The streets of the city were profusely decorated with banners. In the morning the Emperer received the members of the Imperial family and foreign princes; also the old servants, a number of whom have been attached to the household for forty or fifty years. Republican Nominations. The Republicans have made the fol lowing nominations for Aldermen of the several wards : First Ward Wm. Doshor and G. P. Ronrk , oolored. Second Ward Capt. B. G. Bates and Charles Mallette. Sr., colored. Fifth Ward F. H. Darby and Val entice Howe, colored. En the Third and Fourth Ward no candidates have been placed in nomi nation. Audit and Finance. It is not yet definitely known who will compose the new Board ot Audit and Finance, but in all probability it will be constituted as follows: First Ward J. W. Gerdts. Second Ward W. Calder. Third Ward R J. Jones. Fourth Ward W. L Gore. Fifth Ward C. VonKampen The appointments are expected to arrive here to-night, but we feel safe in saying that the official list will not differ from the foregoing. The Candidates. 4 The regularly nominated Democratic candidates for Aldermen are as follows ; E. D. Hall and G. J. Boney, in the Second Ward; John L. Dudley and Samuel Bear, Jr., in the Third Ward ; D. G. Worth and Clayton Giles in tbe Fourth Ward, and Joseph H. Hanby and Ed. F. Johnson in the Fifth Ward. There were no nominations made in tho First Ward. The Republicans feel confident of the First and Fifth Wards and they are making strong efforts to capture one ot the other Wards where by they would have a majority of the Aldermen and thereby gain the control of tbe city government for the next two years. This must not be. Democrats must register and they ought to vote. They may say this or that ward is entirely safe for the Democra cy, but there is no such thing as cer tainty until the votes are counted and the result declared. The only way to guard against tbe possibilily of de feat is to register and vote. Attend to the former duty at once and be sure and do your whole duty on Thursday, that your days may be long and your end happy ! County Commissioners. The Board of County Commissioners met in special session yesterday alter soon for the purpose ot revising tbe revnue act. The only change is in the section in reference to spirituous, vin ous or uial: liquors, or medicated bit ters, which is now as follows : 1st- For selling iu quantities less than a quart. $10 for each quarter. 2ad. For selling in quantities of one quart and less than five gallons. 1 6 35. 3rd. For selling iu quantities of five gallons or more, $25. 4th. For selling malt iiq nors exclusively, $2.50. This provides an increase of $10 in the tax for retail ing. Heretofore there was a levy of $10 for tbe State, for school purposes. Now there is an additional levy of $10 by the county for county purposes. This makes the entire retail liquor li cense in New Hanover cotin y $30 per quarter. The contract lor painting the court room and jury room, for tbe sum of $150, was awarded to David Williams, be being tbe lowest bidder. It was ordered that the matter of changing the office oi the Sheriff for the Grand Jury room be left with the Chairman of the Board. The Board then adjou reed. Shad and oj stars are very scarce in tho market. Tbe latter sold yesterday at $1.20 per gallon, white buck shad sold at 75 cents a pair. AU other kinds of fish are also very scarce and, conse quently high, figures are asked for tbera. We call the particular and esrnest attention of our readers to the editorial article on the second page of to-day' Review relating to the establishment of an Industrial School in North Caro Una. It is an important enterprise which wiil be of great advantage to tbe best interests ot tbe State and of incal culable benefit to tbe fortunate locality in which it may be located. The stud ios to be pursued are of tbe most prac tical and useful character, such as will lead to and devclope a knowledga tor which there is a continually increasing demand. As will be seen by the article referred to, the locality of the institu tion will be determined mainly by the energy and efforts of the citizens. T uce a technical phrase. "It wiil be knocked off to the highest bidder." The law-makers, in their wisdom, saw that the school would be a desirable institution in any locality, and so framed tbe act as to call out the ener gies and cpen the purses ot men in dif ferent portions of the State iu aid ot its establishment. Other cities and towns will undoubtedly make strenuous ex ertions to secure its location with them, and Wilmington should not bo back ward in the movement. The institu tion wiil be of value to whatever place in which it may be located, not only on account of the increase of tho number of people it may bring and a consequent increase of business, but in tho fact that it will tend to investigation; and, consequently, to education, in subjects which have hitherto but little occupied tbe attention of the people. Tbe pupils of the school will be specially benofited. but the knowledge imparted will not be confined to them; it will be diffu sive and reach and permeate and aid in the cultivation and education cf the surrounding people. We must have the school located in this immediate vicinity. We can offer as good induce ments as are possessed in any portion of the State. Our climate is as hralthy as any. Our atmosphere as genial as any. We have abundant means of speedy communication with all por tions of the State and there will be nothing wanting to secure its estab lishment here save the apathy and carelessness of our people. Were it lo cated here there would be an added inter est to invite the traveller seeking a new home, and we trust the gontlemon of property and influence, who have the wealth, posperity and material ad vancement of our good oity of Wil mington at heart, will take such steps as to secure tbe establishment cf the State Industrial School within our borders.
