There is evi dence also in the returns of the railways I and the e'earing-houses that the depres sion in trade is rather in prices than in :be amount of transactions, and that a more active movement in nearly all branches has begun to take place. Doubtless the movement mut yet for a lone time be 9low, and there is nt as yet, nor is there any reason to expect, any renewal of speculation. Bnt on the whole there is a distinct improvement, wiiich with prudence and energy can be extended." A cubic special from London sas s that the long discussion ol the project to establish a Catholic college within the University of Oxford is revived by a pastoral letter from Cardinal Man ning, which was read in all the Catholic churches of London on Sunday. The senior cardinal objects to the proposal, and regards it as a menace of danger to the rising generation. He opposes the joining of any Protestant university by Catholic youth, even though the indi vidual college be under Catholic gov ernment, and believes that parents shoold rather strengthen existing Catholic institutions by sending their sons to them. Cardinal Newman, on the other hand favors the establish ment of the proposed college, beHeving that Catholic youth should have an equal right with others to win an Ox ford degree if they have such an ambi tion, and that the letting down of the bars will be more apt to leaven the Protestant colleges than to contaminate the proposed Catholic institution. Among the reforms promised by the new Administration is the aboliti on of the 6ystem of crediting clerks in the de partments to States and territories where they do not belong. About tnree years ago a resolution was rntro. d iced in Congress looking towards the correction of this evil, but no official action has yet resulted Last week a Southern representative, in asking for the appointment of a lady who had passed the civil service examination some months ago, was amazed when he was informed that the quota from his State and district was full. He knew this could not be true, and on in vestigation he found seven persons cred ited to his own and the adjoining Con gressional district who had never been within the borders of the State men tioned. Three were from Maine, three from Massachusetts, and the other was a resident of the District, and had never lived anywhere else. The representatives of the various States and Territories will ask for a list of the persons credited to ttieir re spective districts, (or. in the casa of a delegate, to the Territory.) All those they do not know will be called upon to explain in what part of the locality they are charged to, they reside, and also to answer other questions necessary to prove a bona fide citizenship. At present England controls nearly one half of the carrying tonnage of the world's commerce on the high seas. The seagoing merchant fleets of all na tionalities aggregate about 56,000, with a tonnage ol 23,000.000 tons. Nearly two-thirds of all ocean steamers afloat sail under the British flag. In 1860 two-thirds of the foreign trade of the United States was carried in. American bottoms, now five-sixths of it is carried in foreign ships. One-half ot it is carried by English vessels, one sixth bj American vessels, and the remaining two-thirds bv vessels ol other nations. Since 1850 1 England has trebled the tonnage of ber merchant fleet: she took advantage of the war which embarrassed American commerce, and gained ground which she has continued to improve ever since.
