The New York Legislature has de termined to put more money in the Erie Canal. Every dollar of the mill inns thus expended has been returned tenfold to the people of the Empire State. The commercial aupremacy of New York city dates from the comple tion of that great waterway. Some days ago the import duty on wbeat broagbt into France was raised for the beueflt ot French wheat growers.- As & result of this legislation the bakers have added two cent3 to be price ot six pound loaves of bread. The wheat growers are served at tbe expense of the wheat eaters. Sukikr, .the Old' Reliable Clothier- aud Merchant Tailor, 114 Market Street. t The Ansel oX Heath. We have been sorely afflicted of late. Death the Reaper has gatbered some of our best citizens to his harvest, aud the entire community has mourned sincere, ly the losses we have suitaiued. And again, and to-day, has the bolt fallen and doe ot Wilmington's purest and noblest women bas been the shining mark. That estimable ladv. Mrs Owen Fennell. died suddenly this morn ing, at the breakfast table, of heart dis ease. It was a terrible shock and the newa of it bas fallen like a pall of sor row over the entire city. For some time past, we understand. Mrs. Fennell had developed symptoms ot heart dis ease and tbe fear of that which has come to pass has ever since been pres ent in tbe family circle. But the reali ty, when it came, came without warn ing; and the affliction is indeed a terrible one. Mrs. Fennell was the daughter of Mr. John R. Beanan. of Sampson county. She was a lady of rare accomplish ments, kindly, gentle and charitable, and actuated, in every word and deed, by the principles of a - pura, "devoted and uprif ht Chi iiiran lufa. 1 MlLI WILMINGTON. N C, THUKSDAY. MARCH 31 Our Financial Board. We publish eisewherH a report ot the reorganization of the Board of Audit and Finance, with Mr. R J. Jones as Chairman, and Capt Jno Cowan as Secretary, Mr. Gore, the lat Chair man, having declined a-reelection We believe that the establishment of this new branch ot tbe municipsl tiov ernuient was a move in the right direc tion and one that has bad much to do with bringing the credit of tbe city up to its present high condition When this Board was first organized the city debt amounted to something over $624,000 ot which amount more than $120,000 was past due bonds, coupons and other obligHiions ct thecity. all of which were selline: on the streets from 65 to 70 cents on the dollar, and ahho' a law calling for a sinking fund and a sinking fund commissioner had been in force for .over ten years, there was neither sinking fund or sinking iund commissioner in existence. Now, the city debt, including the purchase of the new markets. stands at $569,700. with a siuking tuud of $74 000. which is yearly increasing, while ail obligations ot the city are met at maturity, and its bonds briDg from 3 to 5 nbove par. We look upon this as a good showing and think that mucb of it is due to our Board o Audit and Finance, as also, indeed, to the Democrat ic. B-ard of Aldermen, tbe twoBoards having, as a rule, cooperated harmoniously. The Board of Audit and Finance was first organized, under an act of tbe Leg islature. in 1877 and bas been composed, duriog the various terms, of the fol lowing gentlemen : 1877 to 1879 Norwood Giles, Chair man; W. D. Mann, R. J. Jones, D. O. Worth and Thos. W. Player. J. F. Gause, Clerk. 1879 to 188L Norwood Giles. Chair man; W. D. Mabn. R J.Jones. D. G Worth and, Thos. W. Player. John Cowan. Clerk. 1881 to 1883. Norwood Giles, Chair man; O. A Wiggins. Wm. Calder, R J. Jones and Jno. S. McEachero. John Cowan, Clerk. 1883 to 1885. R. J. Jones. Chair man ; O. A, Wiggins, Wm. Calder. W. R. Kenan and. Jno, S. McEachero. Jno. Cowan, Clerk. 1885 to 1887. W . L Gore, Chairman ; Jno. W. Gerdts, Wm. Calder, R. J Jones and C. F. VonKampen. Jno Cowan, Clerk. 1887 to 1889. R. J. Jones, Chair man; Wm. Calder, J. F. Maunder. W. I. Gore and J. W. Heweit. Jno. Cowan, Clerk. Audit and Finance. The newly appointed members of the Board of Audit and Finance Messrs. W. I. Gore. R. J. Jones, Wm. Calder, J. XV. Hewitt and J. F. Maundermel at the City Hall yesterday afternoon for tbe purpose of organ:ziog. and were sworn in by Col. J. D. Taylor, J. P. On motion of Mr. Calder. Mr. Gore was called to tbe chair, when an elec tion was ordered for permanent chair man. Nominations were called for and Mr Gore nominated Mr. Calder, Mr. Hewitt nominated Mr. Gore, and Mr. Maunder nominated Mr. Jones. Mr. Gore declined the nomination. In nominating Mr. Calder he spoke in complimeutary terms of tbe latter. Mr. Calder bad been a member of tbe Board of Audit and Finance for six years, and bad been faithful and true in every res pect to the best iulercsts ot the city ; his selection . for permanent chairman would give aatisfacliou to the board and the