Agricultural chemistry has been taught by one professor, mmr eralogy by another, but no. instrucVon has been given, in nijmog proper and in assaying. , roe trustees tnen created a chair at agcr ultural chemistry and mining, giving these studies.' so? prac tical and important, for the first time their due position in the University. These critics seem to labor under the impression that all you have to do to tfct a good maner is to hire a cook no kitchen, no pans, no pots, no stove necessary. There-is no.. provision for assaying at the University, no room for the work and furnaces. There are no means tht-n provided for the new professor to carry on his work and the University is too poor to make im mediate provisions. It will require tally $4,500 to build and equip a new cnemicat , laooratory.- Of this anroant 2 000 are saved this year from Dr. Phillips' sal- iry and the authorities hope to get the remainder in other ways, putting: up the laboratory next spring and summer nd having all in working order: by September. This new laboratory will provide tor all the classes ot both pro tessors in tho department of chemistry. tbe old laboratories proving insufficient (or and unsuited to tbe present needs. Had the professor-elect tried to cook the liuner without stove or pan then it would have been impossible to provide good working room and apparatus for many years. The faculty loresaw this id in a memorial to the trustees asked that no one be placed in the new posi tions in the departments of chemistry, engineering and natural history for one year, special stress being laid on the first two departments, as in them - the improvements were most needed.' This memorial was handed to the visiting committee in May. to the board in June, to the committee of five in June and the board again in July. The board concluded to elect where suitable candidates offered and leave tbe instal lation ot professors to the executive committee. This committee decided that in the case ot natural history ' the work could and should go on ; that in chemistry it was idle to talk ot setting a man to make brick - without straw, and in physics no suitable candidate presented himself and none was elected. It was a matter of necessity then lo let Dr. Phillips do what be chose with himself, and he chooses to g abroad and study instead ot earning another year's salary at his former position. Had fjicbig himself risen' from . his grave and offered as a candidate he could not have been set to work; so Dr. Phili ps' absence trom wort now is pot a question ot competency. Some ot these critics have gono further, and oondptued the scientific ability of Dr. Phillips. Quito a number of prominent educa tors in tbe State c -nld assume the du ties of the position, though Dr. Phil lips cannot, says one. Now so': fat from that being true, there - is perhaps not another man in the State except the director ot Charlotte mint who has ever spent three weeks at assay work or could make eren a pretense of per forming the manifold duties of this po sition. And you cannot do these things by mere book knowledge you must be a practical worker. Furthermore Dr. Phillips is the only young scientific man, native-born to the State, who has published work in scientific jourpals and who is known by reputation to other scientific men outside ot the Stale. Ue has done more work, had more ex perience and is more widely known in scientific circles than was any profes sor in the scientific department of- the University at the time of his election. If Dr. Phillips only came irom some other State his praises would be in the mouths ot all. for with many the rule seems to be omne ignoltim pro magnifico. ii is mo way oi me wor:a perns ps "a prophet is not without honor f aye in his own countty." The University of Virginia, however, believes in. home talent, for out of twenty-odd ptofessors and assistants all but six are natives of the Sta'e and a large majority own her as their alma mater and have known no other mother. Dr. Phillips is an earnest, clear-beaded worker and will do the University an the Stale credit. North Carolinians should be willing at least to see a fellow North Carolinian rise by his own strength and will with out trying to kick him down bill. - The board of trustees hare wisely recognized the' fact that the salaries offered cannot tempt men oi establish ed reputation. They must choose tbe dost promising young men . who are winning reputations, and keep them it possible alter it Is won. These estates cover 40.000 acres of the most valuable land in England. The entire value of the property, which is In the hands of the Government for distribution to . the rightful heirs, is placed at about $800,- 000,000. The new developments refer red to consist of an Act passed by the British House of Commons on the 4th of August, covering 308 pages, giving minute details concerning these estates, and providing for the distribution of the property among all the heirs oi the different lines, when they shall have proved tbe justice of their claim. . . .
