The opening speech pf the Ohio cam
paign, on the part of the Republican
party, -was made here yesterday after
noon by Senator John Sherman before
large open-air assemblage. The
speech was carefully prepared in ad
vance and makes about six ordinary
newspaper columns.
A few passages upon the changed
condition ot affairs in the National Ad
ministration areas follows:
"Someoi the very men who boast
ully threatened to break up the Union.
and with the oath of office in support of

conspired and confederated to over
throw it. urged war against it and
were the cause of the loss of half a mil-
ion ot lives and thousands of millions
of treasures, have been'placed in office,
in tne very seats ot power, which they
abandoned with scorn and defiance.
Two members ot tbe Confederate Con
gress and one man who sympathized
with them are at the head of the great
departments of the Union. I saw the
Union flag at halt-mast, floating over
the 'interior department, as a sign
of -honor and mourning for the
death of Jacob Thompson, whom
we regarded as a defaulter
and conspirator. This country is now
represented abroad by men who with
in twentv-nve years were in arms to
overthrow it, and the governing power
in the Executive branch of the Govern
ment is in sympathy with the ideas of
and selects' the chief officers of the Gov
ernment from men who were in the
war against it. This strange turn in
events has but one example in history,
and that was tbe restoration of Charles
II, after tbe brilliant bat briet protector
ate of Cromwell, and like that restora
tion is tbe approach to tho civilization
of years ago. In the South it may be
said that no known Union man has
been appointed to office. The offices
are filled from the Rebel ranks. No man
who acquiesces in the results of the
war, who honorably demands a fair
ballot and a fair count, can be appoint
ed to office In the South. Rebels are
in as absolute mastery in the South as
they would have been if tbe Confedera
cy bad succeeded.
"Fellow-citizens, the line drawn be
tween the two parties is now as dis
tinct as it was during the war, but we.
occupy a different field of battle. Then
we fought for the preservation or tne
Union, and as a means to that end for
he abolition of s.avery. Now that tne
Union is saved and slavery is abolished,
we fight for the equal political rights ot
all men and the faithful observance of
the Constitutional amendments. We
are for the exercise ot the national au
thority, for the preservation of the rights
conferred by the Constitution, and upon
this Broad issue we invite co-operation
from the South as well as from the
North."
Rather more than one-half of the

issue batween the two partiss in terms
similar to those employed in the ex
tracts here quoted.