community, ' No other nominations were made and on the twentieth ballot Mr. Jones was elected, having received three of the five votes casu The permanent chairman, after ex pressing bis appreciatiob of tbe honor conferred upon him by his fellow mem ber of tbe Board, announced that tbe next business was the election of a clerk- Mr. Gore nominated Capt. John Cowan for the position. Mr. Maunder seconded the nomination. There was no other nomination, but a ballot was taken, and Capt Cowan received- all ot the five voles cast. The Board then adjourned. Constipation Has Many Vic tims. and the endeavor to find relief with the cathartic, the injection, the aperient and laxative are distressing. These are resorted to time and again, until tbe sufferer is almost in despair, as he gains only a brief respite. By taking Simmons Liver Regal a tor, tbe bowels will be gently moved as naturally as if no medicine bad been taken. Regularity in taking the med 'cine will soon effect a permanent re lief. We publish on the third page of this isuo 'a communication from a gentles man in this city, a distinguished bota nist, relative to the beautiful lloweriog moss so abundant in this section in the early Spring. It is stated that the moss grows all of tbe way along the coast from New Jersey to -Florida. So it does, but it is not by anv means the Sh.me moss as hereabouts. It is not the same species. We gathered some re cently in Florida but bot h the plant aud the bloom were unlike ours. The latter was perfectly white, it grew on sandy soil and had scarcely any roots what ever and the whole thing withered and drooped and was worthless fifteen min utes after it was plucked. Ours, on the contrary, will live for days and the flowers keep their beautiful appearance to the last. Placed in water it will keep for a week or more. The New Oil Company. A prominent Charleston merchant, who has madeinquiriea upon the nb ject. furnishes the following informa tion to the Ntivs and Courier concern iog tbe "Spothern Cotton Oil Cora- pan," to which reference has frequently been made of late: The company was incorporated under the laws of New Jersey on March 5, 1887, ooder the Act of April 7, 1885 The incorporators and stockholders are : Henry C. Butcher, Philadelphia, shares . 10,000 Wm. S. Harvey. Philadelphia.. . 5 000 Fredw Oliver. Charlotte, N. C, . . 6,000 DaTompkins . 8,000 John Oliver. Columbia. S. C. 10.000 Alvin C. Newland, Camden, N.J. 1.000 Total.- 40.000 The authorized capital is five million dollars, divided into fifty thousand shares ot one hundred dollars par value. Business was commenced with four million dollars on March 5 1887. and is to terminate March 5. 1937, (fifty years.) The places of business where mills are to be erected are: Jersey City. Hoboken. Hudson County, N. J., Cam den. N. J., Philadelphia, Pa, (head quarters ) Chicago, III Kansas City, Mo., Norfolk. Va.. Wilmington. N. C, Charleston, S. O. Savannah and Atlanta, Ga Motftgt-niery and Mobile, Ala., New Orleans, La., Memphis, Teno., Little Rock. Ark., Dallas and Houston, Texas, Meridian, Mis3., and such other places as tbe company shall determine upon. The character of the business is the manufacture ot cot to u seed oil and all the products ot cotton seed. They have power to issue bonds and mortgage their properties for the purpose of rais ing money. An interested party aud one near the president stated that the paid in capital is to be four million dollars." The intention of withholding the one million dollars reserve stock is to dis tribute it i the South in most influen tial quarters. Men of good standing are said to be entering it aud the pur pose is to do a large and legitimate business. Their contracts for mills are being made aud they claim to own tbe most improved machinery and patents, which will enabie them to outstrip their competitors. . - Abetter from a Conductor. Owkgo. Tioga Co . N. Y-. Dec. 16. '85. In 1879 I was takes very suddenly with lumbago, while running ray train through to Buffalo. 1 was ct-mpietely floored, aty) utterly incapacitated from attending to my duties as conductor. Shortly after 1 was taken, every pas sengers knew of it. and one gentleman, I can't remember bis name bow, came up with a box of Aixcock's Porous Plasters and told me he would put two of them on. They bad hardly been put on before I was relieved somewhat, and in fifteen or twenty minutes at most I was able to sit up straight, and in an hour I was enough better to at tend to my official work, and I just kept oo gaining and feeling better until I was entirely well. From that time to the present I have time and again used these Plasters, and have yet to find them fail in relieving cough, or pain.. or ache,' My wife says she bas not known what it is to have a back-ache for mora than a few boors since ALCOk's POROUS Plasters were kept in tbe bouse.
