Some weeks ago a druggist in a
North Carolina village wrote to me,
making enquiries about a firm ot
Washington attorneys and a proposi
tion of theirs to recover a claim alleged
to be due druggists from the Govern
ment. I had no authority to divulge
any part of the correspondence and its
enclosure, pxcept on the condition that
I found upou investigation that the
whole concern was a fraud deserving
exposure, if not nunishment. I declin
ed to undertake the case, as I saw that
it would require an immense amount of
pains and labor without any certainty
of an adequate return. The city papers
of yesterday have something on the
subject, and I now leel at liberty to
treat the matter as far as it is under
stood. The senior partner of the law
firm, Allen Rutherford, figured in Re
construction politics in .North Carolina,
They say in their circular:' "The sub
ject on which we address you is of im
portance to you, in that we believe
there is a certain amount ot money due
you by the United States. Our aetion
is taken alter the most carelul consider
ation of the matter. and
we are so convinced J
our -investigations that tneie is
money due you and other dealers in
drugs, the list of whom is now before
us, that, with a view of obtaining your
claim for this sum we now communi
cate with you." They aunounce that
the claims most be prosecuted through
the Court of Claims, and say the law
firm will have all the exponse?, it the
claimants agree to allow them 33 J per
cent, of what they recover. -1 hey say
44 We believe that there is a considera
ble sum due you, but cannot say how
much until clothed with the proper
authority by you to represent you, and
can say nothing positive until your
case is under headway and we have all
the data necessary for calculating the
size of your claim. Naturally the
question will arise, 'What money
of mine is it that it is proposed to re
cover?1 Permit us to answer, in an
licipation, that until some future time
we must decline to enlighten you
Details now would endanger the sue
cess of the whole matter, as by .the
least publicity we would experience the
interference of unscrupulous attorneys,
who. if they could, would rob us ot the
fruits of our enterprise and labor.

The mystery surrounding the matter
gives to it additional interest, and
druggists all over the country are
talking over the matter, and the general
impression is that there is . "something
in it."
The verv latest that can be ascertain
ed to-day about the 'mystery" is the
following: Mr. W.S. rhonipson. an
eminent druggist ol this city, says
Messrs. Rutherford & Mayne, the legal
firm in this city, have conhded to him
their secret concerning claims of drug
gists against the Government, but he
is not at liberty to divulge it. lie says
it is a law point, and apparently a per
fectly proper one, and the firm are sat
isfied they will succeed in enforc
102 payments ot the claims, it is
perfectly legitimate, "he fays, and
the only object for keeping the
grounds upon which the claims are
based a secret is to protect the lawyers
wno want to take charge of the cases.
Ho says most ot the druggists in this
and other cities will enter into the mat
ter and the validity ot the claims wil
be tested.

QUARANTINE FOR THE PORT OF WIL
MINGTON will'bc enforced from May 1st, to
November ,1st, as follows:
Pilots will bring all vessels from Ports south
of Cape Fear, from all Mediterranean Port;
and all vessels which have had any kind of sick
ness on board during the passage, or which
have sickness on arrival, to the Quarantine
anchorage ; and will, cause a signal to be set
In the main rigging on the port side, as soon as
possible after crossing the Bar.
Special notice will bo issued to the pilots,
by the Quarantine Physician, to bring vessel
from other porta to the Quarantine Station
whenever It shall appear to the Quarantine
Board that they are Infected, or suspected of
being so. . . ..
No vessel must leave the Quarantine anchor
age, or allow any ierson, steamer or tug boat,
lighter, or boat of any kind to go alongside,
unless by.written authority from the Quaran
.tine Physician; and every tc ssel must be an
chored as far to the eastward of the channel
as is constetent with safety.
Regulations governing vessels while In Quar
antine may be had on application at the oilk-e
cf the Quarantine Physician at Smithville. .
Applications for permits to visit vessels in
Quarantine must be made to Dr. Thomas F.
Wood or Dr. Geo. O. Thomas, and permit so
obtained will be endorsed by the Quarantine
Physician, if in his opinion. It la proper and
safe to allow communication with such vessels.
A penalty of $2C0 for each and every offence
will be enforced against any person vlo'aticg
any of the Quarantine Regulations of the Port.
