There wero fivecase3 for the Mayor's consideration this morning, but only two of them disposed of as the others obtained a continuance John Davis, a colored youth, charged with disorderly conduct at tho Caroli na Central depot, was fined $5, with tbe alternative of 10 days in the city prison. He went below. Sam Patrick, also colored, was charged with being, thoroughly drunk and helplessly down, for which he was required to pay a fine of $5 or go below for 10 days. He al3o went below and tbe matinee was ended for the day. Yesterday's Fire. The alarm of tire was bounded at about half past 11 o'clock yesterday forenoon, while a large proportion of our citizens were at church. lhe alarm was caused by the burning of a small one story frame building, occu pied by colored people, on tbe causway about 300 yards from tbo ferry on tbe West side of the river. As the fire was located outside of tho city and conse quently outsido' of the fire limits tbe engines nor hook cc leader trucks were taken across. The hooks and ladders and axes, however, wero car ried over by members of tbe Hook & Ladder Co. and were made very useful in preventing tbe spread of the flames to Contiguous property. The property belonged to Mr. John D. Bellamy, Jr., and was not insured. Loss estimated at $150. TUe Special Delivery. As Wilmington is one of the cities in which tbe new special delivery of len cents letters is to be established, our people will be interested to know that the messengers' books, record books and forms of oath required of the em ployes are now being sent out to the special delivery offices so that the sys" tern may go into operation on October 1. A notico has been sent to tbe post masters at the offices, requesting them to send to the department for approval lists of the names of messengers called for in the circular ot the Postmaster- General. So fai4 less than twenty post masters have complied with the request. A large number of placards exhibiting the names of the cities andtowbs where the special delivery service will be operated have been sent out to presi dential postmasters for distribution among business men. The post offices throughout the country are, being sup plied with tho specia1 delivery stamps at the rato of 1,000 offices each day. The law requires that letters bearing the special stamp shall be delivered up to midnight, and postmasters in towns where tbe offices close early in tbe night are anxious to know it they must keep open their offices until midnight. If go they believe that an allowance for he employment of night clerks is in dispensable. Other postmasters, who now close their offices on Sunday, are in a similar position. T' The status of the messengers is also unsettled, and it is questionable whether or not , tbey must be.appointed through the machin ery of the civil service commission.
