On the basis of receipts, as shown
above, the estimates of expenditures
were made for the current fiscal year.
The year berae incomplete, we cannot
tate precisely whether or not the re
ceipts for last year will be exceeded.
We feel very sure that they will not fall
short. So far they are fully equal In
addition thereto the tax book shows a
net increase this year over last of $3,
0CG21. ;
Business this season has received a
decided" stimulus. Oar merchants have
made larger purchases, and have
made correspondingly greater sales.
T,be receipts of cotton are very muca in
excess ol those for the past year. There
is an activity and buoyancy pervading
all classes "of trade. The number ol
business and dwelling houses which
have been and are erecting is decide My
on the increase; 'especially those oi an
ornate and more pretentious-style.-Hence
the value of the assessment real
ized from real estate is en the increase,
which will bring an addition to the rev
enue of the city in successive years.
By action of your Board all uncollected
tmxei prior to the year 1885, were placed
in the bands of an attorney, amounting
Ula $65. 282.59. The collection of these
delinquent taxes will be vigorously
pushed. A small portion has already
been collected and suitghas been com
me need in the Superior Court for a
larger amount. It is incumbent on the

city to have these taxes collected, main
ly in justice to those who promptly pay
their taxes and because the city needs
the money, as well as to prevent inno
cent buyers of real estate finding their
properly encumbered by old tax claims.
I won!d recommend that hereafter the
claim for delinquent taxe3 ba put into
the hands of an attorney for collection
as soon as it can be legally done.
I also submit herewith a statement

Though from unavoidable but satisfac
tory causes tSi.iie of the departments
will overrun their esiimatcs. yet from

book and ihe reasonable hope of receiv
ing a considerable amount f rom tho de-

mands be promptly met but we hope to
end the fiscal year with a surplus that
will materially ad us in tiding over ihe
four months that intervene between
tbe'closmg of the old tax book and re
ceivinz the new.
The report of the Chief of Police
shows in detail the operations and ef
feciiveness of the pol'ce force. As the
order and peace ot our city depends
largely upon the discipline, efticiency
and character of the force it has been a
constant decire to make it equal to any
emergency.
. The report of Chief of the Fire Da
partment shows that important depart
ment of the city government in good
condition and reflects great credit on
the volunteer system of our city. The
effective force of the department con
sists of four white and five colored com
panies. Three stcani fire engines, one
modern- and effective hook and ladder
truck, two book and ladder and bucket
companies and "three hand hose reel
companies. One of the steamers (Cape
Fear) has long been m use, and Ism
bad repair. It is suggested that it be
replaced bv a new! engine as soon as
practicable. During; tho present -year
the Gamowell fire alarm has been sub
stituted for the telephone system, and
works satisfactorily. Would recom
mend additional alarm boxes. A
suitable fire alarm boll has been sub
stituted for the old one, the new one
weighing 2.000-pounds ; the old one only
565 pounds. The old one, however, has
beeu placed on the top of ihe fourth

By reference to the report of the
Superintendent of Health you will see
that by Ihe blessing of Almighty God
our city has been spared not only the
visitation of epidemics, but has enjov
ed a remarkable degree of health, not
alone compared with cilies similarly
situated in regard to latitude, but with
more fortunate cities remote from
malarial diseases. Fortunate as we
are, yet much could be done, particu
Jarlsr in the way of sewerage.
During tho present year electricity
was substituted, mainly, lor gas in
lighting the streets; a change that has
met with the approval ol the citizens.
There are many portions ot the city,
especially the First and Filth Wards,
that require more light and should have
it. .
As the comforl. convenience and
health of our citizens are mainly de
pendent on the good condition of otfr
highways, alleys and sewer?, oar best
efforts have been directed to them.
When the aggregate length of the
streets is considered and the great de
mand for work to be done' in so many
place?, coupled with the necessarily
meagro appropriations as compared
with the extent and character- of work
which should be done, the difficulty is
apparent. During the year , over six
miles of stone and wooden gutters have
been laid, thoroughly carrying off ihe
surlace water, and the streets and alleys
have been kept in good condition. By
special appropriations for the pur
pose North ahd South Water streets
ha e been substantially repaved with
Belgian blocks, the foot of Market strct t
included. The docks haye been put in
first rate condition. Nutt street has
been relaid with a fine plank road thus
making's-first class road from Dock
street to Carolina Central Railway
depot. We hope to substitute liaigian
biock for the cobble stone on Mulberry
street between North Water and
Nutt streets. The bridges- spanning
the railroad cuts haye been a source of
constant apprehension and expense.
The one on Sixth street has been re
built aud is now in good condition.
The one on Fourth street has been
thoroughly overhauled twice during the
year, entailing touch expense, and as
it gets older the worse it gets. As the
travel oyer that bridge is immense,
Fourth street being travelled probably
more lhan any other way Irom ihe
heart of the ciiy." I would strongly re
commend that a metal bridge, either
steel or iron, be contracted for at once.
As it is now it is only a question ot a
vary short lime as to its being rebuilt
in all its points. The W. & W. R. B.
Co. has proffered to materially assist to
put np a first class metal bridge, and to
save expense and the ciiy from' a pos
sible claim tor daigaze, it should be

The following are the terms and con
ditions agreed upon bstweca the com
mission appointed by tho city of Wil
mington and the President and Direc
tors of the Cape Fear &T Yadkin Val
ley Railway Company for a subscrip
tion by the said city to the capital
stock of the said railway cimpany: ,
First. The city of Wilmington will
subscribe $IG0 OOOto the capital stock
of the Cape Fear Yadkin Valley
Railway Company to be paid-in such
instalments as arc hereinafter provided.
Second. The payment of the first
instalment of said subscription to he
made in cash on thirty year six per
cent, coupon bonds of the sakl city at
par. at the option of the said city, and
the first payment shall determine tbe
character i fall future payments wheth
er in bonds or cash
Third Whenever the said railway
company shall havo completed five
miles of the road, beginning at Wil
mington, the city shall pay over to the
said railway company $10,000 on said
subscription; and shall continue to pay
in like instalments as each consecutive
section of five mile3 of said road is
built, until its completion, when the
balance, if any, of the entire subscrip
tion of $150.000shall bo paid. The raii
way&compauy shall have a depot with
in the corporate limits of tbe city. Tho
certificate of the Chief Engineer of the
railway ermipany of the completion of
any section to be evidence upon which
said bonds or cash shall be paid.
Fourth. In exchange tor each $10,
000 paid over to tbe railway company
said company shall turn over to the
city an equal amount of certificates ot
the capital stock of said company.
Fifth.- Work of construction shall
commence within four months after
the ratification of the subscription, iu
accordance with the act of Assembly,
and shall continue without interruption
until its completion within a. reasonable
time.

tion of Mayor, held January 7th, 1765.
There were 27 freeholders who were
entitled to vote, and there were four
candidates for the Mayoralty. These
were, Cbrneliu3 Harnett, who received
one vote; James'Lyou, who received
one vote; Samuel Gregg, who received
sixteen votes, and Jame Green, who
received nine votes The document is
yellow with its great age. and somewhat
soiled and torn, yet it is1 well enough
preserved to be legible.
