authority should be belter fortified than

As to the bill itself we would be glad
to see it became a law, since "it seems
that it is so urgently demanded, not
'withstanding we fear that its- applica
tion will not prove all that its friends
wish for it. and from the fact that il
will bo operative as to some of the
roads and inoperative as to others.
The bill, a3 it stands is really very
weak and open to cri.icisni but we un
derstand that its ardent advocates in
the House have relased to consider
amendments to it for fear that an j thing
ot the kind will kill the bill. Thev
lorget the giant spectre ol a Supreme
Court which stands behind them and
the. fear of whose decision should in
duce the trainers to make the bill as
perfect as possible.
And it should not be a one-sided
affair, either. The lamented failure of
the South Carolina Commission ihou Id
be always before the eyes of the pro
jectors. The (leorgia bill" may be
better, and it probably is, but it should
not bo forgotten that there are two
sides to this, as to all questions, and two
parties to be benefited. The law should
not lay a high way man's hand on the
private property of law abiding citizens
alTd confiscate their property to the ue
of others. no"tuatter it these others are
the sovereijjns." The interests of the
railroads as well as of the people should
be carefully looked after. If the bill
becomes a law and the three Cominis
.sioncrs should be appointed one of these
C duniisiuners should be named by
the railroaders and the half right of
naming the third should also be acs
corded them. A railroad commission.
which has not for fil least one of its
members a man. who understands
somewhat of the practical workings of
the railways in this country and at this
era would be lound-an absolutely nullity

port for the fiscal year ended Nov. 30th,
1886. It is an elaborate and compre
hensive document, and evidently was
prepared with great care. From it we
learn that the aggregated value of real
estate and personal property in the
State amounts to $-202,893,502 The
richest county in these properties is
Wake, with fU.U80.fi88 to her credit,
while the poorest is Dare, with $250,

ing character. Nancy WiLiams. the last
of a doomed family, was impersonated

ter for which she is particularly adapt
ed, and her sorrows, perils and misfor
tunes won the pity of all The support
was excellent throughout and the audi
ence was delighted. To-night the do
mestic North Caroliua drama, "Esmer
alda." will ba the attraction. It is a
delightful play and, as a matter ,f
course, the house will be crowded. We
are glad to note that there is a contin
ued improvement in the order among
the soung and thoughtless.
