue Democrats in this hopelessly Re- publican Ward, and a good deal of f0ih , . fc Strauss was called to the Chair and Mr- George S. Willis was Secretary. It was concluded not to place any candidates for Aldermen in nomination from this Ward. Messrs. O A.Wiggins and J. W. Gerdts were placed in nomination for recommendation tor the Board ot Audit and Finance which resulted in favor of theJatter by a vote of 37 to 31 ! for the former. SECOND WARD. The meeting organized with Major John W. Dunham Chairman and Mr. J. H. Boat wright Secretary. The following candidates were put in nomination, viz: G. J. Boney, Jos. W Taylor, E. D Hall and H. McL. Green Messrs Roger .Moore and H. M. Bow den were appointed tellers. The first ballot resulted: Hall, 146 votes; Boney, 110; Green, 105; Taylor, 18. Total votes cast, 233; necessary to a choice, 177. Tbe chairman declared that Messrs Hall and Boney having received a ma jority of the votes cast, were the nomi nees ot tbe ward at the approaching election. THIRD WA.BD. Col. John L. Cantwell was called to the Chair, with Mr. W. C Craft as Sec retary. The following nominations were made for candidates for Aldermen : John L. Dudley, Samuel Bear, Jr., L. H Bow den. J. G Oldenbuttel, J. R. Turren tine. The ohair decided that each name as voted for would require a separate bal" lot. Tbe first ballot resulted in the selec tion of Mr, Bear, who received 127 votes ; on the second ballot Mr. Dud ley was chosen, reoieved 113 votes. The following resolutions were adopt" ed. Resolved, That Richard J. Jones. Esq., has proven himself a faithful and efficient member of the Board of Aunit and Finance of the city of Wilmington, and that we the voters ot the Third Ward, recommend his reappointment by tbe Governor for the enduing two years. FOURTH WARD. Capt. A. L. DeRosset was called to the chair with Mr. James Donlan as secretary. After a little preliminary skirmishing tbe following gentlemen were put in nomination, viz: Clayton Giles, David' G. Worth, S. H. Fishblate, Albert Gore and A. D. Wessell. The first ballot resulted: Giles, 100; Fishblate. 04; Gore, 87; Wortb, 79; Wessell, 35. No election . Mr. Wessell then withdrew in tavor of Messrs. Worth and Giles, and a second ballot was taken, which resulted in the nomination of Mr. Giles by a majority of two votes and of Mr. Worth by a majority of one over the number of voles necessary to n ohoice. FIFTH WARD. Mr. O. A. Kennedy was Chairman of tbe meeting with Mr. J. H. McGari ty Secretary. The following nomina tions were made for Aldermen: Jos. H. Han by and Ed. F. Johnson. Mr. C. F. Von Kampen was endorsed as representative of the ward on the Board of Audit and Finance. XI una way. A noise belonging to Mr. B. Farrow, who keeps a grocery store on tho cor ner of Church and Fitth streets, got frightened this afternoon and ran away He s'.arted Irom the store door with a cart to which he was harnessed, but soon ran against some obstacle by which the wheels were removed from the b"dy of tbe vehicle and rolled into the gutter. The horse pursued bis way with the body of the cart dragging 09 the ground through several streets until at last be ran up Princess street and into Mr. J. H. Jones stable, where he had formerly been kept. The damage was slight, although two or three vehi cles came near be ins demolished in the course of his race. The postage on letters af ter that date will be two cents an ounce instead of two cents a half ounce as at present. The postage on newspapers sent to regular subscribers and on samPie copies sent out oy publishers will be reduced one-half. Alt ciiies I i - . ...... . All these ohafnges were recom mended in the last annual report of the Postmaster-General. About tbe wis dom of tho first two there is very little doubt. Then the loa cont stamp project is an experiment, and its wisdom is still to be tested. Provision is made for establishing this service on a separate basis from the recular delivery and speciGcatior. is made that it shall not ba permitted to interfere in any way with the latter. There is no apparent reason why it should interfere. The argument that if more prompt delivery can be secured for ten cents than for two, it follows that the present system is very defec tive, does not bear examination. A special messenger with ten or a dozen letters can, of course, mako better time than a regular delivery agent with a bagful of letters aud papers.
